Power Siphon adds a small bonus to hit and modifies your other Kinetic Attack powers, so they are now capable of draining the strength of your enemies and adding that strength to you. This effect will stack up to 5 times
I beta tested the set. All Kinetic Melee attacks (barring Repulsing Torrent) debuff enemy damage by default. Power Siphon is just a Build Up-type power using a mechanic similar to Brute fury instead of granting a static damage buff. -

I'm actually not doing that much at all this year. In getting an early start in preparing to move back to the U.S. early next year, I've kinda canceled holidays for the remainder of my time abroad. Besides, Halloween still isn't as big a deal here in the U.K., so there really isn't much impetus to go all out. I am about to sit back and watch the 4-hour Nightmare on Elm Street documentary, "Never Sleep Again". That, and start planning out construction of my costume for next year:
Anybody got something awesome in the works for tonight?

And everything seems to be in place and working for all 3 models. From a preliminary run-through, at least. It's too late in my neck of the woods to check if every combat-only aura is actually only working when you enter a combat stance, for example. -

If you already know, then my apologies. If not, then ... You're right; it IS what Decoys and Phantasm were supposed to be. The tech wasn't there when the game launched, but the Illusion powerset was originally supposed to produce copies of the user.

To get into a few key specifics:
Actually hitting an enemy doesn't matter for the sake of building Fury; how often you attack and how often you're being attacked are all that matter.
Fury decays faster outside of combat than it does in combat. While you're in combat, it decays at the rate of .75 points a second. If you're neither attacking nor being attacked for 5 seconds, the decay rate will increase to 2 points a second until you once again enter combat.
Part of the recent Fury re-work has made it impossible to completely fill up the Fury bar on your own. No matter how fast you're attacking or how many enemies are swarmed around you, Fury will max out at between 75 and 85 depending on the situation. This is still doing quite a bit of damage, mind you.
You CAN completely fill your Fury bar via Frenzy, the Villain alignment power. If you remain a Villain for 7 days after completing a Villain morality mission, you gain this power. Should you become a Rogue, however, you'll lose it in exchange for the Rogue alignment power.
When fighting AVs, Monsters, or other players, Brutes gain an additional 5 points of Fury for every attack that hits their opponent, up to 70%. Since this is on top of normal Fury generation, it's fairly easy to hit your maximum when fighting these tough enemies.
