The difficulty can be in deciding where to draw that line (some powers not dropping is certainly preferable to all dropping, at least from the toggle-user's perspective). RttC being a taunt power, the usefulness of the ToHit debuff is almost entirely experienced by the toggle's user, rather than the team or pets, so ToHit and Defense don't have much of a meaningful distinction (other than, perhaps, if they drop AoE powers on the toggle user with other teammates in range...but that's not likely to make a large difference in the long run)

IMO, the ideal fix to RTTC would be to change the -ToHit to +Def(All) that doesn't stack with self, though perhaps just a tiny bit weaker (ie, around 3.00%) than the -ToHit
This would:
-Change the invention sets allowed in RTTC (bad)
-Remove the "offensive" component, allowing the toggle to remain active when mezzed (good)
-Provide nearly identical utility - less useful vs equal and lower level, more useful against AVs, +toHit resistors and higher level (net good)
-Provides a useful benefit from opponents at a distance (good? Alternatively, provide Def(Melee) instead of Def(All) if problematic) -
1280x1024 ~> 1.3 million pixels
1920x1080 ~> 2 million pixels
Be prepared for about a 35% performance drop*
*It's not necessarily quite that simple. There's a lot of stuff happening in the background and the resolution you're displaying things at probably isn't the bottleneck in your performance. All other things being equal, however, a 35% drop is going to be the worst case scenario.
I will speak from my own experience, though...the hit I took going from a 1440x900 laptop display (just under 1.3 million pixels) to a 1080p TV screen (also 1920x1080) via HDMI cable, displaying, with both screens open but CoH only running on the TV, was rather substantial - I went from about 30FPS to 20, which would be consistent with the 35% estimate. -

This can be very helpful - my Grav/Storm/Mu with Charged Armor and Steamy Mist gets to run around with about 68% energy resistance with this uncommon slotted. I'm tempted to use build 3 to try and create a ConTanker to see just how far I can take that resist boost (Using Primal Forces Mastery, I could quite reasonably have capped Smashing/Lethal resists between slotted Tough and Temporary Invulnerability, for example...though I'd be more interested at looking at spreading out my resistances a bit and need to consider my epic choices in that light)
That said, I usually keep the recharge/stun slotted for Perma stun via Wormhole+Thunder Clap (and just Thunder Clap, with my global recharge, can perma-stun bosses and LTs)
Range is also very helpful if you like getting around via Teleport -
If you just want to change some costume colors around, you can do that with SG costume settings...
If you're looking to move around costume pieces, then you're out of luck. -

When going through this mission with my mastermind, I wondered why Weakened Honoree was taking so long to defeat.
Then I realized I'd left the AVs set to on after I finally beat him.
As with defeating Trapdoor, soloing mileage varies with this mission (My MA/Will scrapper hasn't gotten past this yet, and not for lack of trying!). In lieu of gathering and unleashing ridiculous amounts of temporary powers, the best option is to get together a team.
...Also, it helps a lot of you pack some Nectanebo's Curse Breaker - that Curse of Weariness can turn this from a difficult fight to an impossible one. -
Try this:
/bind delete "inspexecname Escape$$inspexecname Emerge$$inspexecname Break Free"
Then when mezzed, press the Delete key. It will use your smallest available break free to help end the effects of the mez.
If you don't always carry breakfrees, you can use this bind too:
/bind shift+delete "inspcombine luck break free$$inspcombine sturdy break free$$inspcombine awaken break free$$inspcombine catch a breath break free$$inspcombine respite break free$$inspcombine insight break free"
That will convert small inspirations that you have 3 or more of into break frees. Then press the delete key to get out of the mez effects.
Of course, magnitude is another issue. If Ghost Widow has you held, this probably won't help - but for a run of the mill council mission, it can save you an embarrassing defeat at the hands of a single boss. -
I can think of one time, back in the dark ages when all toggles would drop when you're mezzed, that I'd taken my Super Reflexes scrapper and lept headlong into a group of Council spawned for a team of 8....without noticing the 3-4 Vampyr lieutenants. Who all activated their (non positional) psychic holds at once on me. And overpowered my mez protection. And then my toggles dropped...
It got messy from there.
Nowadays, without toggles dropping even when that sort of thing does happen, the rare psychic attack bypassing positional defense isn't likely to do much of anything (in particular, as above, it IS likely to be a mez, in which case if you're softcapped on defense, you either have a mez protection power, or are an AT in the habit of having a breakfree available JIC, anyway) -

a L 50 starts with 50 slots
+2 for selling 50 pieces of salvage on the market
+2 each for each group of the L25-30 Generic IO memorization (+18 total)
+10 for the Vanguard Storage thing (500 Vanguard Merits +5,000 inf)
which means that the Max on a L50 character on an account with 66 months active is 85
81 or 83 I'd believe. 82 just doesn't seem possible. -

Also, per the lore in Ramiel's arc, there are lots of incarnates already...not all of them aware of the fact that they are incarnates.
