Honestly, I am a bit biased here - I've found that fear is mostly unnecessary past the slow/kd that sleet gives; I tried spectral terror a few times, but it seemed really, um, overkill.
I'd take it though if I had a slot spare. I do suppose it does have to do with play style too. -
Spectral terror mostly causes enemies to 'cower' which is what we consider traditional fear, the 'fear' that makes people run always is called Afraid. Spectral Terror mostly keeps mobs Cowering and only has a very short duration Afraid in its Terrify power (which also still has a normal cower terror effect)which means the debuff goes away long before the cower effect ends. Also 'Fears' tend to keep mobs in place by locking them between attack and cower animations.

I dont know about you, unless im making a farming build (and I dont see the OP or anyone else talking about farming with this build, and there are better farming builds for tankers), I build for difficult content, so that means bosses and such that don't die if you sneeze at them.
Also at SOME point in the game you are going to be fighting EBs and such and it would be nice to have a non-aoe attack chain to deal with these so you don't take a year and a half while tanking your endurance. -

I agree its definitely worth it for killing bosses but for my ice/fire tank it didn't receive more than 3 slots because my attack chain is buildup+firey embrace+burn,ice patch, fireball,fire blast, rinse and repeat but not all in that order. On my other ice/fire I throw in frozen aura next to fireball.

All incarnate abilities are not affected by recharge bonuses, including Spiritual.

It's also worth mentioning that damage auras get the full effect of any global accuracy bonuses you have. My KM/FA scrapper, for example, has the full five 9% bonuses just from slotting for other desirable bonuses. I would feel little guilt about completely forgoing accuracy slotting in his blazing aura as between the kismet, power siphon, and tactics/targeting drone as needed, +4s will get the same 5% chance to dodge that everything else has.
CoF has 0.67 base accuracy, or 50.25% base accuracy. -

What made this game special was that, with careful character design, the game mechanics flattened out differences between characters played by casual and obsessive players. For the most part, everyone could team together and all be useful. Whether the devs intended this outcome or not, many fans of the game have stayed with it precisely because it exemplified the inclusive atmosphere of the supers genre.
IOs were widely viewed as a marketing move to draw in players from the other MMOs who felt lost without a gear grind. I submit that introducing them was a mistake. A gear-centric "End Game" that further separates the haves and have-nots may not kill the game, but it will subvert what was special and unique about it.
A pity, if not exactly Doom. Good luck with the caste system that arises...
Also +1 to lumping everyone that uses IO as gear-grind obsessed people that are killing the game and alienating the have-nots, (have not what? fun?)
A Caste system? Oh you mean character progession, just like at the start of the game where people started with few powers and only TOs, and progressed onto DOs, then SOs and then finally trial orgins, and now further expanded. Well I guess you have a point, people that only use TOs would be at the bottom of your system.
Edit: Brb, making a toon that only uses TOs and starts teaming and wonders when I will be excluded from all that content and how long it will take for people to notice. -
Also another little (major) fact is that TG is getting buffed (finally normalized?) to a full 20' radius for MMs. (finally!)

Initially Banes had redraw between the normal mace and the patron mace, but later the devs fixed it and Banes do not have any redraw between normal mace attacks and patron mace attacks.

Statements like "the swords simply chase you around the map" dismiss the fact that its the swords chasing you around the map that makes being a squishy dangerous during this fight. The swords and minions are deadly to my squishy characters. You make it sound like no one should ever die to them, yet I do. And I cannot hover blast them because hover causes the halberds to spawn in mid air and take out teammates who are unable to see them.

Its amusing to see that people think that Stalkers dont do the pylon test because their dps is low and that its because Stalkers suck and not be becuase most stalkers don't build enough survivabilty to survive a pylon test solo OR the fact that Stalkers dont have Shields, which is the primary culprit in the insane DPS numbers of many testers.
And that fact that almost all 'record-breaking' tankers are shield tankers.

It is quite the interesting encounter that manages to make everyone "marginalized."
I'm sure some of them are still saying that, regardless of how others have adapted. -

We were making a MoLRSF attempt. One player died near the end of the first mission so we restarted. Then they died in the mission to take down Ms. Liberty on the second try. Number of people kicked: still 0.
After that i joined a SMSF on a whim where at least four out of seven were under 50. Number of people kicked: 0.
Are my anecdotes about teams interesting, or is it irrelevant to what you want to assert?
i really haven't had much difficulty finding teams recently even for lower level content, and the two servers i play on the most are Virtue and Champion. i've had little to no difficulty finding teams on either server, but i do use global channels for that. Although i have found that i get a lot more tells asking if i'm looking for team when playing redside. -

As per Black Scorpion, nothing reduces a Incarnate Power's recharge timer, so Lore pets always have a downtime of at least 10 mins. -

That was a full breakdown between a Blaster's Blizzard Vs a Blaster's Inferno, the math for Corruptor's Blizzard vs Blaster's Blizzard has not been done yet. All the math in that thread were done without Scourge or any Corruptor Secondaries.

EDIT: And Corruptors can get PowerBuildup from Power Mastery, which would greatly shrink the gap between damage bonuses and any -res + scourge would win it for Corruptors. -

You know whats amusing?
At first, when the incarnate system was annouced and implemented people were worried about the devs disregarding the sub-50 levels and just focusing on incarnate content, and they raised a fuss.
Now that the devs have a way to include people that aren't working on incarnate content, the pro-endgamers now want all development focused on them and want the devs to ignore everything below level 50 and non incarnate related.
Funny how it works? -
All I have left to say on this topic is this, take a gander at the 'other' games forums and search for a 'certain' person and brush up on their posting history, and everything should be clear.
