Derailing this thread totally now..
I respecced Jadis into a much more control heavy build once I got the final two attacks and I've actually been pretty happy with Flash Freeze (never used to have it before). I tend to use it on mobs that don't fit onto Ice Slick, or if there's another spawn aggroed or ambush mid fight. It's just one more option, although not often needed. To be fair, Dimension Shift would work for that too, more safely but potentially more annoyingly.
What, everyone doesn't love Arctic Air? Sure it's an end hog but so wonderful. I do call it my aggro aura, though. -
Meh. Wormhole is cool and sure, Wormhole and the immob can be a ghetto hold, but grav still seems very light on AoE control, and specifically AoE soft control. And the best AoE control powers come very late in the set too.
How do Wormhole, and Dimension Shift compare to Ice Slick, Arctic Air, Flash Freeze and Shiver? Or Seeds of Confusion, Carrion Creepers and Spore Burst? I won't even start on Mind.. even Fire looks more controllery than Grav to me.
That's partly because I don't really rate Dimension Shift. Although to be fair, it's a hugely powerful ability. -

No answers yet so I'll try to comment although I'm still a novice myself and there are so many ways to go with PB slotting. I have to say I've been very happy with mine though so I can't have gone entirely wrong.
You say you're planning to spend most of your time in human form, and it makes sense too because you've taken and slotted well all the shields. Retoggling can be a pain so your playstyle will probably be very different from mine. You will not be changing your forms as often. (I tend to change several times in a fight). So with that in mind, your human form attacks look underslotted to me and you have very few of them (Dawn Strike and Photon Seekers don't count because they're very situational with their long recharges). You don't want to be standing around in your fancy shields, doing nothing, waiting for Incandescent Strike to recharge.
I would slot all the human form attacks you have up with 1acc, 3 damage and 1 or 2 recharges. Perhaps even consider taking Hasten or another blast. I would take the slots from Dwarf attacks. Dawn Strike could probably do without acc too as you always use it with Build Up anyway. And IIRC if you use the shields with light form it takes you up to resistance cap so you don't need to slot light form for damres at all if you have the shields. Memory might be hazy there though, I don't have the shields myself. If you're still short on slots after all this, I'd rather underslot the non S/L shields than attacks. You're not a tank, you're a more like a slightly more sturdy blapper, so you need to eliminate them before they mez you, detoggle you and kill you.
I prefer slotting Essence Boost with recharges btw, although I'm planning to add heals too as soon as I can spare slots. -

I would love to see some mez resistance tests run to see how much weaker they are but without Domination, they rarely get holds in. If anyone has an hour or so to copy some toons over to test and try this out, let me know. Basically, I'd copy 2 or 3 controllers and doms over with the same powersets and same level(and a respec available if possible) and spam a few holds on tanks and brutes in arena to see how much easier Trollers can break the mez than Doms. A very simple test but should give us some figures if run enough times.

My ice dom is level 40 so if anyone has an ice controller around that level, I'd be up for doing some testing. I don't think some level difference would matter either if we did the tests on a PvP zone. Mez durations scale slightly with level and I'm not sure what happens to that when exemping, but the difference is not huge even between 1 and 50.
I read the US dom forums a lot and the concensus seems to be that the holds are 80% of the controller duration and the magnitude is the same, except controllers sometimes get random +1 mag criticals. However I'd love to be sure about this as the US dom forums can be a pretty harsh place, there's lots of assumptions, misinformation and flamewars of the "Are we or are we not gimps" type.
Another thing I'm curious about is if and how resistance debuffs affect mez protection and resistance at all. -

I agree that energy would be a nice choice. Good single target damage going in both sets, it fits conceptually and Power Boost makes for stronger control.
I suspect Grav/Psi would be a "challenge", to put it nicely. There's a Grav/Psi in my VG that makes it work really well but that's with a long controller background. The damage in /Psi is lacking until 38, the control in Grav is one of the weakest of the dom primaries so I'm not sure where the strength would be. -
Not that I've done much pvp but I think Ice/ could be great and I'd like to suggest /Ice secondary as well. Slow and -recharge are pretty devastating, especially for melee toons, and Ice/Ice has spades of them. It's not going to be a damage king but it could really ruin someone's day. And Filth is right, Ice is pretty ideal if you want to go melee (and Ice secondary has Chilling Embrace, which helps even more).
I also think Arctic Air's confusion pulses could be pretty interesting in PvP. I need to take Jadis for a spin in Sirens one of these days. -
MoG is a fun power. Sometimes you can do wonders with it, sometimes it gets you killed. The trick is to know when to use it. That said it's very situational and it's one of the first powers I'd drop on my regen. I find Tough has a much bigger effect on my overall survivability.
You do get a power at 49. Get Combat Jumping rather than Weave, Weave doesn't even have that much more defense and CJ has much smaller endurance cost and gives you jumping and extra immob protection. Can't go wrong with it.
You probably don't need Conserve Power. -
Nova is a lovely blaster - extremely mobile unsuppressed 3D movement for keeping out of melee and positioning for cones, and has two fast-recharging AoEs with excellent damage and very reasonable endurance costs. I don't find it especially squishy because peacebringers have much more tools for survival than blasters have. With only 4 attacks it can get a little boring if you stay in Nova all the time, but then why would you? It's much more fun to AoE in Nova and drop to human now and then to buff or heal yourself, take out tough targets with the melee attacks or launch Photon Seekers or Nuke, or to change to Dwarf if you find you have gotten a bit too much aggro.
My PB certainly plays very blasterish. Nova is amazing at low levels and slotting it up early makes leveling a breeze. I've seen few blasters that can match the sustained AoE output. -
I slot 3 damage and 3 recharge. I don't need acc because aim and build up more than take care of that. I like the recharges because I have Power Sink in my secondary so I can use it non-situationally as long as I have a CaB. It's a lovely nuke.
What Tundra said about using it as a ST attack was interesting. I'll have to try that! -

