On the contrary, expressing my displeasure with what I feel is being ripped off, helps quite a bit.

It lets the devs know that at least one of their customers is unhappy with this idea and there will be consequences if they pursue this course of action (as in, with no way to be refunded my points, I will simply stop my subscription until I feel I've recouped an equivalent dollar amount. Thus keeping money in my wallet that otherwise would have been given to them). I would not be making such an issue if the devs offered some method of refunding my points or if they grandfathered already purchased SBE Procs.

I might not be the only customer who feels the same way. Others may speak with their wallets as well and no one could blame them. But I might also be a lone voice and my opinion could be negligible. That's fine too.

Will my words and actions stop the change from happening? Probably not. The fact that they are even entertaining the idea means that it's going to happen in some form or another. I am simply voicing my discontentment with the proposed changes that leave no method for anyone unhappy with them to return the products they have purchased. I'm also letting the devs know that such changes would result in a loss of monetary income from me.

That might be true but changing a product after payment is accepted, with no option to return said product for a refund is wrong plain and simple. And as I said if this change happens and I am left with no method to return the procs for my points back, I'll simply withhold subscription payment for 4 months get back my money. One way or another I WILL get my refund even if it means not being able to use my incarnate powers for a little while. One way or another they will lose some of my dollars and I will be forever gun shy about using the market in the future because of this.

What PS is doing is not fraud. You may not like it, but it is not fraud.
It certainly feels like a bait and switch... get us to buy something by having it temporarily be something we want and then change it into something we would never have paid for. If bait and switch isn't the right term please feel free to point me to the term that adequately expresses what is going on here.

And as for fraud... it certainly feels like I've been defrauded

    defraud [dɪˈfrɔːd]
    vb
(Law) (tr) to take away or withhold money, rights, property, etc., from (a person) by fraud; cheat; swindle

I've been sold a tonic that worked for a few days but then stops working once the vendor has gotten my money.

I don't deny them the right to change things. I do however take issue with being denied my right to return said product for a refund.

If a refund is simply not doable then grandfather existing SBE Procs and sell only the "new and *sarcasm* improved" SBE Procs in the store from here on out. If this happens without customer recourse it's a crime.

If they refuse to refund me my points I'll simply stop my subscription until the point total + what I lose from my VIP bonus missing months as a subscriber (which I think should be able 4 months to break even). My vet status is enough that I won't miss much if anything and I'll deny them my patronage and dollars. If I can't make them see reason one way I'll show my displeasure by speaking with my wallet. If I cant get my refund in one fashion I'll simply TAKE IT in another.

In some situations the procs per minutes on store bought enhancements (SBEs) are superior to those in IOs. I've read through your feedback and understand your concerns. We have a course of action we'd like to take for Issue 24. The changes we're going with are:

    1) All IO procs will have their flat percentage chance to trigger updated to use Procs Per Minute.
    2) Proc chance will cap at 90%. This means that there is always a small chance for the proc to not trigger even if slotted into a power that would previously guarantee a proc.
    3) Procs Per Minute will use modified recharge instead of base recharge. The reason for this is that the whole idea of Procs Per Minute goes right out the window when we keep the base recharge even though that value can be dramatically altered.
    4) To compensate for this, the Procs Per Minute on all enhancements will be increased.

The goals of this change would be to create a strong level of parity between IOs and Store Bought Enhancements (in fact they'll be identical proc wise) and reduce the impact that the initial implementation of the PPM mechanic had on gameplay. Your feedback is very important to us so I wanted to see how the community feels about these potential changes.

I think it's important to stress that the overall impact to gameplay this will have on existing PPM enhancements will be small. That said players will notice a small performance hit at very high levels of recharge. The balancing point for the increased procs per minute rates will be based upon a reasonable level of recharge. That amount will likely change through beta testing. You'll all have a chance to play test this on the beta servers in the not so distant future.

    Best Regards,
    Phil "Synapse" Zeleski
So by dramatically changing these products we've paid for you've basically executed a bait and switch.

I know the EULA says gameplay may change etc... but come on! People bought procs precisely because of how they worked and now you're basically taking a product they bought and breaking it.

I'm sorry but that just doesn't fall under your "right to change the game". Not when people like me have spent dollars specifically for something that works a certain way.

If this goes live I'll send petition after petition to have the procs I bought returned and my points refunded and I will continue to do so until I am reimbursed for the fraud you are trying to commit. And fraud it is. In fact I think I'll start sending petitions now because I will not be taken advantage of in this manner.

You cannot sell me a product that functions one way and then "firmware" it into something else entirely. You cannot justify it as "broken" because then you're admitting you sold me a faulty product.

I'm not saying you can't make the change but I'll be damned if you can get away with denying me a refund on a product I paid for that you broke.
  5. My all time favorite and what I consider my main character is my ill/rad controller. Even on SO's she could do some seriously amazing things. Tricked out with IO's she's virtually unstoppable. A testament to her raw power is the fact that even if I ever dropped down to premium status (though I have no plan to) and lost access to her incarnate powers (she'd keep IO's cause of my vet status) she could do exactly the same things she does now with very little performance loss.

