Look like it's always on from the Wiki description (since it's a pvp set):
Shield Wall: Teleportation Protection, +Res(All)

However, the bonus of this Special IO is turned off if one exemplars more than three levels below the level of the Special IO itself, unless it's from a PvP Set, in which case, level doesn't matter and it will always work.

Add my name to the "thought it was a known bug" crowd.
As well, the animations for the Ouroboros portal and the Base portal aren't playing like they used to. I see people appear behind the portal, then run out of them as if they are running out of one of the parked trucks or the Longbow helicopters. They used to play the animation where the character appears feet first stretched like elastic. -

In the patch back in Jan 22 2009:
Patch notes 1.22.09
- Assault Rifle - Buckshot - Reduced animation time to 0.9 seconds.
- Assault Rifle - Beanbag - Reduced animation time to 0.9 seconds.
- Assault Rifle - Sniper Rifle - Reduced animation time to 0.67. (Interrupt time not changed)
- Assault Rifle - Flame thrower - Reduced animation time to 2.33 seconds and DOT effect now starts immediately.
- Assault Rifle - Ignite - Increased recharge to 20 seconds.
- Assault Rifle - Full Auto - Reduced animation time to 4 seconds.
As well, they removed the weapon redraw times during one of the patches, so often you can fire a second attack while your grenade is still travelling. -

Use of them changes with situaion but in general BU, Grenade -Full Auto will often wipe a group without them getting up (KB and extra defiance for opening with grenade). For Arrows you have to start with Rain or risk the mob running out of the AoE, and then follow with a second attack (but not knock them out of the effect so using Explosive arrow is situational.) -
When I looked into Hami-O slotting I copied the following useful information from someone (sorry I didn't save the name of the poster).

Or Enzymes (ToHitDebuff/DefDebuff/End) in Radiation Infection. Peroxisomes (Dam/Mez) are another, albeit much less useful.
Membrane goes great in Mind Link as well. With 3 slots you can max out all 3 attributes of the power, including one that's not slottable with standard SOs/IOs.
Throw 3 Endoplasm Exposures in Lich and giggle madly. You just increased his accuracy, hold duration, immobilize duration, and fear duration. 4 attributes maxed with 3 slots. -

I had been running with the 257.21 drivers since the 16th and had no problems until I made the above change, so it was clear it had to go and change it back.
Perhaps there is a similar setting to adjust for ATI cards. -

With all of that said, I would only have two guesses:
If you saw it hit an actual 20% number in the real combat numbers, it was either a bug (apparently since resolved) or possibly also having the other status resistance IO (the non-unique one whose name escapes me right now). -

I probably misinterpreted the following statement, thinking that Streetcleaner had done other Flashback missions with the challenge settings:

If it helps, I had completed the Flashback version of Positron and got the Positron's Ally badge, but had not done either part of the new TF.
As for the Flashback time limit / defeats issue, you have to do Full arcs, not the short 'badge awarding' missions for it to count.
I'm pretty sure the Wiki had a decent explanation, and Highbeam's Flashback guide is a great resource too. -
I just respec'd a character to skip the prerequisite power for the first time. I was finding I'd rather have Divine Avalanche earlier on my Kat /Sr and skip the Air superiority which was causing a weapon redraw anyway.
Up to this point, I always have had the prerequisite as part of the build on a character but I'd have to take a look on any new characters I make. The only other character I was thinking of skipping the prereq on was with teleporter who really couldn't benefit from TP foe [and already had 2 "TP team" powers anyway]. Can't remember the AT but I'm pretty sure they were so low level I hadn't decided yet.
