Howling Twilight!
It's even more fun when you're on a team with a bunch of Dark Miasma users and you all use Howling Twilight at once. Mmmmm... Stuns... -
I hate the fitness set.
Not because it's a bad set (I have Stamina on every toon), but because those are three powerslots I feel obligated to take.
It's not like I'm running out of slots or anything. On my current DP/DM, I gave up empty clips, Suppressive Fire, Fearsome Gaze, and Black Hole for Fitness. (...Well, I gave up Black Hole because it sucks, and I gave up Sup. Fire because it's kind of redundant. As is Petrifying Gaze. ...But man, Empty Clips may have possibly been useful!)
It's just that there's this boring period right after you get your travel power where you have to pick up three auto powers. Up to that point (especially on a Corruptor), every power has been WOO EXCITING! Woo Bullets! Woo Debuffs! Woo travel power!
And then you get to level 16 and it's like going to the DMV. You're leveling... and you're running out of end a lot so it's sloooow...
I'm not sure whether this is a problem with how the game is balanced or what. I know that if I -don't- go through the fitness pool, that End Sucky period WON'T END. On the other hand, making Stamina the last power in the set is just painful... -

There's also a tech limitation. The Fly Cap isn't just an arbitrary limit. It's "If you go faster than this THE GAME WILL BREAK".
It's like going faster than 66 miles an hour in a DeLorean. You go back to Pre Issue 1 beta.

I... admittedly am also an idiot when it comes to slotting. But I would like to recommend changing the slotting for Howling Twilight. Not only is it one of the best debuffs in the game, (Seriously, use it all the time. Even if no one is dead. DO IT.) but it's also auto-hit. That accuracy is just sort of sitting there... not doing anything. You aren't even getting a set bonus that I can see.
If I were you, I'd focus more on slotting for Stun and Recharge. I'm not familiar with what sets would be best for this (Aside from Absolute Amazement, which is THE SET and also THE EXPENSIVE SET), though basic IOs would work pretty well if you're on a budget and don't want to devote any extra slots to it. -

I've always looked at Travel Powers in terms of Speed Vs. Versatility.
Super Speed is OMG FAST but if you don't combine it with a jump power, FENCES WILL BE YOUR BANE.
Super Jump is balanced in terms of speed vs. vertical movement, but you have to hop anywhere unless you combine it with super speed.
Fly and Teleport offer total three dimensional movement, but Fly is Slow and teleport isn't the most intuitive power. (Though it is unsuppressed)
Ninja Run is an oddball, especially when combined with buffs from Sprint, Fitness, Quickness, Lightning Reflexes, Kinetics, Etc. etc... It offers balanced horizontal and vertical movement. It's slower than super speed and less bouncy than super jump. With buffs, it is faster than fly, but it lacks it's versatility. There's a reason why Raptor Packs are so popular. -

Have you tried using a Howling Twilight for the Stun? If you slot it for Disorient it might help mitigate the damage.
Ideally, I'd use a combination of Darkest Night, Petrifying Gaze, Tar Patch, Dark Servant (to help hold aggro, as well as the extra debuffs), Chemical Ammo (for the Damage Debuff), then Howling Twilight > Hail of Bullets.
Realistically, I'd say you could get by with Dark Servant and Howling Twilight while using chemical ammo. But Howling Twilight should make things much easier if you've slotted it properly. -
I had been making the mistake of saving it as a Rez Power...
So I started using it as an opener in this RP AE Arc we ran.
We steamrolled that arc. Seriously. I didn't even have to use it as a rez.
Hell, it's even nice on AVs. (There was a climactic AV Battle at the end. Dropped like a brick.) -
Alright, so I'm an SS WP Brute... So far I've stuck to common IOs.
But I'm curious about how Frankenslotting works. I'm not a numbers guy or anything...
This is my current build. I'd like some help making a relatively cheap build. I don't really need it -fast-. (I'm planning on doing this all on an alt build) But I'd like it better if it wasn't full of 100 Mil IOs. ((...Alright. I -might- grind for Luck of the Gambler. I dunno))

