Um...look at the number of powers available. Is the Touch of Death IO available before level 10 or so?

On a lvl 2 toon with nothing slotted - the only thing remotely similar is the Sands of Mu vet reward he has, which is a longshot as a cause.

I've seen this as well, this was pre-issue 9 so nothing to do with IO's. No idea why it happens and to tell you the truth it doesn't really bother me
