    No, it doesn't. Power Surge

This trades the hold for the inability to do any attacks but have a regen boost. You still have no end, and thus no toggles running, but you can survive a few hits while you recover because instead of the hold your regen is boosted, but can do no attacks.
For a tier 9 power that boost resistance by 70% look at Unstoppable, which does that at the trade off of having a crash without the regen boost.

    Quote:
I cant imagine a power that prevents you from attacking for a long period of time to be BETTER than a tier 9 that, upon crash, you rest for a few seconds are good to go again.
I didn't say it would be; I intended it to be more balanced.

    Quote:
but I don't see the -res %20 on nearby enemies being even close to as "helpful" as the damage buff you get from shields.
    Then you're wrong.

-Res is a big force multiplier. That -20% Resistance is the equal of a +40% damage boost.

100 damage attack against 50% resistance equals 50 points net damage.

100 damage attack against 30% resistance equals 70 points net damage.

100 damage attack +40% damage boost equals 140 points of damage.

140 damage attack against 50% resistance equals 70 points net damage.

Now put two or more of these Rad Auras on a team. Consider that the entire team is going to benefit from that boost. It doesn't take long for a permanent Fulcrum Shift like effect. Add in an actual damage boost and things get a little crazy.

Even if you don't let the power stack between multiple users that's still a 40% damage boost for the entire team.

The game is certainly designed to allow that kind of stuff, but it requires multiple teammates to do it. This set allows a pair of Tanks/Brutes/Scrappers to not only pull off the boost themselves, but take full advantage of it on their own.

    Quote:
It's definitely a team oriented defensive concept, trading personal "easy mode" survival for help protecting your teammates by making the enemies they do face less deadly.
Oh! You're making a melee defender! I don't think you're going to be able to do that based on an existing AT. You'll need a Buff-Debuff/Melee based AT. Trying to do this with a Tank or Brute is either going to make you too weak to absorb any damage or too powerful from all the self buffing.
  2. My understanding (probably wrong) was that it was removed because there was no way for Villains to earn large inspirations except through random drops and that it was unfair to give Heroes that advantage alone.

But considering that i18 and GR will be adding side-switching, a global market, and the ability to just email the stuff around there seems little reason for Villains to be left out anymore.

Might as well bring them back now. They sell for 100 AE Tickets, and that's pretty trivial to earn compared to these missions.
  3. It's very toggle heavy. Am I right in thinking everything but Black Body Radiation is meant to be a toggle?

Black Body Radiation isn't going to happen. It's Tanker Elude (if Tanks could get Elude) on top of Power Surge, without the complete crash of both of those powers. It should probably only do the +Def or the +Res and it's still going to be a complete crash: -100% end, -1000% end rec and quite probably a self damage component too.

The +Stealth part seems trivial at best. There's no real point to it, better to just remove it.

I think the "no attacking, but okay defense and regen" sort of like a high powered Rage crash is an interesting idea, but it would involve a much weaker tier 9.

I would guess that Infared Pulse would probably be better off as Healing Flames clone, as this set looks weak on taking alphas. It's going to need that boost to survive.

Immunity Boost is underpowered. All melee sets provide mag 10 protection for KB/KU and mag 13 for other mezzes. (Assuming the set protects against that type, of course) The set could be a liabitlity when facing mez heavy foes.

The Confuse protection is a little odd. Right now only two sets provide Confuse protection; I'm not sure how being radioactive is going to keep you from being confused.

Photodisintegration as a toggle is way overpowered. Even as a click it's probably overpowered. -20% Res to your foes is almost the equal of having a /Sonic Corruptor or Controller following you around and keeping Disruption Field on you. (They're at -22.5%) For comparison that power, also a toggle, can only be use on another player and costs 1.04 End/Sec. Doing -Res makes every attack more powerful; it's a very large force multiplier.

Photofission: Wow. That's Quickness combined with an improved version of Quick Recovery. I suppose with all these toggles plus the recharge boost you're really going to need that much end though. Still I have trouble seeing it happen, especially as a toggle. If it happened at all it would be click with a long enough recharge that it would be impossible to perma.

I know you were thinking of Tanks, but giving this set to a Brute or a Scrapper would toss all balance out the window. The +health, +regen, +recovery, and +rech combined with the foe -Res would have them eating 8 man spawns even faster then they do now. A SS/Rad Aura Brute would make Castle cry.

I do want to echo Rowdy and say that it was cool that you took the time to compare numbers like that, but I think you picked the wrong sets for comparison. It felt more like you should have been looking at Electric Armor to me.

