I had this on my ss/inv tanker and figured I would give it a whirl on my ma/inv scrapper that I recently rolled. But it appears to not be procing anymore.
To test I setup up tab for healing delivered and I'm monitoring my damage bonus and to hit bonus but it does not appear to work. To further test this, I tried just standing in a large group of enemies and its like it just doesn't work anymore.
I do find that when I logon other characters that have it slotted in targetting drone and tactics that it still works. Now I can't really comment on if I'm having this issue or not on my tanker as well since I haven't played it in a long time but it does appear to not be working on a scrapper.
Did they change the way the io works in this toggle? Or is it just outright broken / bugged? -
I understand that it echos but what does that mean exactly? does the time time cut in half, by 25%, or 75%? Does it lose buff strength? That page doesn't explain what echo means. It just says a more limited version of the power.

As you probably should if the team is that bothered by them. If they don't understand that your damage comes with a side of KB, and really want you to quit it, then you need to quit them.
I truly don't doubt your experience, but has this happened more than the one time?
It is not "win for everyone". You have now changed how *MY* powers work and I have to relearn them on the fly. I use KB for positioning, not just to stop the baddies from hitting me. Your idea erases that use. So I "lose".
2 Yes this has happened more than once.
3 What's to learn? If stuff is knocked down and you're using it for positioning backpeddle. And this is again optional via the options menu or the team leaders choice. Its no different then quitting a team or being kicked from it that didn't want you to use knockback before. Now you can use as many of your knockback powers without pissing anyone off. -

This is actually what changed my mind on booster packs. Yeah, I was never too hot on spending extra money, and I DO believe that micro transactions are the devil, but here's the thing - if they're not put in as paid packs, they'll be put behind some STUPID condition to unlock them and taken out of character creation. Forget that. $10 is worth the utility of having them available right at the start.
Powers, slots, temps and so on... That's bad. Paying for power is definitely a no-no. But I'd sooner pay for my costumes with money now, than pay for them with money, time, effort and anger over and over again. -
The pricing never has bothered me but with the changes to RWZ I would like to be able to join vanguard as low as level 1 so I could start earning the merits and buy my vanguard pieces much earlier. The vanguard stuff is quite sexy.

Why should I have to tell someone "You can't use that power because it knocks everything back"? You think I'm not going to use my energy torrent, or Explosive blast because it does extreme knockback? Or do you think I'm not going to use solar flare on my human pb because the team doesn't like it? Hell no, I'm going to quit the team because those are some of the more powerful AOEs for those particular power sets.
I was on a team playing as my merc/paindom mastermind and 6 people actually quit the team because the occasional knockback from my mercs grenade launcher. I couldn't believe it... I mean seriously, I'm a mastermind and I use pets, what do you want me to do about my pets?
This idea is win win for everyone. You don't get kicked, you get to use the powers you enjoy, and everyone else is happy. Just make enemies stay knocked down as long as they would be from knockback and the survivability from knockback remains the unchanged.
I've seen more than a few battle axe tankers fling enemies around like rag dolls and they were not vulnerable to knockback nor did the tank have knockback ios or knockback boosting powers and the enemies were not green, blue or grey so it had nothing to do with low level enemies. It DOES happen. -

It never gets very far, but for something to buy for a bit of mission help or for use in RP, I can't see a downside. Besides, aren't people always saying the game needs more inf sinks?
Here is just small list and a example, the ticket cost / time could be higher or lower but generally I think 12 - 48 hours on certain powers would be good enough. Due to the ticket limit and farm nerfs.

