More defense will do nothing against the purple patch / higher rank mobs. They'll always have the same minimum chance to hit you.
You are correct in saying extra defense helps against defense debuffs and tohit buffs, though - albeit the former is often mitigated by Shield's DDR. The thing is, it's not free defense, and it's not a lot of defense we're talking about here. I'd never sacrifice the possibilities offered by Spiritual or Cardiac for a meager 1.5% defense, even if I wasn't using insps. -
Assuming Weave + Shield toggles + Combat Jumping, SD has 16.875% defense, base (discounting PF as it isn't affected by enhancements).
One third of 20% is ~6.67%.
16.875 * 0.0667 = 1.13%
If you're already ED capped on powers, the remaining ~13.33% affected by ED gives you a 2% enhancement to powers.
16.875 * 0.02 = 0.34%
I can find a better use for an alpha slot on DM/SD than an additional 1.5% defense and 33% accuracy, especially if I'm already softcapped along with a 95% tohit rate against +4s. It's really only useful if you're severely underslotted in defense powers somehow or build around the alpha by moving slots around, which I'm guessing the OP wouldn't want to do if he's already using three different alphas (not to mention you can probably do the same thing more efficiently with cardiac and/or spiritual).
As a side note, your widow must be seriously weird if you get 8% def from the alpha slot, seeing as, even in the "best" case scenario for your case (unslotted powers), the alpha would give a 20% boost, which means to get +8% def from it alone you'd have to have 40% base defense, with just the unslotted powers.
... Needless to say, you need to pick every widow defense power + CJ + Weave + Maneuvers + Hover to reach these values, and not slot any of these powers beyond their base slot to get such a boost from the uncommon alpha. -
Data chunk would make it easier.
One thing that sticks out : slotting Physical Perfection with end mod and heals is a waste in my opinion. Put a Perf shifter chance for +end proc in the base slot and call it a day. -

Heh, I'm not much of a budget builder. It makes it easy when you don't even THINK about price when selecting sets. Budget building is harder, I think, though I guess it's not that hard when a typical rule is simply "no purples, no PvPs, no Hamios". -
As soon as I saw the 13 years old comment I just knew someone would get all mad and angry about it and go full quote-warrior while throwing an usual more or less passive aggressive "PvE carebears" comment.
You can't just cry about people taking a jab at "your" community and then proceed to take a jab at "their" community, sorry ; or then you have to let me play : people don't care about PvP because PvP is full of underachieving losers who look for competition in an obscure stat-based video game, because they can't hack it in more popular PVP MMORPGs, let alone in FPS/RTS, let alone in real life. Also, broad generalizations based on no evidence are fun.
Seriously though, at least for a second ; new system more balanced than old system ? Lay down the crack pipe, brother. The only thing it did is widen the gap between good PVP powersets (of which there are a lot less than before) and everything else, and drive out casual players out of the zones. -
Brute or scrapper, I'd rather have the attention of everything focused on me than on the squishies.

I see plenty of significant tohit buffs / defense debuffs in my typical gameplay, and I see people who claim "anything above 45% is pointless" as an undeniable truth also tend to complain about defense powersets being useless as soon as the devs introduce any kind of mob with higher tohit...
That said, it's true that in many encounters, 45% def will be as good as any value above. As someone who doesn't mind using inspirations, I build for 45% (if I ever get to that point) and rely on purples when the situation calls for it.
Now, with SR, I don't see the point of *not* picking Elude, as there's so much room in builds since inherent Stamina. -

I know it's just my opinion but sheesh, some people need to get a bit of perspective here. If you'll take the time to remember just a short while back you couldn't even invite people by clicking on their name. You had to target the character or else type their name out.
Regardless, it's just a pointless change that's akin to a nerf - pure decrease in quality of life, no advantages. -

I like teaming.
On a team, there will be enough AOEs to wipe out minions and lieuts within seconds, at which point the only thing left is one or two bosses, for which ST damage is good ; then there's the AVs/GMs, which show up a lot if most of what you do is high end content (and that's all I do).
I find I get bored playing pure ST damage alts or pure AoE damage alts, unless I'm just soloing AVs (with the former) or solo farming (with the latter). My ideal character is heavy on ST damage with some AoE damage on top.
Now I agree that AoE characters earn rewards faster than ST characters, but marketeers earn magnitudes more than either choice anyway, and leveling is fast enough to make the difference between AoE and ST irrelevant to me. As soon as I play the game instead of standing still looking at the market interface or using the latest AE exploit, I accept that whatever I am doing isn't the most efficient way to earn rewards and I just enjoy what I like to play. -
First thing worth mentioning is, as market prices stand right now (and the following has been true since purples were introduced) it's more efficient to fight +0/x8 if the goal is to make money.
As for a good character to take on +4/x8 fast and easy, I'd say a Fire/SD if you'd like to fight a variety of enemies, or a Spines/Fire if you just stick to specific enemies groups. Lots of powerset combos can work, those are just my personal picks. -
Throw in another vote for a resistance shield. Capped defense by itself is not enough for the things I like to do, but YMMV.

Too lazy to crunch numbers, but one thing that probably won't be mentioned and that I feel is worth saying : ET is going to be used in an EM attack chain, and the -health from ET is significant, especially against the kind of targets you're likely to use a ST chain against. So it's, in my opinion, a good idea to also plan for a "second best" attack chain without ET for those times when you really can't afford the health loss.

Loading times are fine on my end (Western Europe), I do get logged out every now and then though.

You're not really giving us enough information to be able to accurately determine if the recharge slot would help you more than the musculature ; my gut says "probably not", as the uncommon only gives about 11% unaffected by ED, and if you weren't close enough to do the chain before such a small recharge buff wouldn't do the trick.

I'm not looking to put any tray in place of tray 1 (or 2, or 3), but rather to open/close a 4th tray (much like when I click on the "+" right next to "Recipes").

Is there a way to bind the opening/closure of a 4th power tray to a key? I've tried looking around, but can't find (or understand) an answer if there is any.

My tactics are always "punch dudes" regardless of AT played or even the game I'm currently playing. It works out more often than not.
