I believe so; or rather, it was their attempt at one. Note the "bubbles" around the blasts. It didn't work right so they modified it into an energy blast set.

Incinerate is big time single target damage, the only problem is that is an exceedingly long DoT. Combustion is a PBAoE with an exceedingly long animation and an excruciatingly long DoT. The biggest problem with the 2 powers is that you'll use other powers to finish off mobs before these powers finish ticking just so you can defeat the mobs before they un-mez.

Hmmmm. Here's an idea for a unique power: A very long recharge click power that instantly recharges all your other powers. Or perhaps all of an ally's powers.

From a functional perspective, Earth/Fire is better I think. The pairing of maximum AoE control with maximum AoE damage. And the -def of /Thorns is rather wasted given how much -def Earth/ already puts out.

Come to think of it, it would be really cool if they had random powersets like the Flawed Clone in the villainside Defeat Ajax mission.

Hmmm, Lazarillo in the Defenders thread on Time Manipulation speculated that one power might be a de-level shift ability that temporarily lowers the level of the enemy. Temporally rewinding them to an earlier level, as it were.

No, no, it's succubi that do that. They are the natural predators of tentacle monsters. If you ever find a bunch of withered, sucked dry tentacles lying scattered around beware; you're in succubi territory.