Like I said.
They designed it to send you to the most common zones story arcs are in or to areas that link to those zones. So you still have to travel. This was the intent so that the core zones still remain populated to an extent and its still why they haven't extended the number of zones that the portal can send you to. -

May have something to do with the extreme amount of time to acquire rewards. 66 months? This game will hopefully keep going for 5 or more years but some people will never see 66 months if that doesnt happen. I think thats part of the reason why they stopped costume parts and temp powers earlier.
I myself am still hoping that we can one day either buy veteran rewards ahead of time by purchasing mass amounts of subscription time or by just buying the rewards via micro transactions. -
I use to gun and drive my own vanguard / prowler in planetside as well as pilot and bomb for my own liberator / vulture. Fun times.

If you want to go by that logic take a look at the ouroboros portal which is a temp power but look at how often its used (never expires) and it's frequently mis-used as as a lazy travel zone.
I also said "I hope they change that someday" Seems broken to me if you can't go back and earn things that you missed. It would also be nice since there is no other way to earn this power other than to wait for years of vetrewards. -
Animation bug - NPCS - Doc Delilah - Hurl
The npc Doc Delilah's Hurl animation is not synced properly with when it does damage. When she picks up the rock and throws it at a enemy the damage they take is delayed after it hits them. About 1 second I believe. the knockback is also delayed if it hits them. I noticed this on the "Find the Recording" mission in Faultline.
I have also bug reported this but this seems to also be a proper place and time to post it. -

All Ax powers are either knockdown (0.67 Mag) or Knock up. (which doesn't move them).
Try fighting something other than clocks.
Simply add a option to the options menu to lower my knockbacks to knockdown magnitude. And also allow the team leader / mission owner to control this.
Knockback doesn't really bother me as long as its a power doing good aoe damage. Bonfire and tornado users do tend to get annoying however, but thats only if nobody is using aoe immobilize cages. You can control alot of the annoying knockback powers by having a competent controller spam the AOE immobilize cages. (some power sets don't apply) -
Dont buy a name brand pc, you'll overspend. You can get something way better than a name brand for 1600 - 1800$. Also go with a pc, you'll run into more compatibility issues and needs to emulate with a mac when it comes to gaming.

I'll give you that with short players. But short players come up to *** view of most of my characters anyway. Not a whole lot that can be done about that heh. Wouldn't get caught leaving ninja run on while idle if thats the case.

I see your information and the link but I guess I still can't completely make sense of how or why to hit even exists when accuracy seems to do the same thing based off the information I'm seeing here.
I always thought accuracy was for just plain hit or miss such as you take a swing at someone and you just miss them because your aim was poor, while to hit allows you to punch through defense. I guess that is how it works yet it doesn't. When accuracy bonuses are involved. -

Its still only 10$. Are you really going to go through all that trouble just to get 10$ back for a purchase you made in a video game? 10$ for most people is a hour or more of work or 1/3 the price of cutting some old ladies yard. Or as babs posted, less fast food for you. (which is a good thing in the end) -
I hate to be rude but are you really that big of a cheap ***? Its only 10$.... What poor quality are you referring to? Ninja run is beautiful, the entire booster pack was probably the best one since the magic pack.

Thanks for the link and that information. They were +2 to me at the time. It must just be dark melee because so far this tank has proven virtually indestructable to energy, neg, smash and lethal. Its a ice tank if I didn't already say that and I have over 60% to those 4 damage types when I turn on energy absorption.
Is darkmelee just one of those power sets that you can't knock down to 5% chance to hit? Or will it require significantly more defense for me to reach that point? I guess I need to make sense of the formulas at that link. -

Needless to say, the amount of damage I was taking? I did -not- feel like a tank. Not one bit. I spent more time in the red than anything else, and it's infuriating.
EDIT: As one player told me, "Oh, you need to have Tough and Weave to be a decent tank at the top end". So that's TWO power Pools I'm apparently required to have (Fitness/Fighting) to be able to function worth a crap at the upper tier of the game. Purely ridiculous.
Sets however will help you on the really bad teams with those defenders that would rather blast than defend. God forbid a support class not play well... um support? There are alot of really really terrible defenders nowdays though, I think its a big result of the AE babies syndrome that you probably were not here for. -
