Objective:
Why are these arcs made mandatory for all characters? (The Arc starts whether you speak to the contact or not). It is really annoying haveing to repeat these over and over just to clear the flag off each alt. -

I hate having to pay rent now and don't think it is the least bit fair that my tiny little apartment is the same rent as big huge SG complexes. I do not think the new rent structure is either fair or "realistic" I never read the posts where the rent structure was discussed, but this was a bad idea. Hate hate hate!

Something broke when you did this. The AI for base editing has gotten much worse. Items don't drag and drop where they are supposed to. Placement of things is excessively more difficult. I lost 3 teleport pads that I built prior to I13 becuase the new AI wouldn't let me move them around and they disappeared into empty space - no prestige or expended salvage returned for the loss.
If I give you that prestige back from the price changes, can I have the old AI back? oh wait, I didn't get any.... and if I did, I could use it for rent. Nevermind. -

Just FYI... The Controller's Ancillary pool Psionic Mastery includes Indomitable Will and that provides sleep protection. It can be made perma fairly easily. -
Grav/FF has been my main since the beginning. I wouldn't say repulsion Bomb is skippable anymore. It isn't great, but it the following does work nicely on large groups:
Wormhole,Crushing Field,Repulsion Bomb,Psionic Tornado... rinse repeat as powers recharge.
BTW... Psy is the best Ancillary choice hands down due to indomitable will. I have mine at perma and set on auto.
One note to the OP: Intangibility enhancements increase magnitude not duration. Dimension Shift is highly situational, but Detention Field can be slotted so it works on AVs/EBs (DS can't). Detention Field can also easily be perma. Permanent lockdown of an AV while you or your team clear everything else is nothing to sneeze at. You only need to run the ITF once with it to realize just how valuable Det Field can really be. I highly recommend it. -

As a Blaster, you have to learn the concept of active defense, or positioning yourself so that you take the least amount of damage possible.
Also, if you're looking for knockback protection, sad to say you'll have to take Acrobatics. Archery/Devices is a pretty loose build for most parts, considering there's so many powers you can opt to not take from the Devices pool. Currently on my Lv50 Arhcery/Dev Blaster, I have the Leaping pool, with acrobatics, Fitness pool with Stamina, and even the Leadership pool where I took Assault and Tactics. You should definitely able to fit in the leaping pool and the speed pool with this build.

Hover is a quick way to mitigate KB problems and unlike acrobatics, you don't have to take 2 other powers first. -

a couple of personal observations from someone who runs a mind/energy exclusively in PvE and on teams
Because I'm always on a team, my mez durations were being wasted as teams rip through mobs so quickly. So, I slotted Mez and dominate for Damage instead. Couldn't be happier since I did. You just attack, attack, attack! the fact that mobs get held/mezzed is just a bonus. I found confuse needed nothing more than 1 ACC.
Also, on teams I almost never had an opportunity to use bone smasher. I kept cycling through all the range powers. eventually I just respec'd it out. Probably very important when solo or PvP, but I it did me no good whatsoever on large teams.
Hasten makes a HUGE difference when you want Power Boost available.
I also took SS and Stealth so I can maneuver myself with less risk to open the attack with Mass Confuse/TD.
no need for medicine pool when there is always a cpl corruptors around. -

Nothing scientific here, only that I don't really understand endurance. Leveled to 28 lastnight, picked up stamina. Now at 27, I wasn't really having any major endurance problems but still planning on stamina. So I picked it up, dropped an End Mod SO in there, and my endurance seemed to drain even faster than at 27.
Does endurance usage scale, like at level 27 if Shadow Punch uses 20 endurance, will it use 22 at level 28?

Alas, I can be of no help in pinning it down. It seems to be random. By closely monitoring the endurance number (which ain't easy), I have definitely seen instances where certain attacks actually charged me double - but it isn't every time.
I do know I see it most often on my Inv/SS Tank than any other toon. But I have also seen it happen to my DM/FA Brute, Bot/FF MM. It happened once to my Ill/Rad troller.
Suggestion: spit out endurance numbers to a log so we can more easily document things like this and give you ample data to pin this down.. -
Hamidon disappears and you cant see him to target him, but your pets can. If you click a pet, you will hit whatever the pet is hitting - ergo you hit Hamidon by targeting a pet.

There are a lot of ways to build this set and most of it comes down to personal preferences/playstyle. Certainly, much is debateable.
My one big concern with your recommendation however is this: 1 ACC in attack powers is only really sufficient when you are running Soul Drain... ergo, you shoud either make Soul Drain perma by taking Hasten, or add ACCs everywhere. Either one, but don't run with SD half the time and only 1 ACC everywhere. And Soul Drain itself needs another ACC.
That said, my personal preferences are as follows:
Respec'd out Shadow Maul. I tried it and never ever once was I able to ever get it to hit more than 1 mob. Fury aside, the animation time just kills me for the small return. I can't stand it.
I prefer the kill verything as fast as possible approach, so ToF has no place in my world.
Burn is great if you take the AoE immob/cone from Patron pool. But a waste without it. -

A note about holding Hamidon. Since it is now much more difficult to tell when he is held, a controller should be identified to specifically watch for when containment in in effect. The best way is for that controller to have a tab that displays nothing but damage inflicted. Ideally, the controller monitoring for containment should not have a pet out as it is difficult to differentiate between hero damage and pet damage. It must be montored closely until Hamidon is defeated. Hamidon does occasionally slip in and out of the hold.
