Choking cloud and Arctic Air
1. Technically, yes, but it's not over quite such a wide area. Arctic Air is just huge.
2. If you have the endurance.... I find one of these toggles alone with my other toggles is as much as I could manage.
3. Up to you really. Both are useful, I prefer Arctic Air because of it's -stealth component.
Whats the use of -stealth in the game? -not talking PvP ofcourse against them stalkers gits. Still they just come in ET-->TF-->placate-->AS
The combo of big -recharge/-speed add a lil confuse and fleeing effect and you got one hell of a sweet power

I really should do something about this signature.
Keep both.
Arctic Air is very nice PvP and also occasionally confuses the mobs around you, as well as slowing them so it decreases the time it takes for them to get into melee range. Choking Cloud is also great - if you lob down frostbite, choking cloud then finds it easier to hold the enemies, and it lasts for a long time.
Choking Cloud... Mmh, I find it endurance heavy and not very useful. If you have to choose for endurance purposes (very likely you will have to) I'd go for Arctic Air, it's much better imho.

Aye true, but it's rare and nor very much needed.
Knives are rare fortunately... and the banespiders you eihter see them (coming) and keep moving. And i don't think AA helps against placate
Just thought, if you run AA they mobs tend to move away from you, as its radius is larger than that of CC might mean you cant stack them. As much as I use CC on my defender if I had to pick I'd take AA, one of the nicest controls in the Ice set

They were appropriately appalled
at the discovery of the eight victims
They're now putting it all together.

Eight legs, one body, silk,
spider, brilliant!"
Yup, thats a good point indeed cynic
On my Ice/Rad
1. Does this power draw as much aggro as Arctic Air does?
2. Is it worth running it and AA?
3. Should I drop AA and go CC instead?
