Hmmm. Loaded the build you're using in mids, toggled on Human mire with three, Dark sustenance with 3, and Dwarf Mire with 6, and I'm not getting the damage numbers for the Dwarf attacks listed.

Your Warshade Human ST chain appears to be using Grav Well>Grav Snare*3 without including the recharge time you will need to wait for Grav Snare to recharge between uses. (If I am reading it right).
You could fix this by using Grav Well>Grav Snare>Ebon Eye>Grav Snare, for a minor loss in dps I think.
If I am totally off here, disregard; spreadsheets are not my thing.
Edit: Question, is your Fluffy dps per fluffy or per average number of fluffies you could keep out? Looks like it's for ~3 fluffies.
Edit2: Your WS Nova ST chain would be better as Blast>Emanation>Blast>Detonation, which does ~133 dps from your spreadsheet, as opposed to the 128 you currently have. It also allows for the whole chain to recharge in time; as you have it, Detonation does not have time enough to recharge.
Edit3: How many enemies are you counting as having mired for Dwarf's single target chain? -

For Kurt, I wouldn't go DA at all. While you could justify a cloak of fear and stealth, dark regen, oppresive gloom, and the self rez just do not fit. He's also a defense style character, with no resistance to speak of. Marvel lists him as one of the most agile characters in its universe. He fits much more in with SR, and either Kat or DB.
When the game first came out I had an homage character like this, kat/sr (dual blades was not out yet, but would probably be more appropriate) with jump kick from combat jumping. Used to have a tp bind that would say "Bamf" in chat, which got really annoying to my teammates
Nowadays you can use beast run with him too. -
In game info is going to be wrong, if for no other reason than it does not use arcanatime. I think the dpa you're seeing with Chain Induction there might be including its jumps, since it is an AoE power.
Your ELM brute will never match up to SS or DM when it comes to single target, but that's not the only reason to play a character. If all you want is the highest possible single target damage, you should be looking at another AT. -
It works just the way you say. I have pulled off an AS with double Build Up a few times. I checked the real numbers and the second buff stacked; the big orange number was also bigger.

Yeah, once you have a ninja that is already using electric melee, any elemental style power is fair game and fits ninja lore.

I don't notice a problem with mobs running away on my kat/elec or db/elec. Per mob I might get one enemy that wants to run away; for the kat/elec I tag him with a ranged attack, for the db/elec, I had to take confront for a set mule anyway so that pulls them back in. /e shrug

ST dps Brute/scrap/tank dm or ss or kat vs elec, no way. That's the payoff for having so many aoe's.
If you want better ST damage though, Stalker elec can keep up with some of the higher ST stalker sets, and is really the best version of electric melee because of an oddity with the set. It allows you to insert a fully hidden AS every time LR recharges without stopping your damage output to placate.
From my guide:

Waterspout and Caltrops both do some good damage over their duration for their required 1.32 seconds of activation, and Lightning Rod is one of the set's best dpa attacks as well. -

You can do Chain Induction>Charged Brawl>Gloom>Charged Brawl with tons of recharge.
With less recharge you can do Chain Induction>Gloom>Charged Brawl>Jacob's Ladder, which allows for that PvP -res IO in JL like Auroxis said.
For a scrapper I would stick with the standard CI>CB>JL>CB, as you will get slightly higher dps than with dark blast added in (and the same number of purple proc activations if you have Hecatomb's in CB as you should). Keep in mind Dark Blast in Mids shows its critical damage. -

though actually I calculated lightning field wrong, so my kat/elec build is up to 306.69 on paper and the db/elec is only at 280.35 (assuming perma double BF...) -
Well, if you only want ST DPS, it looks to me that it is a toss up between KM and DB. The difference really would be that KM debuffs enemy damage and DB has much better AoE.
You can go Kat for almost as much ST dps plus the option of DA for defense, but as soon as you use DA your dps will drop like a stone; it does not have the -dam of KM nor as good AoE as DB. -
Warshade, though it is possibly my least "squishy" character. Very difficult to play, but absolute monstrosity when played and built well.

And yea, definitely was thinking about that, though I'm never sure how much is doomsaying and how much I really need to worry about my chain getting resisted and by how much on average. -
The difference between 1 target and full saturation for the dm/shields in the pylon thread was enormous, IIRC.
Fire definitely does not have the best ST dps, but it has very good ST combined with very good AoE.
With DB, Kat, and Claws, you have to factor in enemy resistances to lethal damage. So realize that with the dps you see in mids, you will need to remove a certain percent because of that resistance. I have no idea what the average resistance is. With KM this is less of a problem since it is smash/energy, but both of those are somewhat highly resisted as well.
