Yes -- you need to do a Patron arc to unlock the PPPs, just like a regular villain.

We are in process of running the Sicrroco's arc now. So we may be presented with the patron powers after finishing the arc?

You will get a freespec and access to the powers. At least you are supposed to. =)

I think it's a regular respec and not a freespec. It stacks with freespecs. That is to say, you can have the respec granted by running the patron arc available at the same time as a freespec, whereas freespecs do not stack.

Regardless of which arc you run, you will gain access to all four PPPs for your AT.
All characters, also regardless of AT** and alignment, gain access to the Ancillary Power Pools (aka Epic Pools) upon reaching level 41, with no other requirements.
* Offer not available to Hero Epic ATs, aka Kheldians, aka Peacebringers and Warshades.
** Offer not available to Epic ATs - neither Kheldians nor Villain Epic ATs (Widows and Soldiers of Arachnos) have access to APPs.
And we have stayed villains. Now to Patron powers - we are the following AT's:
Tank
Scrapper
Controller
Defender
