Ill/Rad and Deflated Ego -Recovery Debuff Proc
You won't zap anyone's endurance in PvE with that proc. They will die before it hits or before they run out of endurance 99.9% of the time. There is a proc that has -dmg resistance. Now that's a nice one. Procs have a chance to fire once every 10 seconds in toggles.
Looking at the going rate for the item on the market will tell you wheather it's a keeper or not.
I doubt it would be helpful in PvE unless if you have other end-draining powers...then it MIGHT come come in handy against a boss or something every once in a blue moon...maybe.
I don't PvP, but I agree with the other poster that it's not likely to have an impact in any PvP fight...particularly if it's your only end drain power.
My guess is that it's not worth using a slot on...unless if you happen to be overloaded in slots...which you probably aren't being an Ill/rad.
That was my initial thought as well - better for a Rad/Elec or Dark/Elec defender who can really leverage the extra -recov, but I wanted to be sure I wasn't missing anything obvious before I get rid of it
Going rate's about 100k at most, 5k at the bottom end when I checked, so I'll toss it up for a bit more than vendor value.
I really can't spare the slots for anything less than "OMGAWESOME!" right now anyway
Achilles' Heel: Chance for Resistance Debuff. Keep an eye out for that one. Its great when it fires LR, RI, PA, the Soulbound allegance chance for build up and achilles heel chance for resist debuff makes short work of mobs and is really nice for AV fights

Procs in toggles have a chance to fire every 10 seconds. For example there is a proc in stamina you can put which gives a 20% chance for +10 endurance.
Also Freezing Rain operates similarly, has a chance to proc at the start and also 10 seconds in.
Actually, it's Deflated Ego: Chance for Recovery Debuff (-25.0%), but title space being what it is... Anyway, I just had this drop for my baby Ill/Rad, but I have zero experience with procs in toggles.
Should I hang onto it for when I have a spare slot in RI, drop it on the market, or vendor?