Fun finale in the dualing room, it was touch and go there for a bit as I suddenly came up against status effects & hadn't taken Static Shield yet, but having a tray full of medium purples can compensate for worse build errors than mine.

Well written, fun fights (after just whining about things being too easy in the last arc- glad I didn't touch my difficulty slider), all in all a nice short evening's entertainment.

If every arc in the game met this standard, I'd be a very happy camper.
My advice to you once you finish the other Steel Canyon arc is to hit faultline and clear it out. The arcs there should easily take you to 20. Talos has some great arcs but I'd try to do Stephani Peebles arc in striga before you outlevel it to get her ring temp power. From that point I'd clear the more modern Talos arcs before going to First Ward (assuming you paid to have First ward unlocked >_>).

First ward is a 20-30 zone but it wont take you from 20 to 30. Ideally you'll come in to First Ward at 25 IMO. That should carry you close to if not actually at 30. Here's where the drop off hits. Assuming you get to 30 before the next issue, you'll have two choices. Croatoa (which I often skip these days), or doing the OLD content bleh. If the next issue comes out before you hit 30 and you decide to spring for Night Ward, I'd continue there.

Night Ward is a 30-35 zone so more newer content to enjoy. After that or if you decide not to unlock Night Ward, you're basically gonna be back in mostly old content till 50 with a few exceptions. And unless you decide to become a VIP, your advancement will stop there since the incarnate system is VIP only.

Just a point to make, being a VIP adds something else to the leveling process besides incarnate content across a broad spectrum of levels: Signature Story Arcs. Now as a freebie you can buy those individually but as a VIP you get them all as part of the sub. I never do them till after I've hit lvl 20 and did enough tips to reinforce my alignment (so I can get alignment merits) but you can do the first part of the "Who Will Die" arc at lvl 10, the second at lvl 20, the next two at lvl 30 and the last 3 at lvl 40. You can also "save" them till you hit 50 and unlock your alpha slot to use them to jump start your incarnate advancement with a bunch of incarnate threads from the "first time" reward.

I know it's alot of "thinking ahead" right there but it never hurts to know what your options are!
  7. I don't know for sure but I don't see why not... freebies can buy super packs which give catalysts and ATO's which they can use... I can't imagine any reason not to let them get catalysts from drops.
  8. Ive always thought the same thing and I think this is a great suggestion and should seriously be looked into.
  9. Much like costume packs that are sold currently, I think Power Animation Packs would be a great idea for something to sell! Imagine if you will a themed set of animations for most powers in the game.

    For example:
Spectral Animation Pack - Adds ghostly/translucent power animation options to most powers in the game. Your Fire Blaster's fire now looks like something ghostly rather than the stock fire animations! It includes Spectral Weaponry for weapons sets! (think less techy versions of the vanguard weapons)

What's good about this idea? Well it is something EVERYONE can use. Unlike a new power set it doesn't require making a new character. It can use existing stance/activation animations and only needs the projection or weapon model to be made. As a themed set there can be alot of re-use of these animations for different powers that happen to have similar activation times across a multitude of powersets

What's not so good about this idea? Just a guess on my part, but it might be more expensive than a typical costume pack due to more time invested to make the power effects. Some concepts might not translate well for weapon sets (but I think it can be acceptable that not EVERY power will get options with each pack just like not every character gets something from every costume pack). It's all cosmetic! No balance issues to really deal with!

All in all I think this idea has merit and is something that can really sell depending on the ideas brought forth. My the scope at which I envision it is too broad but on the whole I believe it is something that can be done to some degree and will sell if done right.

Possible Themes include: Souls (ghost widow style), Optics (ranged blast sets all have new animations and effects with the eyes as their emanation point), Chromatic (a new set of animations with it's default coloring similar to the rainbow path aura), Spectral (ghostly translucent effects and weaponry), Kheldian (kheldian style animations for non kheldians!)
  10. It's a shame controllers are out for your project. An illusion controller (I'm thinking the classic ill/rad with primal or psi APP) sounds like it would fit your idea of "personally amazingly powerful and cares less about having allies to help" but still has minions to summon and handle the petty work. It's not so reliant on it's pets to be awesome (but hey 3 indestructible tanks come in handy eh?).

As for a valid suggestion... maybe an energy melee/willpower/energy mastery Brute?
When I think of an immortal type of character I think "this guy/gal can do lots of different things"

Why energy melee? The glowing super smacks of doom fit nicely for an omnipotent being.

Why willpower? Not many clicks to manage... just raw in your face sturdiness in a wide variety of flavors without much conscious effort. (regen, defense, resistance, status protection that includes confuse and fear, oh crap button, self res).

