This news made my day. Thank you for your genuinely honorable actions, NC. I'm glad to be a part of it, and my resolve to remain a longtime subscriber well into the future has strengthened several-fold.

What about something like this?
Figures of fame and fortune come and go. One person could carry the name of 'Aeon Shadow' for a week, just to inevitably fade in the ether over time, and give opportunity for someone to carry the identity to more lasting memory.
Upon character creation:
That character's name is protected until one year after their subscription expires.
For every ten levels above 30 the character gains:
That character's name is protected for an additional six months.
Upon gaining two years of paid subscription time, and for every year paid afterwards:
Every character on the account is protected for an additional three months, but only if they are above level six. If they are above level 20, it becomes six months.
..and let this knowledge become available to the player, so they know exactly how long their name will be protected, should they leave the game and not come back.
A single reactivation is all that's needed to reset the protection duration.
After their name protection expires - they will still retain the character, and everything earned by that character, but the name will gain an alteration ("Captain Amazing1") - should a current, paying subscriber roll the name.
Inactive'd characters will receive a one-time rename token for use on that character only.
Under this system:
- A level 3 alt named Captain Amazing, belonging to a two month accountholder will become open after a year of account expiration.
- A level 50 character named Lone Shark, belonging to a six month account, will be protected for two years of inactivity.
- A level 50 character named Belle Barium, belonging to a six year account, will be protected for about four years.
- A level 3 alt named Captain Amazing, belonging to a five year accountholder, will become open after a year of account expiration.
Emails can be sent, and are an opportunity to remind players who have been away from the game a year or more to 'see what has changed', in the City of Heroes. Paying subscribers who are about to reach the end of their protection duration may receive a free 10 - 14 day "re-trial", which will extend the duration on all characters by 60 days should they accept, and log in.
Why?
- This system rewards paying customers over non-paying customers, and inactive name-hoarders.
- It may be gimmicky, but it can serve as hook to be a better retention system than the one in place now. -
All the OP really wanted was an AE building plopped in the middle of the Magisterium.
Praetoria does need a 'fix', but it needs to come in the form of a polished completion.
Don't get me wrong. I love the place, but so much more can be done with it - and I hope it's potential is realized while there are enough people to fill the servers to yellow and red on a somewhat frequent basis. -

I am optimistic and happy with the continuing progress of the game, but I do NOT WANT a slower launcher! The only side benefit I can see of this is making subscribers of other games aware of us, but that's it. Not enough to force bogged down applications on us.

I'm very happy with what they've done with weapon and power customization. Just take a look at the beginning of the thread, on the opening post where both Statesman and Positron had dropped color customization in the unhappy land of "Not Likely to Happen."
It ended up happening anyway.
We've come a long way, and this is one of those things I love about this game.
Here's where I would love to see it go further. I'll try not to go over ideas that we've probably heard a million times (custom MM pet colors, Patron/Power Pool Color Customization), but don't kill me if I happen to repeat something. The way I see it, the more something pops up - it may be a redundancy, but even moreso a magnified voice for the demand of such a thing.
1. Boxing and Kick unlock different animations for weapon based sets. Especially AR. The fighting pool is supposed to represent a gained skill in your character's ability for close combat. It's already in use for Brawl, so - why not? It will be an extra perk for those of us who reslotted into fighting pool for whatever reason.
2. Custom jetpacks, with a different color for the jetpack, and the jetpack flame. It would be a real boon to technological flying heroes.
3. Alternate run animations for Ninja-Run like powers. Like an Olympic runners sprint, or even some kind of comical 'Benny Hill' run (or just copy a civilian 'flee' and put it on hyperspeed). If an animal pack comes in the future, dare I hope for an 'all-fours' sprint? While it's cool to be a ninja, not all of us can run like them.
4. Alternate sounds in-game for gun-based sets. It -is- possible to tinker with the game and switch out sounds if I'm reading it correctly. (Which I have found here ), but it would be grand if you could select a different sound for your weapon, the same way that different animations could be selected for different powers.
What comes foremost to mind is perhaps a 'silenced' soundset for AR. -

Especially if it runs slower than the wonderful, minimal launcher that we have now. -

Criticizing my character as incomplete for declining your Arena Invites isn't the best way to get me to go to your next event, OP. Nice try.
Short opinion:
Any meaningful RPVP is only going to happen between trusted friends who understand that the way the game mechanically plays out, will often not match what we have carefully crafted in our stories.
I have met more than one ganker-moron who spent billions of inf on his PVP IO build, who one day decided to "bring their 'toon to RP in the D" and see how many people they can troll into one-sided fights.

