As far as I know damage slotting works. I expect you are thinking of them not benefiting from damage buffs, like Build Up.

PBs are stronger in human or human/dwarf bulds. They have good attacks in human form, but you can't slot them if you are slotting dwarf and nova. My PB does not have nova form.
WSs work better if you want to focus on nova and dwarf, bcause there are powers in human form that buff your nova/dwarf form, and you don't suffer so much if you don't slot human form attacks. -

I have to think, if you want to play mostly in Nova and Dwarf forms, you would be better with a Warshade.

It gives you 120 seconds of stealth that way. I would rather have it in nova myself. Who needs a stealthy dwarf? But nova benefits from being permanantly stealthed.
And you can slot the fly speed from the set into nova as well, for a bonus on all your forms. -
Most of the time, mag 1 resistance is of little or no use, but mag 2 (i.e. 2 controllers) is plenty.

Oh, I agree, villain epics need to be a much higher priority.
Indeed, I can't see the idea getting of the ground at all, sinc it would only benefit a small proportion of players (but more if heroes and villains had keldians).
Would be fun though. -

Whilst keldians are refered to "jacks of all trades" there are some trades they don't have. They don't really have team buffs, and control is fairly limited.
I did suggest some alternative keldian powersets a while a go, I'll see if I can find them.
Edit: I found these ideas for alternative forms, I'm pretty sure I suggested some powersets for them to go in too, but I havn't found them yet

OK some form ideas (attmpting to use resourses aleady in game as much as possible).
Warwolf (scrapper form)
Form abilities: +hp, but less than dwarf, res to all but psi, Mez resist to stun, sleep and hold only, +damage, +run speed, +jump
Powers: A couple of melee attacks borrowed from Superstrengh, +Hurl and Rage. No travel power.
Creeper (stalker form)
This would use the arachnos spideroid skeleton, with a skin resembling the Dwarf armour plates.
Form powers: +Def (all but psi), resistance to stun, sleep, hold, +speed, +jump
Powers: Hide, Assassin Strike, Placate, Web (narrow cone imob, -fly, -speed), Teleport.
Grappler form (contoller type)
This looks like a huge humanoid body, compleatly covered in tenticles like the nova form.
Form powers: Resistance to sleep, stun, hold, knockback, Power Boost (+secondry effect) type effect.
Powers: tenticles shoot into ground, and emerge to hold or immobilise foes (basically reskinned plant control). Must be used on the ground against grounded targets. Ranged hold (with smash dot), ranged ST immobilise (with - recharge), rangeed aoe imob with smash dot, pbaoe hold, melee smash power, melee pbaoe toggle slow. Burrow travel power.

Invented costume pieces are only available for the character who crafted it, yes.

Technically, Build Up is carried over into forms, but since it has such a short duration its not all that useful. More usefully, the +max hp power (forget name) also carries over.
The shields arn't essential. My PB is mostly human form, and I only have the S/L shield. -

The Mu Guardian (dominator) is really useful. He has a good heal, forget about damage.

It also gives defense of 5%, reducing to 2.5% when supressed. 2.5% isn't much, but it's enough for me to usually keep SI on in fights.

I don't think we are looking at constant full scale war. The Rikti will eventually be pushed back and contained, with only the occasional breakout to contend with. -
Alien invasions are something that happen in a comic book world, along with massive disasters, destruction of cities, etc.
Perhaps your character's tried to return to thier home contries to fight the invasion but where prevented by Rikti air superiority.
Or perhaps they decided (or where ordered) to fight the invasion at its epicenter in Paragon City.
As for the Scotbot, the rikti already have advanced technology, I doubt any secrets they could learn would be significant enough to warrant it's withdrawl from service. As for the risk of destruction, what is it being presereved for, an even bigger threat theat than the total anihalation of humanity? -

It's a bit of a waste when soloing (meaning you could get a lot more out of other secondaries) and in many cases it will be hard to take all the powers you want given what you need from your primary/pools. So unless you PvP, I agree with PRAF.

Pretty much. I have never known a phant get low on end, and his damage is rubbish, so if you are reallying on him to kill mobs without a damage buff (or -res) your going to level really slowly, and really, who cares if he gets mezzed, its not as if he contrabutes much anyway. And as for PA, they are compleatly unaffected by any empathy power, only -res powers can help them. -
Yeah, slot range, target the guy in the middle rear of the group, and get as far away as possible.
Cones are less effective in close combat, so if you have a blapper style you may want to give this power a miss.
