There is no cyborg chest. there are cyborg chest details, and they are both available with normal tights as well as bionic arms. -
I think the OP is more interested in the look, rather than the effect of the power.

I would like to suggest another rule:
* should fit with the theme of the pack.
In light of this I would like to suggest, as part of the Vampire pack:
Change into Bat: [toggle] gives you fly (slightly slower than regualr fly), as well as a little stealth, ad lowers your threat level by one. Whilst in bat form you cannot use any other powers, and you have -50% resistance to S/L/F/C/NRG. -
Why do I have to run into purples? why can't I just blow myself up for debt? why why why?

I think is feels a bit "akward" with the snipe (which is a basically a situational power) available so early.
I would expect a little rejigging of dark Blast when blasters get it. -
It seems to me that this disagrement is all about people considerng the feelings of others, and nothing whatsover to do with the cyborg pack.

All the low level characters have to do is stay out of the way. Frosty Robot can solo an 8 man invincible spawn without even trying, and many other level 50 builds can too. -
I like showy toggles. I find both invun and WP to subdued, that one of the reasons I like my Ice tank.

No they can't, never could, never will be able to. The head part is fused to the spine. Thats the way the model works. Thats the price you pay if give players a costume designed for mobs.

Yers, they are, for the same reason. The bane/crab head isn't really a head at all as far as the animation system works. The only "fix" would be to disable combat auras on arachnos spiders, but the would mean you couldn't have them on wolf spiders either. -

There is no chest. It goes with exoproto by default, but thier isn't much chest visible anyway with the bionic arms and chest detail.

Yes. There where. Thats why 90% of scrappers where /regen. In fact there still sets that are overpowerd, and hence overplayed, and sets that are underplayed. This is unavoidable, but it is niether good or desirable. If a set is little played it represents a considirable waste of developer effort.

No, it isn't. As I already said, Ivun is much better than WP for aggro magagment. It also does better against burst damage.

The testing cost was already paid. The cost of putting it up on the store is minimised by posting it at the same time as the cyborg pack.
Oh, and I find a ball of blu tak very helpful... -

It makes perfect finacial sense, since the thing already existed, it cost them nothing, so all it take is for one person to buy it and it will make a profit. -
The game was very different when keldians where added back in issue 3. It was assumed that there would always be lots of players around looking fro teams, so picking up a couple of controllers for mez protection would be quite easy.
The concept of an inherent did not exist back then. That was developed for CoV, and didn't start to be added until issue 5. So Cosmic Balance/Dark Sustinace where designed specifically to buff human form to keep competative with Nova and Dwarf forms, which already had big inherent boosts to damage and resistance.
So, while keldians need updating now, to keep up with changes in the game, the original design was not stupid. Even without, the current issues can be worked around with a bit of thought. Shields ineffective because of mezzes? Don't take them! There are plenty of other powers to choose from. The strong self heals constitute a PBs best defense. If you try to build a keldian like a scrapper you are doomed. You need to approach it as a squishy with a few defenses, similar to those available in APP/PPPs. -

Or, if you have enough recharge to make Hasten perma, you should automatically have enough recharge to make Hoarfrost and Rage perma.
If you haven't got perma-Hasten, you have to leave Hasten's 70% out of your calculations, since it wont always be up, so your power wont always be perma.
