Well, vanguard allegedly lasts for 60 seconds, whereas powerboost lasts 15 ... implying vanguard then powerboost.
unless you have a boat load of control powers, not likely to be much of an issue...

Like most buffs, they add if used together, rather than multiply, so it doesn't make any difference which you use first.
I really should do something about this signature.
