How do Global Uniques work exactly?

Your one stop shop for all these questions, however I note the PVP Ios haven't been added.
Its a global bonus (like a set bonus) so should be active no matter if the power is active or not.
I'm not sure how the global flag interacts with PVP IOs and exemping. In a normal set, you would lose the bonus going more than 3 levels below the level of the enhancement.
PVP IO set bonuses don't go away with exemping. So it could stay or go. Maybe someone who has tested this can chime in ?

Unique merely means you can only slot one per build, and if a pre-existing IO is marked unique, all but one will disappear from a build.

Has that happened? An enhancement becoming a Unique and disappearing? That hardly seems fair. One would think maybe "wouldn't work" but disappearing? You'd think they'd at least let you respec out and sell the extras if you didn't know they were going to become Uniques.
Hee, it makes me a little twitchy to write "unique" in a plural form.

First of all, it's a unintended side effect of the code.
Second of all, the only time it's a happened involved the Gaussian's Build Up proc - which was TITLED unique, but allowed multiple slottings anyway. Personally I didn't have much sympathy for those who got upset when this was fixed, but then I assumed the bug was the fact it wasn't flagged unique, not that the title said it was unique.
Anyway, that's the only example of it happening, and as I recall the developers did issue a respec before hand (being nice).

Yeah, that's the part that confused me. That the devs would suddenly out of the blue declare something a Unique. One would hope they'd know if something needed that from the beginning. The glitch makes sense, though, and yes, no sympathy for those who knowingly take a risk like that.

People expected that sort of thing to happen with LotG +rech pieces when I9 first launched, which is why the price was fairly low (at least until people started to realize it wasn't going to change).

yeah, but there was still a lot of complaints that it was being fixed. When it was first announced, there were a lot of people complaining "How where they supposed to know it was unique since they could slot multiples of it?" despite the [Unique] tag in the name.

I one one power left on my brute build. The build is very tight, but I really have no power I want at 49, so I was thinking of taking concealment, not to use, but only to slot Shield Wall: 3% resist to all in it. My question is, would I have to actually click on the concealment toggle evey so often to get the 3% resist? or is Shield Wall considered a glabal that is always on wether I toggle the poqwer on or not? Thanks!
