Someone mentioned it earlier, but I would really recommend getting a copy of Mid's Hero Designer:

This will allow you to tinker around and see the effect of changes on your build without having to actually slot the IOs. You can make one build with your current set up, and then you can make other versions to see how much effect various IOs would have, and whether they're worth spending the inf to buy. -
The more complexity in a power system, the harder it is to maintain balance. I think the OP's suggestion adds a lot of potential extra complexity to the balancing of ATs and sets, without really adding significant benefits.

Dear OP, your post is rather confusing. In the absence of further clarification, I'm going to assume that, along with pretty much everyone else, you're in favour of merging the US and EU server lists.

Just to let you know that I downloaded the silence.exe file, and Malwarebytes flagged it up as containing a Trojan. Whether it actually does or not, I couldn't say, but either it does, or something in it is causing a false positive with Malwarebytes. Either way, I thought you'd want to know.

I am disappointed.
I have a tri-form peace bringer. In human only form he has a number of nifty utility powers, and two attacks. His teeth and his ability to fight lay in Nova and Dwarf form. Neither can use a costume unless things have changed from the past.
Halloween mission tips come from TREATS and not from mob defeats. All you need to do is put on a costume and click the door. If you get a Treat, then there's a chance the tip will drop right then. If it's a Trick, shifting form to fight the mobs will have no effect at all on your chance of getting a tip, because tips don't drop from mob defeats.
Also, if you are on a ToT team, then everyone gets the reward screen at the end of the tip mission, not just the mission holder, so on a team you can get all the badges etc without ever having a single tip drop yourself. -
I'm another person who was holding out on new characters until the arrival of inherent Fitness, but I've just started playing a lowbie in Praetoria on Defiant, and there were definitely other lowbies running around. And Defiant was at two yellow dots again yesterday evening so there are players on there somewhere :-)

Ooh that sounds interesting!
If you don't get a better offer, I have a Ill/rad troller and an ice/sonic defender sat waiting for me in Defiant Praetoria at level 2. I was waiting for I19 and inherent stamina, since I was expecting to solo them, but a regular team for either would be nifty. I should probably say that I've never played either combination of powersets before, so I don't promise awesome leetness.
I can play any evening of the week, really. -

Basically I see no condition where the prices go down for purples.
I'd really love to know some things about this game, like the levels that most people play at, and the proportions of people who are usings SOs/common IO/frankenslotting/purples, whether people use very different slotting strategies on their different characters. It would be fascinating. -

Yes -- you need to do a Patron arc to unlock the PPPs, just like a regular villain.

I bought a few sets not long ago, and I bought most of them in the 29-34 level range. It took a loooooooong time for all the bids to come in (say 6-8 weeks for the rare ones), but if you're a patient cheapskate like me, it's a good way to save inf. Don't forget to put in lowball bids on the crafted IOs.

I can't help with the client move, but I might be able to help with the low download speeds. You could try altering the port used by the updater, which can make a big difference to dl speed.
These are the four options you can force by setting the target properties:
