This guy is tough, I guess he doesnt scale like normal giant monsters cause the guy took out 4 of our 7 team members in 1 hit. ( My self included). And this is a team that took down the AV in the first strike force in 30-60 secs.
Well when we are lvl 30 your going down Ghost of the scrapyard. -
Highest damage is fire. The others have nice secondary effects but fire has the highest damage. The only time where fire wont have the highest damage is against AV's where you need a high damage single target chain that doesnt use all your endurance.

Its IMO the best PvP set the villains can get and it will do ok in PvE too.

When s4 started (before I5) Rad was much more powerfull this is the important powers:
Enervation Field: It debuffed damage received and ups damage done. The value is lower now.
Lingering Radiation: It had about a third of the duration and the - recharge was much better. This was by far the best slow in the game, since the recharge was floored. Cap is 1/5 recharge and 1 allmost reached this cap.
The guru's was right when they said it, the powers have changed so its much different now.
But I must admit that the bubbles thing did supprise. -
O2 boost is without doubt the worst heal in the game, and its secondary effects arent very good. I would aggree get thunder clap instead. If only cause it toggle knocks in PvP.

Its about combining powers, you cant just judge the value of a power by looking at what the single power does you need to look at it in combination with other powers. Freezing rain alone scatters enemies but stacked with snow storm and spectral terror and the likes it sudenly becomes very good cause they dont scatter because they cant.
This goes for all power sets, its about finding a synergy between your powers, not just taking the most effective single powers. FX a hold is entirely point less if you cant damage the target, for that you need either a team or an ability to do it your self. -
In PvP I think the best slotting is 2 acc 1 hold 3 recharge or 3 acc 3 recharge in single targets. The duration for troller holds is long enough with 1 hold duration or no hold duration. And its better to be able to spam those holds. If your against weak opponents(who dont bring break free's) hold duration is more important. But against the strong its better to spam those powers.
AoE slotting depends on the epic, with powerboost I highly suggest 2-3 acc 3 recharge rest hold. else 2 acc 3 hold 1 recharge. PvP slotting is again 2 acc 1 hold 3 recharge or 3 acc 3 recharge. (These are team PvP slotting it will be different for solo controllers.) -
Well the storm set has lots of pseudo controls like snow storm( slow), freezing rain (the knock down) and thunder clap (mag 2 disorient) also works great. I highly suggest in PvE your use these powers in combination with spectral terror.
Spectral terror isnt quite an AoE, its a pet that uses cone "attacks". Its close to an AoE but not quite, thats one of the reasons you need something more.
And btw tornado simply sucks. It can be anoying for the opponents in PvP(its very situational) but in PvE its allmost useless. I really should remember to atleast try to answer some of the main questions. -

Spectral Terror is a pet and because of this you can never have more than 1 out of a time. But it is pretty handy in PvP, just like most fear powers since most builds dont have defences against it.
Spectral Terror is a bit hard to use in PvE cause it isnt very reliable, I find you need something more. Therefor I normally stack it with lingering radiation. The two combined works great, not as good as a hold but close. -
Major Chill will put some heroes on ice. Just hope Im lvl 22 by the time so I can get a couple of SO's.

I can tell you what is the top builds if your more into min/maxing. The top builds depends on what you want to do with your toon.
1) Leveling speed (solo, cause teams depends on the other players as well) Mind / Rad or Mind / Kin.
2) Control: Ice / Storm
3) PvP: Illusion, Mind / Rad or Storm.
4) Powerleveling others(lvl 42+) fire / kin, rad, storm
But seriously the only advice I can give you is DONT be like the 95% of the trollers out there that cant control anything. When your build starts to mature arround lvl 30+ you should be able to control allmost anything your team meets, this requeres alot of practise and you prolly wont be able to do it before lvl 45-50. You will die alot until you master your build, expect it and dont chicken out and start leeching because your scared of debt.
In the end you will be a force to be reckoned with or just another troller. -

It helps as you can buff and heal while being hidden. Put the good groups have members with tactics or empaths with clearmind and so on. They will spot you if you get close. -
My 2 inf.
1) I do feal sorry for all those powerleveled toons who want to get some PvP actions. They dont stand a chance.
2) I will attack anyone I see on sight, unless your a big team then I will prolly call in the SG and kick your <bleep>.
3) Dont get mad people get even.
4) There was a small group doing alot of PvP in the arena these will prolly also be the ones that you will feel is doing the griefing. These guys has much more experience in PvP than you guys and can still kick your <bleep> even if you bring alot of friends. If you want a chance bring atleast enough people to be 3 on 1.
5) Im glad im one of those guys who enjoyed PvP before I6. -
Yeah it was fun, but we were fighting inexperienced heroes. But Im sure we can pwn some more experienced ones if some of you want a go at us.

Some guidelines
1) NEVER stand still. That should keep you alive alot longer. SS arround, Fly arrond, Jump arround. Just NEVER stand still, its like holding a sign saying easy target.
2) Allways be prepared, bring BF's and so on.
3) Its easier to be in teams
4) PvP is much faster than PvE, you only have a split second to think.
5) Start learning what powers are in the game and what they do, so you can react acordingly.
6) Remember to heal yourself. -
Every person who likes doing PvP should have atleast 1 unsupressed travelpower. The best one is prolly 3 slotted hurdle and combat jump. Whirlwind is also very nice to have because it gives unrooted attacks. That means you can move while shooting .
Fly is also very good if your a squishie, the problem is getting hover fast enough with ED for fighting cause you cant fight with the huge end drain from fly and it gets suppressed. I would suppose people with AM can do it and kins but im not sure siphon speed increases fly speed. -
With my Epic I do the damage not my pet, my pet can if he is having a good day maybe do about 20% of the damage I do(I5, cant imagine that would change in I6). His control is minimal and I can easily solo on invinc without, the PA are much better for control anyway. I wouldnt make a new Illusion / * and not pick up Phantasm cause the lvls between 32-42 is a pain without. However after getting the blast from the EPP and giving it some slots I would respec Phantasm out.

I just cant live with a pet spamming a 3 slotted power bolt. But I do agree that the decoy is nifty, and would have been my only reason to keep the power. But its too unreliable.

I have allways thought that phants was a bad Pet(the worse IMO) and I finally respec'ed the git out of my build. Without 5 dam the damage from the pet is simply too low. And it is simply too hard to lure him into close range to make him use energy torrent.
What are your thoughts on phantasm. Before lvl 41 Ill just play as a pure troller and after I can easily get enough damage. -
Calibans are also nice. Damage/cost is prolly one of the best you can get. Did anyone unlock some Nemesis other than Warhulks, I want my sniper and jaeger team.