It begs me to wonder, what are YOU trying to accomplish, hanging out over there, and trying to pick fights with a character that can win against anyone who is not min/maxed for PVP? I'm pretty sure that raising your rep rating wasn't in mind when you started hooting and hollering at Big Beefy's girlfriend with him in plain sight - riiight?
Putting that aside, if I was in a similar scene - I would do the smart thing and size up the opponent before making the first move.
If I read your tabs and see that you're an obvious PVP-tuned character, you'd better hope you have a VERY well-realized concept, or I'll just think you're just a ganker in a different suit, trying to draw me into a fight to wag your E-peen over me.
The idea of "RP concept substantiation" isn't a bad one, but completely fails in the face of min/maxed PVP builds, versus non-min/max'ed, non-purpled out, concept builds that roleplayers are completely free to choose.
Besides, I like to play more than one character. Asking me to "substantiate" each one at the price of several hundreds of millions, or billions of influence a piece is a bit much.
It might be small change to the farmer, or the predominant PVP'er who has taken advantage of the outrageous prices of PVP IO's, but remember that I spend most of my time in the PVE game, building up my AE arc and custom mobs, making alts, or playing out with someone.
If you write well, and play with passion - you're already very well "substantiated". If you can hold up in the PVE game, that's even better, but something I still consider secondary to the main ingredients of being a good roleplayer - a good character concept, a good execution of that concept, and punctuation.

With all that being said, I'll wander to the PVP zones if I feel the need to do so, but I hold no power over anyone else's storyline, nor should anyone else expect me to take them seriously when they initiate the arena invite prompt, insisting that I somehow "substantiate" my character within an in-game aspect that was not built with roleplaying in mind at all. -
Made a the evil goatee version of Belle, the girl you see in my avatar, just before the launch of CoV. Her name is Fusefray. Belle was a part of the Supergroup called Aurorae at the time, and we all decided to roll a bunch of evil us'es at that point.
Since CoV wasn't out, we had to roll heroes and play them as evil - or we used the extra character slots to make nefarious costumes!
Fusefray fought Aurorae atop the Zig, and she was wildly different from her counterpart at the time. Fusefray had been living on the Isles for a while, and it affected her appearance.
I liked Fusefray so much that she eventually became her own character, an Bots/Traps Mastermind. A short lived 'Nightfall' VG was also started to oppose Aurorae.
Yet, as time wore on - and the VG (and later, Aurorae) slowly fell off, Fusefray started acting less like a goatee, and more of her own character with a past.
It turns out that she was much more like Belle, less robotic - a very long time ago. But ended up on a very bad mission with an overzealous Crusader contact, and had to be patched together with clockwork parts.
..and it turns out either one BOTH of Belle's parents came from Praetoria, so her and Fuse - are not mirror opposites, but could very well be sisters.

My question is - how strict are they on the 'hand drawn' aspect of the rule. I can hand draw it on my computer and touch it up with fancy shading and effects, but I don't want that to disqualify me. -

Erm. Still have a few characters from Issue 1 running about. Anyone that knows me, likely knows Belle. Very few heroes wear more yellow than she does.
- I'm an on and off roleplayer, but I can mix it up a slight bit when I get inspired. Been with the game since Issue 1, and I'm still a noob compared to the beta guys.
- Used to hang in Gemini Park, being a wannabe. Now I hang out in the D, being a wannabe.
- I have 34 characters on Virtue, currently, with the last two slots going to Going Rogue characters - but Belle is the only one I play predominantly, and one of my two fiftys.
- I still remember the old Cape (pre-Templar, Tenchi era), and I'm probably their only remaining groupie. -

Now how about a master list on the website or your wiki page listing the past DJ's? Most of the guys before Templar are woefully under-mentioned, but deserve just as much credit as anyone for getting The Cape as it is today up and flying. -

Originally rolled in 2004 as an AR/Dev vaguely inspired by the Tron Bonne character, she was renamed, and rerolled as a TA/Sonic to become her own personality.
- For all intents and purposes, human. From which realm, is under question.
- Her sonic powers come from powerful micro-emitters layered into her gloves.
- Was Dr. Forkenshpoon's sidekick for a few years. She still considers him a mentor.
- Is being aged in real time with the game. She is 23 years old.
- Since her re-roll, her costume has remained largely unchanged.
- Currently engaged to a dragon, but due to a curse on her - she has no memory of it.
