I recently moved from the United States to the Middle East and can't get CoH updater to work. Does anyone have a suggestion? It won't connect. It just cycles through connection attempts. I have no problems with Guild Wars but I can't get CoH to work. Any help would be greatly appreciated. Otherwise it'll be a long 6 months before I re-deploy back to the States.

Build up is for your pets and will not affect you. It's a chance for build up per attack (as of I14), but I don't think it changed.

Damage Aura's keep their attention pretty well too.

using seeds will effectivly bunch up mobs prior to using roots, allowing tornado to act as a small PBAoE. And it's not too difficult to get 2 of them out either.

Roots + Tornado = Awsomeness I would add it in as a requirement in your skeleton build

wouldn't that be cool... I can see my video card catching on fire with 2 CC's, 3 tornados, 2 lightning storms, huricane, freezing rain, and snow storm on an 8 man spawn.

Achilles' Heel: Chance for Resistance Debuff. Keep an eye out for that one. Its great when it fires LR, RI, PA, the Soulbound allegance chance for build up and achilles heel chance for resist debuff makes short work of mobs and is really nice for AV fights

You won't zap anyone's endurance in PvE with that proc. They will die before it hits or before they run out of endurance 99.9% of the time. There is a proc that has -dmg resistance. Now that's a nice one. Procs have a chance to fire once every 10 seconds in toggles.

You need to take a second attack earlier. You won't notice the defense much before lvl 14. I would take Shaddow Maul immediately. Followed closely by siphon life. It'll speed you though your early lvls and allow you to exempt without being gimped.

Dark Armor is Awsome! You just have to work on that endurance thing... Geas of the kind ones, Atlas Medalion, Conserve Power, Dark Consumption, and Hasten will keep you in the blue going full boar even if you don't use bonus'. Maybe I just got too used to using Acrobatics... Its always just been a tight set to play.

Slot heavy on Endurance reduction and for recharge on storm summons and endurance for toggles.
Those are the basics... Other Storm powers that are nice to have are Hurricane... LOVE THAT POWER! O2 Boost for solo and team play. Sadly I went for kick and tough for durability. -
I guess it all has to do with your definition of Perma. Having it recharge prior to or at the same time they fade is Perma to me. No down time. I'm working on my last 7% to max out global and have Perma IW, and stacked AM.

Perma-PA comes at almost 180% global. You will still need 99% recharge in AM and Hasten. I use Combat Jumping, Super Jump, and Acrobatics. I don't really see the need for Maneuvers. Although I took Assault and Tactics. I don't have my build list on me but yes you pretty much have to slot for the global recharge bonus'.

SB is AWSOME! I don't care how many walls I bounce off of. If I can't have AM I want SB... On my /Rad I used to Power Build Up and hit AM for some serious run speed... that was always fun! I wonder if it still works? I might have to go back to it now that there are dual builds possible.

if you are using it against characters with KB protection then Tornado does way more damage than Psi-Tornado. Otherwise Psi-Tornado does more damage. I forget the actual DPA but I believe its around 500 dmg over 30 seconds. And if you keep the spawns tight then Tornado works as an AoE as well. On my plant/storm I alternate roots, and Psi-tornado between summons.
SoC +roots +3 tornado +CC +FR = Win (for Boss, EB, or AV just add LS) -
Why is Dark Servant rushing mobs? he has no melee powers.
