I wouldn't say it'll make such a task easy, but for those who can do it or are close to, it'll just make the task easier.
I am the Blaster, I have filled the role of Tank, Controller and Defender

The debuffs only stack up to 10 times and each debuff lasts I think 8-10 seconds. The -res debuff is 2.5% -res so at max you get -25% res, -regen maxes out at -100%. AVs and GMs resist those by 100% I thought. So you drop back down to some pretty sad numbers.
Single target debuffing for stalkers doesnt look all that interesting. My first thought is the DOT and stack that up for some extra damage. Currently it sounds like rain powers are king of the procs, so caltrops may become your super interface proc monster. There is no 10second between proc timers currently, dont know if that will get changed though, because without it rain powers are pretty crazy.
Stalker DPS seems to be the biggest problem when dealing with AVs and GMs. The debuffs just dont seem to be strong enough to compensate unless they get changed to unresistable. My guess would be the Lore pets offer the largest DPS gain of all the new powers based on the pylon numbers from crab VEATs and thier pets.
This of course may all change as more info comes out and changes come down to open beta.

Isn't this ironic that Stalker sucks against the toughest and baddest target? So much for being the "Single Target" specialist.
I don't think I'll even bother with pylon.
I am going with Judgment. The mini nuke AoE is going to help my Stalker on a large team than the debuffs.
What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.
Wouldn't a stalker with level shifted lore pet, water spout and caltrops for the procs, with the debuffs from your attacks be able to solo a pylon?

Of course with the incarnate stuff it will get better. Drop caltrops to give -25% res, lore pets to almost double your damage and go to town. Problem is everybody else gets these same powers so I would expect to see blasters start getting some nice pylon times before stalkers.
My 51 DP/MM blaster is already a monster for taking down EBs. I ran over Lord Recluse on a solo bank mission. My 51 stalker could also do it, but I just dont think as quick as my blaster. (AVs are pretty much the same as EBs, but they take 10x longer to kill).

And that fact that almost all 'record-breaking' tankers are shield tankers.

As for Shields, yeah, and Fire Aura. Definitely think those should be proliferated as Stalkers currently have no armors that add to offense.
And as for Interface, I'm really not sure. If few actually build up a Stalker to solo pylons, there will be fewer that build them up to incarnate status for that slot.
Personally, I'm hoping the devs do *something* so that this effect isn't so one-sided toward AoEs. Maybe if the additional effect scaled by how much base damage of said attack? So AoEs would give a very small debuff/DoT over many foes (and the bigger/more spread out the AoE, the less overall damage they do except for nukes which should be doing mega effects) while ST powers get a bigger, longer lasting debuff/DoT.

Diamagnetic (-Tohit/-regen) or Reactive (-RES) ?
With i20 and the new incarnate content, will we finally be able to solo Pylons and AVs easily with the debuffs from interface?
