the trick is you have to remember ED (Enhancement Diversification), which means that at about 90% total bonus, the amount that each new IO gives is drastically reduced. Mako, for example, gives over 90% damage with all 6 pieces. So if you boost all of them, a huge percentage of that boost is wasted by ED. On the other hand it doesn't give nearly as much accuracy or recharge, so carefully boosting those pieces will workout much better. If you need those.
Another way it helps is by letting you slot fewer IOs into a power. If you needed 5 slots before, you might be able to use 4 slots with boosts and have the same bonus applied to the power at the end. That gives you 1 more slot somewhere else.

Redside the best is Spy Hunt level 14. However the last mission is a timed defeat all. You can get to it in 15-25 minutes if you're good at the arc, but then you either need to let the 90 minute timer tick off, or do the defeat all. When I was farming it I wasn't running it over and over and over back to back, It was once or twice a day, and if twice I used two different characters. So letting the timer fail overnight was easy.
And 16 merits for 15-20 minutes of work is about the best return you can find in Oro. Especially redside where there are no missions worth any significant merits. -

It kicked in a few issues ago for quite a lot of people. I believe (but haven't the searchfu to confirm) one issue after they migrated the accounts from europe and added all the _NA and so on to people.
Should be easy to track down in the technical support forum since there were so many threads about it. But as I said, no searchfu here. =) -

Put achilees heel into the soldiers and a damage proc into the commando. World of difference right there. three soldiers each independently have a chance for the -20% res to go off (doesn't stack but makes it pretty reliable at least) and if you use the right damage proc it's lightly resisted. Means all your boys are doing more damage and several of the commando's AoEs will have a significant kick to them.

I strongly suspect the answer is lone bosses, combined with many of the same strategies we have here. Yeah, it's not nearly as fast, but at low levels bosses die pretty fast and each gives several % of a level in one kill.
Any thoughts?
In my experience level 1 boss maps work for low level defenders, corrupters, controllers and tanks. All others should focus on AoE. As postagulous said, same old same old without the rez. -

Not much of Acro's knock protection is enhanceable, so enhancing Acro gives you 1.5 per slot, compared to Karma, Steadfast, or Zephyr, which give you 4 per slot. At the ED cap, Acro gives about 12 protection. -

Can you pass them between characters on the same account? Meaning, are they account bound or character bound?

It definitely feels more reliable than 25% to me too. Guess I need to pay a bit more attention.
Actually, I should play my spines more, because I'm forgetting my /da will throw off my perception of demoralize with the fear aura. -

Inferior to scrapper, tank and brute versions, sure. But impotent? seems more than a bit exaggerated.
Plus, lots of people skip crashing tier 9s altogether. If that's the only place EA gets hit by the HP cap, I'm not at all buying the claim that it gets hit more. -

Instead all powers affected by Domination have the additional mezzes added to them which are then triggered by Domination being active. The Devs have to go in and code Domination effects into each power. To use the same approach for Regen the Devs would have to code every single critter power to check if the target has the debuff resisting power active and then apply... yeah, pretty sure that functionality is not in the game either.

But both have the one wide cone, one narrow cone and one circle pbaoe. One +def power, one knockup, and the two initial single target attacks. -
I like RWZ over the D because there's always the option for a lady grey, mothership raid, Tin Mage or Apex as well as the iTrials. Causes more congestion, but more options for teaming as well.
Plus, I hang out over by Point Du Hoc and farm rikti spawns while waiting. Scored 2 purples and over 400m in decent recipes while everyone else on my league were standing around in a lump inside the base itself since iTrials went live.
So, I'll take the Warzone over the D anyday and twice on Saturday (since that's pretty much the only day I'm ingame anyhow, heh). -
From what I've read, the linking of damage and damage resist is persistent and the devs don't know how to fix it. the fact that hammios take advantage of it is currently considered an exploit not a bug (because +dam hamios give resistance on the higher schedule a track). They claim they will fix it, but have no idea how.

I have an earth/fire so I skipped combustion and incinerate. Actually I had Incinerate but it was bothersome to use it since earth/ is purely ranged and it was bothersome to get in melee just to use Incin. The cool thing about fire is that you can make it all range or a mix of melee/range depending on your primary. On a melee primary like fire/ or ice/, I'd say Incinerate is a must.
I love the fire epic since it gives you more AoE but on a fire/fire if you pick combustion and fire breath you may not feel the need. -

This is a very different application (targetted on self rather than enemy, and reactive rather than baked into the power/attack), but similar concept.

Still if he is cool playing mid-level content with his favorite characters, there's hope for him and CoH to become permanently attached. If he thinks the constantly increasing level cap is valuable, ask him how he feels about the time he spent on the last expansion, or playing that content today and getting a reward for it that is vendor trash. In City, his favorite content will always provide a reward he can use. And his favorite stuff will never become obsolete.
The only bits that have fallen away are the titan-os that are from back when the level cap was 40. All the rest will always be there. And with three builds for each character, he will need a #$%^&-load of play time to run out of rewards to work for (PvP build, level 50 build, exemplar build, or team vs solo builds etc many options).

Show him a group taking down the Hamidon GM in First Ward.
And show him a video of the incarnate underground trial. Dear God. I don't know what they pay David Nakayama and the graphics team, but for that work, they deserve a raise. The old Eden Trial was also very pretty.
And the new signature story arc for villians has spectacular custom zones.
Like you say, they don't go back and redo old costumes and rarely old zones (hello new Atlas and Mercy). But the new stuff is wonderful. -

How do I get to the hollows? First you get the summon Aardvark temp power by defeating hellions. Then you follow the Aardvark until it leads you to the red dot in the west side of the zone. Wait for the Aardvark to desummon and then click on the police officer's feet and you'll be in the hollow's.

At some point the devs want to fix the store so that you don't see or can't buy the things you already own. But until then you are not supposed to be able to buy them.
I certainly don't trust enough to test this.
I believe that if I try to buy the first salvage slot increase twice I'll get an error. Or beam rifle twice.
But I really don't know if I believe that the store knows I already own things that were sold in a different format than the store sells them. -
On the other hand, the Kismet +acc is a proc, and as such it only works when hover is on.
I have a respec lined up that will fix this mistake. Bah. -

As others have said, this may not be the game for him. The concept here is reply value, not endgame value. Also, WoW assumes you have one character who gets stronger and stronger. CoH assumes you have multiple characters (but doesn't force it, though I've heard rumors that forcing alts was tossed around early in the development cycle).
there is a lot of endgame content, but the goal is to enjoy the ride, and to replay the game from different perspectives.
for instance, the original hero tutorial you deal with an outbreak of contaminated thugs who are more powerful than the PPD can handle. In the early villain zone Port Oaks the first mission from Radio lets you be the person who causes the outbreak in Paragon City. It was years before it was possible to experience both sides of the story on the same character and even still to do so requires both changing morality and using time travel. The assumption is that you will play through it all more than once and see different things each time.
So, may not be the right game for him. One way to get him interested would be to pitch CoH less as a MMO and more as something like Mass Effect or Fable or Fall Out where you have a branching story you can approach multiple ways. The goal isn't just to finish, the goal is to explore it all and that means doing it multiple times with different styles. Dunno if that will work for him, but it's one idea.
