I would assume his relation to Avatar Aang is what makes his resistance to bloodbending possible...or simply that energy bending is the most power bending there is...allowing this resistance. -

Eventually it will be discovered and Korra will lead him back to the light. At which point Aang will give up his life force to Korra and the avatar will become whole again and able to bend air.
And there's still no explanation as to why Tarrlok can bloodbend at any time except during a full moon. -

Young Justice: So, who called it that Aqualad was deep undercover? The "murder" of Artemis admittedly had me fooled at that point, until the reveal at the end.
Legend of Korra: Whoa, so awesome to see and hear grown-up Aang, Toph and Sokka. I think Sokka had the same voice actor, just doing a more mature version. I could hear some of Teen Sokka's voice in there.
Everything is coming to a head pretty fast, and the season finale is already upon us... or it will be in TWO WEEKS! Argh! I want it NOW! -

Something Amon and Tarrlok have in common, they both possess powers they shouldn't have.
Amon can take away bending permanently (though it remains to be seen just how permanent that is). Something previously established as a skill only the Avatar can do (and even Aang was unaware of it until the original finale).
Meanwhile, Tarrlok can bloodbend, something only the most powerful of waterbenders can do, and only during the full moon. Tarrlok did it outside that constraint. -

Actually, last night's episode made it pretty clear the general public is unaware of just how lethal DW is. The audience at the race seemed to think all the deaths were just special effects.