I respecced my Regen scrapper into Fitness after I6 to compensate for some of the lost endurance and health regen and haven't looked back since. The health regen boost is nice and if you run expensive toggles like Leadership, Fighting or Focused Accuracy, you will probably need Stamina.

Ok, I haven't tried it but I really doubt it. The Dwarf jumps slowly but with good air control, like a slow motion combat jumper. I'm not sure the dwarf jump has a forward speed component at all (and Hurdle's is faster than Swift).
Edit: actually I think jump enhancements boost the height, not the speed of jump. -

The planner I'm using lists its duration as 40 seconds and recharge as 360 seconds. Is this correct? I seem to remember from teaming with you that you had it available for most spawns, but 40 seconds duration would suggest that it won't have much time to actually follow you around assuming the fights last a reasonable time..
1 bar and I'll be able to see this for myself but I'm just curious (and bored at work)

Slot the click heals up before the passives and Integration as soon as you get it. 3 heals and 2-3 recharges in Recontruction, 3 heals and 3 recharges in DP (I'd go for recharges first for DP, balanced slotting for Reconstruction).
I think I'd take Quick Recovery a bit earlier, though. I personally think I'd take it where you're taking Build Up, the Build Up at 18 and Swift later. Build Up is great but it's not up that much before SOs so I think you'd be better off building for sustained DPS.
I'd say it's a pretty good idea to focus on slotting the attacks first. Reconstruction is a nice early choice for slotting too, but passives can wait. I'd keep Whirling Sword too, it's nice to have some AoE damage and it's great with Build Up. -
I like your power choices but would change the order you're taking them. Also I think you will probably not need the endurance reductions in attacks, being a regen scrapper with Stamina, but maybe someone more familiar with broadsword can comment?
Try to take Reconstruction, Dull Pain and Instant Healing much earlier. I'd take Reconstruction before Quick Recovery, even. It's worth slotting it up as soon as possible, too. You can push back Resilience and Stamina with its prerequisites a few levels, I doubt you'll need it at 20 yet. Instant Healing is still really nice, IMO worth eventual 6-slotting but try to get at least 3 recharges there. It has no downsides like MoG does so I think it's a lot less situational. I like having it up as much as possible.
I also highly recommend Hurdle+CJ combo instead of Swift, but I've recently been described as leaping obsessed...
Are your slots in the order you really intend to take them? Definitely slot up Fast Healing before Health, it's a lot better investment. Slotting Resilience is something you can do in your 40s if you have spare slots then, it doesn't really give a huge return. -

Thanks for Thorntrops info, Doc! It sounds like a pretty solid choice and now I'm planning to take it instead of Roots and slot it for damage (as damage in Roots doesn't look too hot). Along with my duo partner's Tar Patch that should keep things in place.
It does unnerve me slightly that I have, at level 24, picked only two powers from my primary. But hey, at least I 6-slotted both of them. -

I wouldn't suggest dropping Ice Blast until later when you have more attacks. It's a nice quick blast and you need ST attacks to build domination, Ice primary is not that great for it especially as most people skip the immobs. It's not great damage but at least it's better than Ice Bolt.
That said making a melee oriented build is great idea, your primary supports it and damage in /ice is lowish so you need the swords to do any kind of meaningful damage. Besides, the swords look really nice, with the exception of GIS which is kinda silly. I think CE could work well for you if you plan to be in melee most of the time. It does make things safer there. I had it and it was nice, but I also do well enough without it. The thing is there are lots of pool powers you can benefit from.
Hurdle is very nice with CJ and you will need Stamina. Aid Other+Aid Self and Hasten are very useful. Stealth or SS are, too, for stealthing missions and tricking Jack into taking alpha and to melee when you're soloing. I'm currently using Recall Friend for that, though.
