Street Justice AoE capability?
Well, your intuition about StJ relative lack of AoE is pretty on-target. It sacrifices much of its AoE for the ST capabilities. Many people focus their attention on the ST, especially Stalkers, but still find the AoE to be somewhat sufficient at the very least. Spinning strike's tiny radius isn't as much of a penalty when playing solo as you have more time and room to best position yourself.
Personally, StJ's relative lack of AoE is a deal-breaker for me on all ATs except Stalker, where I can focus my efforts into being the best boss hunter I can be. Further, I find that Spinning Strike's tiny radius suffers even more in late game content where the large enemy models prevent me from hitting more than 2-3 in a single strike--see WarWork Lts, etc.
Well, with the giant enemies, I'd say a lot of AOE melee attacks feel the small radius.
StJ didnt feel that bad to me in play, but at least for Scrappers, I felt it was pretty even to MA due to the radius size and how the AOE's work.
Which may have been the point.
It's only on Stalkers this becomes a real factor, since MA lacks AOE period, and StJ gets the small Targetted AOE and a cone.

StJ's AoE takes a different intuitive playstyle to properly utilize. I'd say it's "Above Average" to "Good". Spinning Strike not only does a lot of damage, looks awesome, but SOUNDS satisfying to hit with. It's arguably easier to hit maximum targets with Spinning Strike then most 8 Radius AoEs.
Sweeping Cross is /shrug. Figure it out and it's a good AoE.
Reppu is on a crusade to nerf StJ and so can be counted on to overestimate its capabilities. Reppu will doubtless deny it, but look at the constant nerf-hounding by Reppu in

I find the AOE to be pathetic and not worth bothering with. 6' radius = don't bother. Yes, if this was your only character and you were struggling to have enough AOE to farm (or whatever) you might bother with it, but let's be honest: CoX is an alt-friendly game and there is no point trying to do significant AOE with a character whose only AOE consists of a small narrow cone and a 6' radius targeted sphere. Just switch to an alt that does actual AOE mayhem.
I do think it does great ST damage (even though I can't seem to manage what others have done in Pylon tests) and is a real blast to play. If you want to play a set that absolutely melts EBs and the like, StJ is a blast to play.

I'm gonna place it somewhere between "don't bother" and "above average", personally. StJ has decent AoE. Spinning Strike hits more guys than one might expect it to on paper. A damage aura and/or an epic AoE attack and/or Judgement will also mask StJ's slight deficiency in this category.
The thing about SPinning Strike that is frequently overlooked is that, yes, it's a 6' radius attack, but since it's a Targeted AoE you are not taking up space in the middle of that radius like you are in a PBAoE.
It's a 6' radius extending from your target, so all you have to dio is target one in the middle of the spawn you're aiming at and you'll hit most or all of them with it.
Street Justice is above MA and DM in AoE, just below KM, and lags behind most of the rest of them. It's ST damage, however, is among the better performers. Not quite the best, but it's no slouch either. For Stalkers, it IS one of the best ST sets.

I have found Street Justice AoE to be a bit below average, even when positioning to use it correctly and using it with the combo system. In a way, I find the one Martial Arts AoE to be more satisfying than the two on STJ combined. Still, Street Justice looks cool.
I say go with whichever matches your concept more.

I took spring attack on my stj/regen brute and it seems to fill the aoe gap nicely.

Where would you put Street Justice in terms of AoE capability.
I went with this set over Martial Arts for the "added" aoe...but it seems that I didn't read into it enough.
It seems that the cone aoe of sweeping cross and the targeted aoe of spinning strike will not beat out dragon's tail of martial arts.
Looking on mids...spinning strike only has a 6' radius...which seems terribly short.
What are your thoughts on the aoe capability of the street justice set in practice?