Why energy mastery? Again, I think of immortals as having a wide array of abilities, melee and ranged. Energy mastery adds for physical enhancement with superior conditioning and physical perfection (just sounds like a god to me). On top of that laser beam eyes and energy torrent add ranged abilities.

Now some of my power choices might not be "optimal" because of trying to stick to the concept but that is probably be what I'd go with within your constraints.
  11. I went with Staff/Super Reflexes for a few reasons.

    1) I don't have an SR character.
    2) I had a great concept for a male character loosely inspired by Cheetara from the Thundercats.
    3) I felt super speed would make sense with an SR character and I have never used super speed before.

  13. I've really been enjoying reading your posts about your experiences Nethergoat. I hope you continue! Not only is fascinating to read as someone whose played the game for many years, I am sure someone new to the game who reads this over will find it interesting and oft times informative.
  14. I wonder if it wouldn't be too much trouble to simply take some blue side TF's/Trials and just copy them redside and have them given out by a villain contact with a few text changes and door points being set for red side.

Like the sewer trial for instance. I am sure that this could be ANY sewer in the Rogue Isles... just change the text to say its one of Dr. Aeon's experiments gone wrong and you can take advantage of it or some such. Bam you've just added a whole new trial with some cut/paste and text editing. Something like this should not involve a large investment or time or resources.

Something similar could be done with the Hollows trial... have a villain contact help the player infiltrate Paragon City to go to the Cavern of Transcendence. The villain basically does the same stuff the hero does but with the motivation at the end of whatever he's doing he's gonna get power for himself. Give the player a passive long term buff (like say 5% more damage and accuracy for 24 hours of played time). It's a nice enough buff to encourage players to do it but not over powered or too long lasting and it lets the villain gain something so its not the same old "Curses I have to save the world AGAIN so I can rule it!" story.
  15. I'd settle for giving up my cloak slot (having cloaks locked out as a costume option) to get the cimeroran loin cloth as a skirt option. Much like the widow buttcape works.

  17. I vary depending on the AT and power set combos but I can definitely say i have no characters who are even tempted to take the presence pool. The medicine pool is also probably the next least used.

Speed is taken for Hasten on some builds where lots of recharge is needed to make some powers perma or that have vital long recharge powers (like instant healing). That said I actually went without hasten on my dom and got perma dom with pure global recharge (so I could set domination on auto and not have to worry about clicking anything to keep it going). I have never had a Super Speed character but plan to have one when staff fighting comes out.

For me, Fighting is always taken on melee characters. It is occasionally taken on non melees depending on their powers.

Concealment is quite common if for no other reason than for Stealth when its not included in the primary/secondary package.

Leadership is not exactly common since I mainly solo and the toggles can be expensive when running them all but it does make an appearance every now and then.

Leaping pops up occasionally for either super jump to travel and/or combat jumping for more defense/lotg mule. My stj/regen brute also has spring attack which I like a lot.

Teleportation and Flight are my two most favored travel powers so both of them see common use with my characters.

In order of frequency of use:

    Flight
    Teleportation
    Concealment
    Speed
    Fighting
    Leaping
    Leadership
    Medicine
    Presence (none)
  18. I apologize for misunderstanding... I took what GG was saying as confirming it was a medicine clone. I am pleased that it seems to not be that.

They are going to drop and you really only have 2 choices, use them or wait till you get 9999 of them and they will stop dropping :P. The way I look at it, if I get the recipes as drops and I hold on to a few till I get the salvage I need. It's really a rather cheap gamble. 2 converts in category, you might turn a uncommon into a purple and make a couple hundred mill in the process. Any kind of a damage enhancement is a good choice here.
You cannot change an uncommon into a purple. You can spend 1 converter to turn one IO into another IO of the same quality but of a random set, or spend 3 converters to turn an IO into a different one within the same set. For example spending 1 can turn a Thunderstrike Acc/Dmg into a Crushing Impact Acc/Dmg/Rch or using 3 can turn a Positron's Blast Dmg/Rng into Positron's Blast Dmg/Rch.

Conversion always stays in the "quality" of enhancement. Uncommon becomes uncommon, rare to rare, purple to purple, with the exception of pvp IO's which are considered their own "quality" so will always be pvp to pvp.

What you can do however is turn an enhancement that isn't so valuable from a set into one that is more valuable. For example... turning a Miracle end/rech into a Miracle +Recovery unique or turning a Celerity runspeed/end into Celerity +Stealth or that Purple Fortunata Hypnosis +Chance for Placate into an Apocalypse Acc/Dmg/Rch

If there was a boat to miss it was before converters came (but we were aware they were coming) so you could buy cheap epic and pvp recipes and then when converters first went live to convert those cheap recipes into uber expensive IO's and eat up all the 1bil-2bil bids on the pvp IOs and all the 600mill-ish bids on expensive purple IO's that remained after the launch.

Prices now have settled into new norms... with pvp unique IO's no longer being so lofty in price and expensive purple IO's dropping to about half what they used to be while the cheapy purple IO's have doubled or even tripled in value in some cases.
