I'm really looking forward to the release of the sets. I'll finally get to make my Gun Slinging Tornado wrangler.
I just wish Whirlwind was available as a fly pose without having to take two other speed pool powers. -
If I'm being entirely honest, I don't have any villains at the time being. I have a number of rogues though.
Admiral Whiskers: Was created by Dr. Senil Olman to serve as a bodyguard. After failing in that role (the assassins distracted him with laser pointers), Admiral Whiskers was adrift, not knowing what to do. He has no plans, no greater purpose, at any moment, he just does whatever he wants to do. Since going Rogue, he has expanded the territory he covers, so he'll occasionally end up in Paragon City.
Instigator Delores: She's in it for the information. At this time, she's fathering as much intelligence as she can. She doesn't know if she'll ever have the chance to use it, or if she'll want to use it when the time comes, but as an Instigator, she is dedicated to the purpose. Unfortunately, information doesn't come cheap. She builds up her favour bank running missions for people, and pays informants with profits from the rogue missions she runs.
Elna the Blue Blade: Does exclusively tip missions and newspaper missions. She's just doing it for the fun of battle, not caring who she fights or why, as long as she makes that decision.
Energy Pump: Energy Pump was just a mild mannered electrical generator until he was bitten by a Nuclear Scientist. Now he has the powers of a human; bipedal motion and rudimentary thought. He just does the tasks he's given, same as when he was just a generator. It's just something to do.
Orange Recluse: Was perfectly happy as a Soldier of Arachnos until he discovered the joys of Rocket Boarding. Now he's a bit of a thrill seeker and needs the money he earns as a rogue to keep his board fueled. No long term goals at all. -
At the comic book store I visited, the store had four employees, and three of them are female. They all knew their stuff.

From my experience as a Gamemaster, taking reports of harassment went something like this:
I'd get the ticket. It would say "Soundso called me a ****"
As I was logging into the server, I'd pull up the information page of the person reporting the incident. If the name of the person being reported was on the ticket, I'd also pull that person's information page up.
I would contact the player.
"Hello, this is GM _gmname_, I understand you've been having a problem with harassment."
"Could you please describe the incident?"
"And when did this happen?"
"Okay, thank you. At this time, please /ignore the player. I cannot inform you of the results of the investigation. Have a good day, and enjoy your time in Vana'diel"
If the incident, as described by the player, was something we could act upon, we would then send a log request to the floor supervisior for the times specified by the player to verify the incident. I did not have the capability (or the authority) to look up chat logs on my own.
I will say that the queue for the tickets was not without bugs. It worked well most of the time, but sometimes things would happen wherein one ticket could get claimed by two GMs, and the player would end up saying "But I already told this all to GM _othergmname_" in those cases, I would yell across the room "Hey, Dave, did you talk to soundso?" to confirm. -

I can't bring myself to drop any of the hero tips. Those people need help. It's the same reason I can't run vigilante tips.

Unless you measure average DPS by including the amount of damage the tanker does while the blaster is lying face first on the ground.
That said, I'd like to see Blasters get a new inherent power. A self-rez with a recharge time of 5 seconds or less. It brings you to full health, full endurance, and gives you mez protection and debt protection for 30 seconds and 120 seconds respectively.
I'm having fun just thinking about it. -

The crafted procs have a fixed percentage chance to fire, the purchased procs have an estimated number of procs per minute. -

Granted, this is entirely conjecture, but I think we're seeing a certain amount of these packs purchased just to get the costume, and once that dies off, the cost of ATOs should increase. -

Also, you're right, if you've got 5 purple sets, each providing a 10% bonus, you don't want to upgrade your ATO set. -
No, the set bonus is decent but for 5 slots (We'll neglect the proc on both sets) at level 50:
Posiblast
Accuracy: 47.70
Damage:99.08
Endurance: 47.70
Range: 15.94
Recharge: 26.50
And throwing a level 50 recharge bonus onto that only gets you to 68.90 recharge
ATO
Accuracy: 66.2
Damage: 97.09
End: 39.7
Recharge: 85.6
For the power it is slotted in, Positron's Blast provides a fairly anemic recharge bonus. In fact, if you want decent recharge bonuses from a Targeted AoE set, you have to get an ATO, a Purple Set, or a PvP set. And the ATOs are far more accessible than either of the others.
So, if you don't mind losing a little endurance reduction, you're better off using 5 slots of the ATO and one slot of Range than you are using 5 slots of Positron's Blast and one slot of recharge. -
I was under the impression that recharge enhancements in pet summoning powers caused pet summoning powers to recharge faster. Which, admittedly, is only useful when your pets are dying a lot, but still, not useless.

The procs are just a bit of a bonus, what Kheldians, Blasters, Defenders, Arachnos Soldiers, and Corruptors get is a set that can be used with Targeted AoEs that actually provides a decent recharge bonus.
