Yes, that would definitely not be the same magnitude of change. The first change would allow you to survive a huge number of situations that would otherwise be lethal. The second change would allow you to survive a much smaller number of situations that would have killed you otherwise.

Yes, it does. But when you add it to 40%, that same number of points subtracted is half of the incoming damage - the same +5% defense doubles your survivability when you start at 40%, but only marginally increases survivability when there's no other defense to add it to. So, proportionally, it is worth more, exactly as Combat is saying. Basic time-to-live calculations demonstrate this also - each point of defense will add more time-to-live than the last point did, up to the softcap.

If they can't make cutscenes skippable - properly skippable, by hitting escape or something, not just "if everyone on the league has run this before on the character they are currently playing" - there should be no cutscenes, or at the least they should be very rare, for big dramatic moments in the plot*. There really are very few things more frustrating than taking away control of my character, and even basic chat functions, for minutes at a time to show a bit of story that I have already seen multiple times.
*Romulus' Nictus transformation in the ITF is short, dramatic, and important, thus I don't mind it as much, although it's still annoying to watch it EVERY time. Recluse's big reveal in the STF is also passable. Marauder having a refreshing drink in Lambda, or some robots giving a solid two minutes of exposition in BAF, or etc, do NOT qualify. -
Both TW and WP don't particularly favor brutes or scrappers, beyond the normal differences between those ATs. A scrapper will do a little more damage and benefit more from damage buffs, a brute will be a little tougher and benefit more from resist buffs. If you like to keep your team safe, you might prefer a brute for the greater taunting/tanking ability. As an added bonus, the TW taunt power has a cool animation.

I'm guessing this is a question about brute epic pools? Fireball does ever so slightly more damage, and casts slightly faster. On the other hand, Ball Lighting requires one less power choice, and that prereq can be Electrifying Fences for yet another AoE.

No, but you do need the alignment system to change alignments. VIPs get it as part of their subscription, but premiums can also purchase it from the market.

The later levels are slower. Each level requires more XP than the last, even after you adjust for the increased XP per enemy. Since Experienced just gives you half a level of patrol XP, I prefer to use it at 30+, usually, although I sometimes use it sooner when I really want whatever it is I'll get at [current level + 1]. Optimally, you'd want to save all 20 charges until near 40 and then be Rested the whole way, but the 2 hour recharge can make that difficult to actually do.
XP boosters are really worth about the same whenever you use them, though. Of course, it's better to use it when you're doing something that gives a lot of XP than not - so non-speed TFs are good, crafting stuff in the university not so much. -

Right what bugs me is this guy has found a way to dodge all of the Well's control and to become INSTANTLY a full powered Incarnate in less then 10 years. Something the entire players (Being perceived as in game characters), Statesman, Lord Recluse (especially him), haven't been able to in centuries. -
Afterburner doesn't increase Hover speed at all. It only raises the flight speed cap.
Once upon a time, Hover allowed you to basically ignore knockback. That was changed, and you now do the flip-in-the-air thing rather than actually being knocked, but you can't use powers while flipping. -
If the name would be against the rules spelled forwards, it's probably still against the rules spelled backwards, just as other methods of circumventing the chat filter are. If you're subtle about it you might get away with it, but it would still be against the rules if anyone notices. And if you're the same person who was asking about this in-game a few minutes ago, the name you chose was not subtle about it.
Edit: But AFAIK you won't be banned for such a name, it'll just get generic'ed. -

The armor set looks quite toggle-heavy to me - the mez protection toggle especially could probably be rolled into one of the others, or divided among them.
I'm somewhat confused as to how Cold Fusion is supposed to work - to get the maximum effect, you activate it then spend 10 seconds doing nothing? That seems... odd. -

I gave up on playing support sets with single-target buffs a long time ago, like Kinetics and Force Field. Since they made those buffs AoE I've been wanting to give them another try, but so far have still found other characters more engaging.
Even that wasn't really a "I will never use this again!!!!!11!eleven" so much as a "this just isn't for me." -

Posts that are in the wrong place get moved. If you think the suggestion forums never get read, you're wrong. Even if they never get read, why would the devs not read the forum specifically devoted to suggestions, but pay attention to suggestions elsewhere?

EBs definitely count for Dimensional Warder. Also worth noting is that the trial AVs count.
I want to say that EBs count for every badge/accolade, because I can't think of any counterexamples... in fact, I can't think of any badges at all other than Dimensional Warder which require fighting enemies which can spawn as both an EB and an AV. -
Well, rogues don't earn less XP per defeat, or per mission, or per whatever task you want to compare. The point rsclark seemed to be making was that if you have a rogue and a villain, and the villain gets better rewards, you might end up playing the villain character more, and so the villain completes more tasks and thus gains more levels.

70% DDR has to take -150% defense debuffs to go from 45% defense to 0%. If you get hit by that many debuffs, the problem usually isn't the debuffs making you more vulnerable, it's that the Cimerorans just hit you twenty times in the span of ten seconds and you're already dead. In most cascade failure situations, the /fire's defense will fail completely, and the /SD's will fail partially.
Mathematically, yeah, 0-70% is less of a difference than 70-95%. In terms of how they will perform in actual play, I'm not at all convinced that's true. Going from 0-70% DDR will keep you alive in many more situations; going from 70-95% in not nearly as many.
Plus, you can always build an Ageless and swap to it for missions where debuffs are an issue.
I don't disagree that such a change can kill the desire to play a character, though, when you liked the character because of the ability to withstand extreme situations. -
