Though she refers to her superior officer in a mission brief as Colonel Taggard (as opposed to Captain Taggard).
Given the resolution of the arc I imagine he was either intended to be the contact you talk with to end the arc, or a contact for a sequel arc.
Alos, with the newer style of joined up story telling, it's quite possible that he could be an SSA2 contact who was referenced in Laura's arc. -
It seems to be insane and power-crazed, so that'd make it male by default
But Prometheus also mentions that he thinks that it's being controlled/guided in some way. -
Unlocking the Alpha slot in DA is a massive waste of IXP - just run Ramiel's arc, and use the WSTs to fill it up

He's close to Positron and Valkyrie, but hasn't got any bio or other info at all:
So, is he PPD? Something from SSA2, or something very early from I23? -
One of them holds the lore bible, the other one contains the rest of the log-in screen.

Welcome to the game
One important thing to remember with the current state of the storyline of the game is that it's basically being rewritten 1-50 - it's been been moved forwards with a lot of new events, with older content being replaced with newer stuff that ties together a lot more stuff.
When the game first game out, there was only the Hero side, with a less detailed version of the Paretorians appearing as high level enemies.
Then City of Villains came out, and added all the Rogue Isles stuff - but while that made references to the Paragon City stuff, the older Hero content didn't really get rewritten to tie in with Arachnos and the rest of the Villain content.
When they released the Going Rogue expansion with the new version of Praetoria, that also led to the older hero and villain content not making any reference to it - but since Issue 21, they've been rewriting large parts of the game to tie all the 3 factions together in a much more unified way.
For example, the older low level hero content never mentioned ARachnos, as they were added to the game later on - but now they feature in the tutorial, the new Atlas Park content, and Twinshot's arcs, so right form the start, players cna see what a major threat they are.
And Twinshot's arcs also bring in the Praetorians at an early stage, instead of them only appearing in the 45-50 content.
The old hero tutorial also had zero links to the old Atlas Park content, but now the destruction of Galaxy City shapes the entire new content in Atlas Park, and is reference by all the new contacts there and their missions - even the sewer Trial is linked to it.
And in Issue 22 they've added another low level Trial that builds on the story of the Shivans, explaining why the ones who attacked Galaxy City are different form the ones who appeared in the game in 2005, as well as giving a lot of hints about the future.
The new Dark Astoria content also references the Shivans and the Coming Storm sotryline they're a part of, as well as tying in with Praetorian and events in First Ward.
I'm not sure if you've played the Signature Story Arcs yet but they move the story on in a major way too, which will lead to more new content to replace older content in Issue 23, bringing the storyline even closer together. -

With no portals, power or military hub, Cole's forces operate as strong as ever, if not stronger for the inclusion the the Olympian Guard.
The first is the disappearance of the War Walkers - in GR, these were going to be the centerpiece of Tyrant's strategy to exterminate both the heroes of Primal Earth and the Resistance - and they show up as bosses in normal mobs on the Admiral Sutter, Tin Mage and Apex TFs, and in the BAF and Lambda - but after we strike against the loyalist military at Lambda Sector, there's a big drop in the amount of War Walkers we run into - in the following Keyes Trial, they only appear in one phase as part of Anti-Matter's recovery strategy, and then after that, there are only 2 of them on the UG Trial as major bosses, followed by none at all on TPN or MoM - with TPN and MoM also showing a big drop in the amount of rank and file warworks too, which would be logical, as those come after the Keyes Trial, where the loyalists lose control of the site where the portable generators that power the Clockwork are made.
The second plot point from GR is Tyrant's reverse regarding Project: Olympian - he wasn't happy with it during Neuron's arc, and the Olympian Guard aren't seen on the earlier Trials - they only seem to turn up as the number of War Walkers decline, which appears to show that Tyrant has either changed his mind about Project: Olympian, or that we've forced his hand because of the loss of the War Walkers as the centerpiece of his strategy, which the loyalist invasion plans estimated would end the war within a week.
While Tyrant might have kept some warworks in resevre for an emergency or for some kind of last stand, the story progress of the TFs and Trials dealing with the Praetorian war seem to show a pretty clear decline and then almost total collapse of the robot section of the loyalist army, based on our actions and achievments during our fight to liberate Praetoria. -

A new Trial is getting previewed at the Player Summit at the end of April, where I23 will also be talked about - right now, it's not clear if this new Trial is going to be part of I23, or if it's going to be in an I22.5.