It's just that I only ever seem to get a drop from that set from Monty, so I guess low end drops are more common. -
I like IOs for two reasons...
1) Because I don't have to worry about going red during an RP AE Arc at lower levels.
2) Because IOs offer bonuses that SOs don't grant. (Chance for Build Up is quite nice on a Defender)
I could easily get buy with SOs. But procs are fun! -

Against the UBERMOBS that are AVs, Lethal is the obvious choice.
Solo, I like Toxic for the -Dam.
Fire is great for doing as much damage in as short amount of time and possible, and Cryo is good for when you really don't want a mob attacking that often. -
I -love- Dual Pistols.
And I'm also one of the few people I know who uses Chemical Ammo regularly. Granted, I'm a Dark Miasma/Dual Pistols Defender, which means my secondary effects are stronger, I have a ton of Psuedo-Controller effects, and one of the strongest AOE heals in the game. (And with a few IO Sets I also have a Build Up Proc, which is sexy).
...But yeah. Not only is Toxic rarely resisted (and never defended against), but the -Damage effect goes quite well with Dark Miasma's debuffs.
But then again, most of the arguments revolve around Dual Pistols as a Primary. So yeah. -
Oh! Here's my two cents.
- The best roleplay is based in VG/SGs and Coalitions. If you can find an RPSG that fits your character, you'll have way more fun than just random D RP.
- ERPers aren't going to randomly request ERP with you. Don't worry. Yes, you do run into... odd characters. (Virtue introduced me to the term Futanari... seriously. D
- The best AE arcs are the ones you run with an RP Team. Seriously, it's a blast.
- The Cape Radio is awesome.
- People tend to be pretty nice on Virtue, from what I've seen. You do see the rare Godmodder though.
- No one can decide whether or not you can kill people in the Pocket D... or how it works. People who hang out at Cape Shows say that Zero messes with the laws of Physics so that attacks just bounce off. Others claim powers straight up don't work. One of my toons (who has a bit of a temper issue [/understatement]) usually gets comically teleported away midlunge, though I might try the "flailing uselessly against someone" ploy. Others straight up -ignore- that rule entirely.

Yeah, The D is "RP Lite". You seem to have stumbled onto a bunch of Bleach Fans, which is fine. But it's not indicative of the server as a whole.
Personally, I'd recommend checking The Cape Radio out and joining their channel, or joining the RP Virtue Channel.
The Cape advertises Super Groups all the time, and there are tons of SGs that cater to a variety of character types.
I'm a member of two. Phoenix Insurrection, which is a Rogue Isles Vigilante/Rebel group, and Solarium Sanctis, which is a group for reformed super villains.
Also of the top of my head, I can think of VGs like Weapons Union (I think it's a mercenary group), The Inhuman League (For Non-Humans), Cupidita Regnum or something spelled like that (Noble Demons), Montblanc Asylum um... Inevitable Evolution is a Mutant themed one that's fairly small but it's in an active Coalition, same with the Rogue Isles Protectorate.
Blueside there are groups like Gods of the Golden Age (and Young Gods of the Golden Age), which are Golden Age themed. Um... Wolfcry Division, American Legion, S.C.O.R.P.I.O., Children of Egypt, Justice Girls... I have less Blueside experience to draw upon, so more suggestions there would be great. -
Is it really RMT?
I mean, I've seen lots of other games allow the exchange of artwork for in game currency. You can't exchange the artwork for real currency, so there's no "Real Money" involved. It's closer to an exchange of gifts than an actual RMT transaction. No one really profits from it in a monetary sense.
The main issue would be in the use of Inf to purchase something available for real money, or the use of an outside skill to gain an edge in the game. From that standpoint, yes it does violate the rules.
But from a traditional RMT Perspective (Buying Inf, spamming inf ads, using bots, hacking accounts, exchanging NC-Soft's virtual property for real money) it doesn't really fit... -

I'm huge on the meaningful RP.
In fact, my new favorite toon was created explicitly for a meaningful RP purpose.
An RP story that is -far- too long to write right now. But it's good.
...To us anyway. :P -
They won't be giving it out free to existing members.
-But-, the retail version in physical stores contains City of Heroes and City of Villains as well. So if you're a new player you can pretty much just pick up the whole game. It'll be more expensive that the Architect Edition, but it'll still be a complete game. -
