IO Bonus Levels and Flashing Back Question

Hello all.
I have a very noob question. I have a set of Gaussians that are about level 35..can't recall exactly as I bought them long ago.

If I slot them in Focused Accuracy, a level 40 power, do the bonuses take effect when the power becomes active, or at level 35 when the bonuses become active, which would make it sweet for doing the story arcs which I missed.

I know the answer is someplace, I remember reading about it, but for the life of me I cannot seem to get the correct key words to find that info on my own.

If someone could answer, I would be so very grateful.

And bingo.

After a ton of dead ends, after I posted this question, I went and tried one last time to find the answer on my own and I found it!!!

When a character exemplars down to a lower level access to set bonuses (and Global IOs that function as set bonuses) is based on the level of the IO and not the power they are slotted in. Exemplaring more than three levels below the level of the IOs renders the set bonuses non-functional. However as long as the character does not exemplar more than three levels below the level of the IO the set bonuses are retained even if the power they are slotted in is unavailable.
Very Rare IOs and PvP IOs are exempt from this rule, the set bonuses function regardless of what level the character is exemplared to.
