Definately this one. Excessive Greed is rarely rewarded without severe and unforseen consequences. Everything else will come in its own due time.
Think about it:
Always getting picked up by the perfect PUG.
Being in an SG who's players actually keep getting along and don't quit the game at the first hint of nerf.
Ace'ing the STF and LRSF with a less than optimal character and getting the badge awarded for no one in the team dieing and just by the pixels on your character's teeth.
Pick up IO Recipes at reasonable prices at Wentworths or the Black Market.
Finding the most interesting stories on the Mission Architect and playing them bug free.
Meet interesting people on the interwebs with interesting original characters and play with them.
Be Expy Leech Free!
Never, Ever, EVAR having to hear someone ask for an anchor or bridge or the word or initials for Power Level again!

It's already pretty quick. I drop a recharge in it, to make it come back even quicker. With hasten and 1 recharge IO, it's up just about every minute.

Could just have the shields tick their cost less frequently. But shields don't have as adverse an effect on end usage as ANYTHING ELSE. Attacks/buffspam/debuffspam > shield for endurance leeching.

I suggest something like Beginner's Luck for Endurance. You're hella energetic and rip-roaring to go on your new hero/villain trout chucker head bopper. I mean, who wouldn't be if you just busted out of jail/learned you can create/control/trow trout at people?
Then you get old. And tired. At like, clearance level 20. And you can barely wake up in the morning without groaning and trow trouting the alarm clock, muttering how everything tastes like fish.

Yeah, I use Ally settings, Rescue's wonky. Well darn, was hoping to have my ally spawn near/next or automatically run to the player. Although that could be bad if they run through mobs to get to you >_<

Is there a way to get an ally to 'see' you at mission start and either come to you or spawn next to/near you? I would like to use a few outdoor missions, but when I put my ally on Single Follow, they say their lines, but just...sit there...waiting for you to come over to them.
Would an ally ambush work? How would I go about setting that up correctly? Thank you in advance. -

I can grief heroes with my Emp/Dark, I just scuttle around dropping heals on Regen Scrappers and watch their heal% cleave in half.

Well, if you plan to solo PvP primarily, you can drop Deflection and Insulation Shields, as well as Repulsion Bomb. You generally won't have someone close at hand to use as a bomber, but the shields can help other players with random bubbling.
As for sapping, I have no experience along the lines of assaulting another player's endurance in i13, but most drains took a heavy hit. Even with PBU, Short Circuit will only drain ~50% of their end :/

I better let someone more involved than I preach it to you, but you've got a decent combo, combining FF's lovely defense, and Electricity's utilities. Your damage won't be as bad as it was previously, due to increased damage across the AT board, but you should probably focus on single target.
KB is an amazing effect in PvP; Repulsion and Force bubbles will knock non-melee on their butts, and your toggles won't drop when mezzed/slept/etc.
VS is crippled in PvP now (1/2 the damage of Charged Bolts), but it can be handy as an IO mule.
Also, with enough recharge, you can make Power Build Up a mini-t9 with a short timer and no crash. Zapp becomes a highly viable t3 attack, as your defense will keep you from being interrupted.

Hmm...a BlapTrollFender...AS+Force Bolt for the lulz...
Eh, just noticed the +Accuracy is a little low, you might want to build into that more than this build did. But as it stands, you're sitting at ~27% defenses for every typed damage and positional damage, your resistances cap at 75% with just your EPP armor, you're only running the toggles you need, AND you've got 117.5% recharge. This build is a little expensive, so you can move things in/out/around.

Actually, just to throw a wrench in some thought-streams...
I was on a sewer team with a new Arrow Blaster I was rolling for fun, and a VERY villainy teammate (Controller, I think) had the whole black/red motif. However, somehow, my CoH client misloaded her vet reward cape, which appeared attached to the back of her head. Full animations.
I don't recall taking screenshots, I should have though. I'll check when I get the chance. -

I'll have to throw a counter-arguement out to defend Regen Aura. I currently have it six-slotted, but I plan to drop a slot down the line. However, the effect of Regen Aura isn't noticeable when you have alot of buffs/debuffs on your side, and/or a very aware Empath who hits teammates so fast with green-love, that you don't really see it's effects.
My only attacks as a Emp/Dark/Pow are Dark Blast (One slotted), TT (Five-slotted, and Dark Pit (Also five-slotted). You'll notice the effect especially when soloing. Even two-slotting regen aura with heals makes me unkillable. I have single-slotted Health, and with Regen Aura on, I was able to confront a number of enemies who were otherwise three-shotting me.
On a team, I've found that my three-slotted Regen Aura makes my Heal Aura/Heal Other/Absorb Pain nearly useless. If RegAura came back up any faster than it does (Even with Hasten), you might not even need to take Heal Other/Absorb Pain, due to the massive regen rate it gives.
I also have Power Boost, which is mega-overkill on the Auras :P -
