The only thing GR did to the AVs was make them more evil than they were pre-GR - instead of only getting a few text bubbles in a couple of misisons, they got story arcs focus on them, revealing just how evil they were - for example, compare Mother Mayhem and Chimera in Issue 1 with them in GR - their twirl setting was turned up to 11 in GR. -
They've said it's the part where Primal Earth blends with Praetoria, so it could have special text options for Praetorians returning home, like Roy Cooling's arc.

BAB could feature in ther blue side arc, to tie in with the attack on Galaxy City.

The devs have hinted that the first one won't be linked to the Praetorian storyline.

But, yes, unlocking this with some of the FREE Paragon Points (we need a better name for this) that VIPs get would be a good compromise, provided I don't need all 400 and then some just to unlock I21 features.

I think the Mysterious Letter Writer's offer to join him might turn out to be one of those "do you want to get Incanrate power quickly or slowly" kind of situations, where the apparent choice isn't a real choice - because with each new update, it's getting harder and harder to see how they could turn Ourobors into something we'd have to fight against - not only is it out only access to flashback content, they've also added Ramiel and the Alpha slot arc to it, added Prometheus to it, added the Incarnate merit vendors to it, and now they're adding the "echo" of Galaxy City to it - and this is all pretty recent stuff too, added with full knowledge of who the MLW is and how it's play out in the future.

By level 20, Tyrant has been exposed as the supervillain he is, and it'd be hard to continue with "shades of gray" story mechanics - the big revelation happens by 20 - that's the climax of the GR storyline, and after that, the loyalist path comes to a dead end, because serving Tyrant isn't intended to be a long-term option for players.
The Incarnate system is written and built around the idea that Tyrant and the loyalists are so evil and dangerous, that everyone needs to unite to fight them - and when there aren't even separate Hero and Villain Trials, there certainly wouldn't be any loyalist Trials. -
It was a bit of both - but the style of the background was still more like the current buildings rather than the new ones we seem to be getting in I21 - a lot of brick and fewer windows, compared to the glass and curves of the revamp.