    Terribly buggy

Would the description of this sub forum be something like, "This forum is for City of Heroes and City of Villains game-related discussions"?
  5. I'm sorry, but we have signed petitions from every NPC group in the game (including the Lost and Vahzilok!) that while they have become accustomed to being shot, stabbed, burned, and irradiated some things are just going to far. Forcing them to smell your foot is crossing that line by miles.

A lot MMOs don't have our travel speed. It's easy for the game to send me data on what's ahead of me when I'm just jogging through the game. When I hit Superspeed and start moving at 92.5 mph it's going to have to feed me data a whole lot faster. And if I'm Teleporting in a straight line (as I presumably would between zones) I can move even faster.

It's not exactly an impossiblity that I may be able to move faster than the game world "exists" at least from my point of view. I'm sure that the game could be programmed so that doesn't happen, but it's probably not worth the time. Especially if the only benefit is miles and miles of generic cityscape.

Besides, I spend most of my time on villains. Other than moving from PO to Cap what am I going to do with this open world? Waste my time flying over the ocean between islands?

I'd almost be willing to pay to have them not do it.
  7. Well, like regular enhancements you can only slot IOs that are less than 4 levels above you. (So for lvl 41 you can only slot up to lvl 44 IOs). You can slot any level of IO below that, since IOs never "expire" and always provide a bonus. However you would not be doing yourself any favors slotting things like lvl 10 IOs since the amount they enhance is not worth it to your lvl 41 scrapper.

You can slot any common IO you find, so long as it takes that kind of enhancement. (no slotting healing powers with damage obviously)

For Set IOs you can only put them in powers that accept that specific catagory of enhancement. As an an example Dragon's Tail is a PBAoE power and only takes those Set IOs. So if you have an IO belonging to a Ranged set you won't be able to place it there, even if it's something that would otherwise fit like accuracy/damage.

You can mouse over the powers in the enhancement screen to see what sets they take. Some powers only take one type of set while others may accept 2 or more different types. Most of the time it is fairly straightforward what kind of sets will fit where but some of them can be a little confusing at first so it never hurts to check before crafting an IO you won't be able to use.

There are no origin restrictions on those powers, just like there are no origin restrictions on any power set in the game (with the exception of Epic ATs). The only restriction is that they are currently only available to people who prepurchased GR.

Agreed. I've got an Energy/Kin Corr (speed boost is so teams can chase down all the mobs I scatter), but once you get use to the combo it's pretty decent solo. You'll certainly learn very quickly learn how to use knockback properly. Not to mention gaining an even greater hatred for Fusionette.

For me it would be Dual Blades and Stone Armor as two sets that just do not mix. They do look very interesting together though; watching giant boulders twirl in a ballet of death fighting style is always fun.
  10. All I know about Marvin, Wendy, and Scooby-Doo the Wonder Dog I learned from Superfriends. Which isn't much since nobody in the Justice League wanted to make eye contact with them for fear of having to talk to them. They all kept thinking that some other superhero would deal with the problem and so his towel wearing self just got to wander around the Hall of Justice doing... something. I dunno. Whatever it was it must have been really freaky to creep them all out.

And how sad is it when your replacement's only power is forming inch-deep gopher moats and they're still an improvement on you?
  11. There are worse sidekicks he could have named himself after.

  12. Recent relative to Kheld history maybe. I don't think its ever stated just how long the Kheldians have been kicking around the galaxy. But Shadowstar led the first Nictus into becoming the reformed Warshades back in Ancient Egypt.

How long between the Nictus/Peacbringer split and the Warshades appearing is never mentioned. It may have happened fairly quickly or it could have taken millennia for some of the Nictus to seek reform.

Of course, it could all be a lie too. The Shadowstar in Galaxy could be the Shadowstar from Egypt continuing on in a series of hosts like she claims or she could be someone taking the name and the "real" Shadowstar is long dead. Or maybe the Egyptian Shadowstar never existed in the first place, being just a myth told by the Warshades. CoH lore brings up all three of those options and never states which is true.

Personally, I think Kheldians are just another Nemesis plot.

Yes, discovered that one by accident - one of her spawn ran off, IIRC, and we finished it off with another spawn - then decided to just clear a path and come back.
I think you just described the "Meet with Lady Jane" mission from Montague Castanella. BBQ was probably talking about "Spring the trap on the Renegade Swords" from Gaussian, a mission that involves protecting Lady Gray from several Vanguard ambushes. You lead Lady Gray to the exit door, not to a chest in that mission.

Back to the OP, I agree. While watching General Aarons draw his little revolver and charge a Fake Nemisis is funny, it only ends in failure.

