The servers are dying aaaaah! I saw chatter that some servers were going down, then Mapserver Disconnected. Trying to get back in, it says "Cannot find map!"
And this was just after I used the God-Killer Sword on Mot. I thought it would make me powerful. )-: -

Charged Bolts targets enemies. Performance Shifter's proc only affects friendly targets. Ergo, Charged Bolts with a Performance Shifter Proc is wasting an Enhancement.
In the event of getting Endurance back from Charged Bolts itself, that's inconsequential. Charged Bolts targets enemies, and that's what Performance Shifter checks. -
I believe it has to do with the way powers animations work, or rather how they don't while those powers are active. What would Foot Stomp look like on a Magic Carpet? Or Shield Charge as a coyote?

Yep. When slotted into a foe targetted power it will give endurance to the foe, not you.
The Performance Shifter proc will grant Endurance to the target of the power, but will only affect friendly targets. In Stamina, it gives it to you. In Transferrence, it gives it to your team. In Ball Lightning, it does squat. -

First thing I think: "I am so sick of seeing Ninja Run on obviously non-ninja characters." I've seen it on everything from animals to wizards to construction workers, but I can't remember a time I've ever actually seen it on a ninja.

The version I got from the grapevine was that the Grandville missions prompted it. I started playing in Issue 6, but didn't get around to redside until Issue 8 or so, after which point I was introduced to the meme.
