I bet that everyone in Praetoria is going to start mutating into Devoured, because the Resistance decided that it was a good idea to knock out the water treatment facility... forgetting that the Will of the Earth can be spread through the water supply, as the Primal Devouring Earth attempted once. And of course the water treatment facility would be the only safeguard against that. Oops. -

And on the subject of Vengeance stacking. Yes it does. All it takes is one x8 Nemesis mission to confirm that one. When all their attacks start looking like they are autohitting through Elude and a couple of purples, and they all seem to be shooting out of a PFF bubble, it'll become painfully obvious.
People have been wrong or misguided about all sorts of things over the years, and sometimes it's just bad strategy or bad assumptions - saying that the best way to fight Ghost Widow is to leave only a tank in melee range, or that the Blue tower should be fought last because it's just endurance - but my favorite bits were always when the game itself lied to you. "Granite and Eye of the Magus debuff accuracy! The tooltips say so!"
I've also heard "Rain of Arrows is autohit!", "Dominator Block of Ice doesn't do any damage", and "Stolen Immobilizer Ray does a Hold", but those were all from a single idiot in IRC. -
You don't even need Hasten. With 3 SOs, it's up before the crash wears off.

Can someone help explain how some of Electric Control works? There's some stuff I can't quite figure out from the in-game descriptions.
First, Static Field. Now, I'm led to believe that this works similarly to Earthquake, except doing Sleep instead of Knockdown. Which is fine. What I don't quite understand is the "Foes may also be drained of some endurance, and some of that endurance may be transferred to nearby allies" part. What are the actual mechanics of this? Does it proc little mini-transferences on enemies in the field? Do allies just get pulsed end boosts, at (presumably) a slower pulse rate than the sleep? How rapidly does the sleep pulse, while we're at it?
Second, how does Synaptic Overload play with the purple Confuse set? Does the proc's effect carry through the chains, so every time it arcs there's more chances for 8 second mini confuses?

Which is to say, if you get a drop when you are level 12, it will be a level 25 drop. If you craft it, you will be able to slot it, but it will function as a level 12. As you level, it will scale up with you until level 25, when it will stop at its native level. This would make it much more beneficial to craft and slot inventions below level 25: it would be a slot it and forget it until at least level 25, and level 25 inventions (single aspect) are natively about as strong as SOs and don't expire.
It would basically kill off TOs, DOs, and SOs except as filler enhancements for slots that don't have inventions yet, but I'm ok with that. It would also eliminate all those low level weirdos that no one uses, but I'm ok with that also.The fact that level 25s would never disappear under exemplar actually creates a strong incentive to slot them: they would be a weird analog to purples. In fact, this is so useful a feature that the cutoff might need to be level 20 rather than 25, so they are slightly less strong than a standard SO natively.
I think that'd make things a lot friendlier, but such claims have so far fallen on deaf ears. -
What happens in I19 to Praetorians that are already in Supergroups? Do those SGs just get 100k bumps?
Also, will there ever be a system to automatically pay rent as it becomes due, instead of having to truck someone over to Galaxy or Oakes every couple weeks? -

Another thing I've noticed, when playing my Controllers, is that my defense on that character is essentially my mez. I survive mobs by mezzing them, so I can drop their killing ability down to nearly nothing while I mop them up. If I'm fighting DE, and one of them drops a Fungi, my primary means of not dying is negated - Fungi give mag 10 protection to Stun, Sleep, Immobilize, Hold, and Confuse to all DE in the radius. I have to kill the Fungi first, and then try to salvage the rest of the fight.
I guess Trees of Life aren't a big deal, but other than that, DE Emanators are ruinous. Those characters will get wrecked by their particular weak points as bad as a Quartz wrecks an SR. Not everybody gets to be strong against everything, and sometimes there are enemy groups that are bad matchups for specific characters. -
Knives of Artemis have a great-looking sword. I'd love to see that for the sword sets. I wouldn't mind seeing the Ballista helmet either.
Also, Resistance Pistols for Dual Pistols. -

Knockout Blow, on the other hand, is in the same set as Rage, and does the same damage as Seismic Smash. Under the very specific and difficult circumstances you describe, it does about 2/3rds as much as the easily reproduced Build Up + Aim + Inferno. Try again.

So, Heroes have a set of names and descriptions for their badges. So do Villains. If you have a Hero, and turn them into a Villain, their badge names and descriptions change to that of a Villain, and vice versa.
However, Praetorian characters ALSO have a set of badge names and descriptions, and keep them when they transition to Hero or Villain the first time. My question is, do those Praetoria-themed names and descriptions stick with you if you change sides again once you're in Primal Earth? If my Praetorian goes to Paragon, her ten badges badge is still Lead-Follower, not Tourist, but if she then switches over to the Rogue Isles through Morality Missions, does it become Visitor or stay Lead-Follower forever? -
That's fine. Just don't start saying that Strike shouldn't be better than Swipe, because then you're forced to use the uglier attack.

That word "available" has me a little worried. Are all four powers automatically granted at 2, or does this just open them up for choice without involving prerequisites or using one of your four power pool choices?

Inherent how? As in, Hurdle and Swift are automatically granted at 6, Health at 14, and Stamina at 20, and remain slottable with their current sets and at their current strengths?

I believe the difference is that with a Magnitude debuff, -Regen resistance applies to how much -Regen is applied, rather than how long it lasts.

At one point during Beta, a lot of the Kinetic Melee attacks had big disparities in their Cast Times versus their Animation Root Times. So that while, for instance, Focused Burst might have a 2 second animation, and so take 2.244 seconds to use with Arcanatime, it had a .3 second Cast Time and so would start recharging .3 seconds after you started using it.
Is that still true? If so, anyone know what the exact numbers are? Because that might make building chains a bit easier. -
But not better than if you, say, throw down Focused Burst from Hide, and then follow that up with Concentrated Strike.

I'm not arguing the opinion of the look of the power, but it *is* an axe kick. Personally, when you've got legs flying, alternating feet, etc., them come in with CAK, it makes the character look faster than the target, IMO...at least now that the entire set flows so quickly.

I've got a submission for the AE writing contest. Earth For Humans, Arc #4827. It's all about loyalty to Earth in the face of an encroaching alien threat, and not allowing our way of life to be destroyed by external agencies. Very patriotic.

What if, instead of a cone, Crippling Axe Kick was a 5' radius targetted AoE? The final bit of the animation certainly could be seen to pulse damage outwards from the point of impact, ala Foot Stomp.
Also, instead of just fiddling with the crit chance, how about if Eagle's Claw went up in base damage to bring the DPS to acceptable levels given the long animation. I'm thinking KO Blow or Seismic Smash levels, here.
I'd also like to see it tried that, instead of doing a damage boost, Focus Chi gave a ToHit bonus and then added additional base Energy damage to your attacks, the way Enchantment of Serafina does with Psychic damage. -
What restrictions apply? I'm guessing character-bound stuff like the Gamestop preorders, and maybe whatever's involved in the Incarnate system?

I seem to recall buying a name change wiping your friends list, and other things. I need to know, will changing your name break a level pact?