You don't understand Johnny. When he took the Invulnerability powerset he assumed it was meant literally without regard to any sort of balance attempt and he still hasn't forgiven the developers over it. And when he took Super Strength he was thinking more along the lines of this:

What's really impressive though is that it took this long for him to bring it up.

If you and a friend get them all lined up they'll sing in harmony. Unfortunately, you can neither buy Coke in game or even steal one.

With enough MMs and some good timing it should be possible to produce recognizable songs.

But once the novelty of an all Demon Chorus wears off I'll have to agree with you. Those are some noisy pets.

Heh, I would suggest the opposite. For me Arena matches have always been more structured and less prone to the general jerk behaviour stereotypically associated with PvP. You're more likely to lose if you don't know what you're doing, but you'll probably have more fun with it.

PvP is like anything else. Some people enjoy it and others can't stand it. It's like a badge hunter versus a non-badger. Both are "correct" in what's fun and what's not.

The PvP population is rather small, so they're usually pretty good about taking in anyone who expresses an interest in PvP.
  19. Sorry. You're stuck with it. It'll eventually fade out on its own, but I'm not sure what timer was put on them when they were given out. They may be around for all of May.
  20. With my MA/Nin Stalker my clone turned out to be a Bots/Storm MM. My clone basically took out Ajax by himself. I think I managed to get one hit in before he died.

With my DM/FA Brute my clone was a Shield/Devices Tanker? He was using the Shield Defense powers, Targeting Drone, Web Grenade, Smoke Grenade, and Taser Dart. No, not Taser from the Devices set, but the Tech origin power as his only damaging attack. He was pretty useless.

  23. Open Role-playing Event!

The Royal Positron Acting Company would like to invite everyone to attend our production of

    The Misplaced Posthaste

    Or

    Posthaste vs. His Primal Urge

Sponsored by the Posthaste Fan Club in celebration of their 3rd year anniversary with the cooperation of the Cape Radio.

This event will take place on Sunday, April 25th, 2010 beginning at 6 pm EST in the Pocket D. This event is open to all heroes and villains who would like to participate. It will be an in-character scavenger hunt style “rescue mission” ending with an AE mission to complete. Prizes will be given to the teams that finish first, second and third. I’m expecting it to conclude by 8 pm, but it may end up being longer or shorter depending on the pace of the RP and how quickly teams can figure out the clues.

The first team to finish will be awarded 50 million influence, infamy or any combination of the two. It will be given out based on directions from the team leader.
The second team will receive 30 million again distributed according to the team leader’s wishes.
The third team will receive 20 million to divide amongst the team.

Yes, team. You'll want to work with others for this. Clues for the scavenger hunt portion of the event will lead to locations in both the Rogue Isles and Paragon City, so those teams composed entirely of one side will be at a definite disadvantage.

So what exactly is an in character scavenger hunt?
It’s just what it says. Rather than give clues as a generic contest the event will start off with some role play to give a justification for running around Paragon City and the Rogue Isles.

Do I have to RP to participate?
Not really, no. You’ll probably find the first 30-45 minutes of this event pretty dull though. This got started because a group of us were looking for something to do and wanted to do more than costume contests and trivia contests.

How is The Cape Radio going to be involved?
This event will take place during Posthaste’s live broadcast on that station. Portions of the event will tie into that broadcast and clues and information will be given over the radio by the DJ. The first clue for the scavenger hunt will be given only over Cape Radio. You can find out more information about Cape Radio at their website, http://www.thecaperadio.com.

You’re going to have clues lead to both red and blue locations?
Yes, I am. I’ll even give a hint: of the 5 locations you’ll need to visit 3 are in Paragon and 2 are in the Rogue Isles.

If our team has both heroes and villains we won’t be able to form and use team chat outside of the Pocket D, RWZ, and Cimerora.
Correct again. I’m counting on you being able to figure out how to overcome this and still be able to relay information to each other.

What level character should I use?
While this can be done by a character of any level, I’d suggest being at least level 15 to better your chances in the AE mission. I have personally visited all the clue locations and the RWZ AE building with a level one character using only sprint.

So how is this scavenger hunt going to work?
A member of the Acting Company will be stationed at each clue location and doing the HoldTorch emote. Simply approach them and announce that you've found them in Local Chat. You will then receive a tell containing the clue to the next location. The final location will give you an AE mission number to complete. The final clue of the AE mission will contain directions on how to finish.

What if I don't want to team and split the prize money?
If you think you can run back and forth between both Paragon City and the Rogue Isles fast enough, go for it!

Looking forward to seeing you all there!
