  1. Hm, I haven't played with one of these IO's before. How does it work in an AoE heal? Does it proc on the caster only, or on everyone affected by the power?

    Actually the opposite would happen, if I take your meaning correctly. The purchasing power of your inf would increase, while the value of your stash of IO's would decline.

    Even in issue 0 it existed. Back then, Training and Dual Origins went all the way to 50. The only way to get a guaranteed SO was to buy it (if you know where the stores are. They're not marked on your map), kill an AV for the guaranteed SO drop or take one as a TF completion reward. Imagine the frustration if you come away from a 5 hour TF with an Intangibility SO for your reward.

    Rewards are the carrot on a stick to keep us playing. If we get all the awesome stuff right away, then a significant portion of the playerbase gets bored and leaves. That's a bad thing for a pay-to-play game.

    The only way you're going to see the desirable recipes become "easier" to get is if a WoW-style drop table was implemented: Want a Ragnarok proc? Go defeat Ruladak. There'll be a 10% chance for it to drop each time you defeat him, and it will go to someone on the team - not necessarily you. And it will never drop off anything else.

    I spent two to nine hours a day for just over THREE WEEKS doing nothing but running around in circles killing enemies that took over 10 minutes EACH to kill, because I wanted a certain skill recipe that came from nothing else and was Bind on Pickup, so I couldn't even buy it. Oh, and they were all deep grey, so I got NO XP.

    I'll take a system that lets me play any content I want, and showers me with drops - some useful to me, some salable, and some others not worth picking up - and gives me the ability to purchase just about anything I want with relative ease, over the other option, any day.
    The random world drop loot system has its advantages and disadvantages, I understand that, and for the most part I'm fine with that system. The problem is that the disadvantages of the old reward system are being carried over into newer and different merit systems. And "that's just the way we've always done it" is a terrible reason for perpetuating any system or process. As it stands now, the notion of spending 200 r-merits on your Ghost Widow's Embrace is about as appealing as spending 25 a-merits on my Javelin Volley. Don't you see room for improvement there?

    If you're trying to say that it's a systemic problem not limited to PvP IO's, then I agree with you. I think, however, that the discussion has moved off in a different direction.

  8. Lingering Radiation is one of my favorite debuffs. I used it all the time back when I played my old rad defender, and I'm trying to love it when I play my fire/rad corruptor. There's one problem though: it is not properly debuffing runspeed. The purpose of this post is to detail as much information as possible about the problem. The best way to do that was to craft some Analyzer Mk III's and see what was going on, so the following is a little pic-heavy. I apologize in advance for the size, but I figured that it was better to break the scroll-lock than to post fuzzy screenshots.

    First of all, I checked out the defender version of LR for comparison purposes, and to make sure that it wasn't bugged across all of the archetypes. Note that both my defender and corruptor are level 50.

    This is how it is supposed to look when LR is working properly. All of the movement values are floored. The mobs barely crawl around. The defender version is working correctly.

    Next up is the corruptor:

    As you can see, flight and jump speeds are being correctly debuffed. However, run speed is not. This matches what I observed in-game; mobs would still run around at full speed.

    Now, here's the interesting part. From the previous pic it would appear that LR isn't debuffing run speed at all, but that isn't quite the case. Look at what happens when I use LR on a level 44 mob:

    Run speed is reduced, but the stats window doesn't attribute it to my debuff as it did with the defender version; it just shows a lower run speed. For whatever reason, LR won't debuff runspeed at all unless the mob is at least 5 levels lower. I can't floor a mob's runspeed until somewhere around L-8.

    There is one more oddity, which I found mentioned in a six-month-old post. LR will work if it is stacked with another speed debuff. I tried this using LR and Rain of Fire:

    Runspeed is floored. Once again, the stats window doesn't list LR, just RoF.

    All of this can be easily reproduced in-game. Note that I've only tested LR in PvE. I don't know if it is working in PvP.

    If I can't make a gapless attack chain of Blaze -> Fire Blast -> Flares -> Blaze, then I need more recharge.

    This is a minor variation of my current build. I make no apologies for the cost, but it does have capped L/S defense and 200% global recharge. I'm not completely happy with the slotting in LR, but otherwise I like it. Hopefully it'll give you some ideas.

    That lets you take a screenshot with your ui visible. Your screenshots will be in your city of heroes directory in a folder called Screenshots.
    You can also set a hotkey to toggle the UI in the options menu. I have mine set to alt+q, for example. I don't think a key is assigned by default.

  15. If you're holding aggro without taking damage by keeping out of range of the mob, that sounds more like kiting than tanking.

    You've already been fighting Arachnos, so you know what to expect from them on STF. In addition, Arbiter Sands and Mako have one or two toxic attacks, and one of LR's attacks has a toxic dot that can catch you by surprise if you're not expecting it. Besides that, there are the Vahz abominations in Posi part 2, the DE bosses in Numina, the hydras in Apex, and the hatched krakens in the sewer trial. I think that's it. Heavy toxic damage comes up so rarely that it's probably best to just deal with it on a case-by-case basis using temp powers and inspirations.

    The new merits

    One more thing: you don't need the Going Rogue expansion to get the alignment missions, but you do need the expansion to get the morality missions (the ones that actually give the merits).

  20. IMO it's great to have TF's like Apex that take people out of their comfort zones and force them to think about what they're doing. Maybe those people will become better players overall as a result.
  21. There does appear to be a prestige race going on. Psychotix is up to 915 million now, while WPL is a few thousand shy of 1.1 billion. What's the prestige total for the 88'ers now?

    If you start bumping up against the "rule of five" with the purple sets, check out the PvP hold set. The enhancement values are similar to those in the Lockdown set (which are pretty nice), and the 5-piece set bonus gives 7.5% recharge. I used those in my fire/fire dom; they work great, and they're not that expensive. At least, they weren't at the time.

    A WP tanker can hit about 70% S/L resist with HPT, Mind Over Body, and Tough slotted up. Add in a Shield Wall unique, very rare cardiac alpha slot, and some overslotting, and that WP tanker could approach 80%. Heightened senses only gives about 5% S/L defense, but if an elec tanker can cap S/L defense then so can a WP tanker. It's the regen where the WP tanker stands out; it's not a huge trick to hit 90-100 hp's/sec or more with just one mob in range.

    I have a WP tanker that has been sitting at 47 for a while. S/L damage is not a big deal for them once they're IO'ed out. It's the non-S/L, non-psy damage that has me concerned, since WP has almost no resists there. Actually that's the main reason I'm working on an elec/KM tank right now.

    The only reason you'd want to use that definition is if your characters had to report their incomes and needed to follow U.S. GAAP. FASB acknowledges that it's an arbitrary number. Also, the Wiki entry that Graystar linked is wrong in that IASB doesn't use a set amount, but lists possible criteria that can indicate hyperinflation. And, as I said in my initial post, many of those criteria simply cannot exist in CoH's economy.

    No. Partly because some of the factors that cause or contribute to hyperflation don't exist in CoH, and partly because the inflation rate isn't that high. Nor do I see a widespread lack of confidence in the future value of inf, although that may be just apathy on the part of the players.
