plant/storm solo build
On the way up to 50, I think the key powers for Plant/Storm are Seeds of Confusion, Roots, and Freezing Rain. I'd take each as early as possible, and slot them heavily.
Seeds of Confusion (Acc, Conf x2+, Rech x2+) is your every-spawn control. Use it to open fights and turn the enemy alpha on themselves.
Roots (Acc, Dam x3, End, Rech) does twice the damage of other controller aoe immobilizes, sets containment, benefits from its own containment, and (later) prevents kb from the high-level storm powers. Once the spawn is confused, give them a second or two to charge into melee range on each other, then spam roots until they all fall down.
Freezing Rain (Rech x3, End?) greatly improves both your direct damage and the damage confused foes do to each other. You want this up as often as possible. The Achilles' Heel proc is a great option to add to FR, as it has a 20% chance to debuff each mob's resistance by 20%, which stacks very nicely with the 30% res debuff of FR itself. Damage procs are also a good choice if you have additional slots, as each should get two chances to fire per use of FR.
Pool powers: Hasten and Stamina. :-)
Stealth: Take Steamy Mist and something that will stack with it for near-total PVE invisibility -- super speed or a stealth IO.

Those are the basics... Other Storm powers that are nice to have are Hurricane... LOVE THAT POWER! O2 Boost for solo and team play. Sadly I went for kick and tough for durability.
Here is my build I am currently working with. I am only 33 now and I have just begun collecting the IO Sets. You can assume I have the traditional IO slotting with either 15 or 25 IOs. I like to start IO sets at 32 - 35 level. When I get to 41 I am thinking of respecing out of air supp and entangle, as I will have more damage dealing with ice blast.

yeah was the first controller i could stand to get to 50, fun all the way, and powerful. I herd mobs at the top of the towers on ITF's and then decimate them all
Romans are so scared of my little plant/stormie that I was defeated once in an ITF, 20 of them ran up and surrounded my body and wouldn't move thats FEAR!

Your build looks pretty good. I would go with 5 Positrons and the Trap of the Hunter proc in Roots, it actually does enough damage to make enhancing it worthwhile. One thing you're going to come up against solo is you will be very slow in dropping the last mob standing. You've got no single target damage. Veteran attacks will help, but until you get your pet killing the last mob will really slow you down. You might look at getting a pool attack or taking entangle early on and specing out after you get your pet.
I frankenslotted Seeds to get maximum accuracy and recharge out of it. With your slotting it will probably feel a little slow in coming back up - on a big team that can be a problem as your teammates will get used to wading in without any fear. When they do that while seeds are still recharging, you'll often have very little to mitigate the damage they're going to take. Freezing Rain + Snowstorm can help, but then you don't get to use your roots.
Enjoy the ride though, my Plant/Storm is 35 and she's been an absolute monster since lvl 9.
I use roots with FR all the time. I don't want them running out of the Radius.

I would seriously consider taking air superiority or some other pool attack while levelling - even if you respec out of it later it will help a lot as the real problem with a solo plant controller (of any type) is dealing out single target damage. Your AE damage is reasonably solid once you have seeds+roots going reliably but single LT's (or one left after you kill all the minions around him) are not worth confuse or roots and your single target hold is just not enough damage alone.

Roots will negate the continual knockdown control effect of Freezing Rain. So if you really want control there, and you can't get it in a given fight from plant control, you'll want to let Freezing Rain do its work and skip doing the damage with Roots.
If you are getting the control from Seeds or Vines, then go right on, use Roots for more damage and containment and Freezing Rain for debuffing and making even more sure they stay put.
Roots and Freezing Rain both have multiple uses - they're just not all compatible.
If you're soloing, hopefully you can avoid Nemesis and its awful confuse resistance like the plague. The darn jaegers won't even bounce in Freezing Rain as a backup, leaving you with the long-recharge, short-duration Vines and the more situational storm effects for AOE control.
Snow Storm + roots + tornado is how you deal with Nemesis.
Vines is useful here too. I know it takes a while to charge, but i have it down pretty well. but if your lookin for an easy mob to take down every once and a while, don't forget your vines.. then go ahead and throw seeds, I always get 1 or 2 confused.

Wow... I have seen them in game... but I'll be nerfed in the hoo ha if I can't frign find a build any where. Does any one have or know some one who has one of these elusive AT's? P.S. IO build ok but a non all-purple build would be nice. Never played a Storm troller b4.. kinda want to give her a go.
