Last thing first - forget about changing power sets. Won't happen. They're flat against it, not least because of the amount of work it would take.
If you're a VIP (paying subscriber,) which... you are, you don't have to re-buy masterminds/controllers. (And past a certain tier level, I believe, they unlock.)
Not sure it'll LET you buy stuff you have already, actually. But don't quote me on that.
As long as you are subscribed you have access to MMs, controllers, and the EATs. If you have not finished Tier 5 in the Paragon Rewards and drop to Premium, you lose access to any of those three. You would need to purchase the ability to play them from the Market. If you have finished Tier 5, then you have access to MMs and Controllers as a Premium without paying extra. But EATs always require a license purchase for Premium players.
Currently, there is no way to tell for certain if you have or have not purchased something on the Market. Some things will show up, but not have a Buy button, so you can't add them to your cart. Others will have the Buy button, but when you try to purchase them, you will be told that you are buying too large a quantity. Unfortunately, there is no indication what it is you are buying that you already own, so if you have multiple things in the cart, you have to remove them one by one to find what it is. They are working on improving the UI to take care of this problem, but no word on how long.
There is already a way to change your powersets. At the Character Select screen, click on one of the slots where it says "Create a Character", then go and pick whichever powersets you want in the AT of your choice.

Lots of things I have bought still are, like the first auction house slot increase. This worries me because I have no way to know which ones I still need/can buy. Hope they fix it so you can tell what you did buy.

I'm afraid to test it out myself. I did get an error when trying to buy the free badge twice. But now it's not on the list.

At some point the devs want to fix the store so that you don't see or can't buy the things you already own. But until then you are not supposed to be able to buy them.

I certainly don't trust enough to test this.
I believe that if I try to buy the first salvage slot increase twice I'll get an error. Or beam rifle twice.
But I really don't know if I believe that the store knows I already own things that were sold in a different format than the store sells them.

Any instance of purchasing a non-consumable you already own should be met with an error, one along the lines of "allowed quantities". If you do manage to purchase something you already own that is non-consumable, contact support.

Nice to see I'm not the only one concerned about accidently buying something I already own. I don't even know what things I already own, honestly. I know I bought CoH and CoV and CoR. Sense I bought rogues will I always have access to dual pistols and Pretoria and switching sides even if I drop VIP? I should, sense I bought them with CoR.

I intentionally tested it. It *WILL* let you buy stuff you already have. I /petitioned it, and a day or two later, got my points refunded. That said, I don't know if they intend to fix it so that you can't in future, but for now, just be vary careful.
If you don't know if you do have it, you wouldn't know to petition, so you could easily waste points and never know. So, research carefully first before a purchase.
But not everything is clear. Like I bought the wedding pack. Can I mistakenly buy the emotes or auras again since those are slightly differently packaged?

I think I'll hold off usingthe store until they patch it to know what I already own. Like I said, I don't remember what of those old packs I had bought and don't want to risk buying stuff I already own.
If you want to check whether you have any of the costume stuff, you can go to the tailor and in the drop-down lists, there will be a lock symbol if you need to purchase it. Same for costume change emotes. Those are sort of roundabout ways to check on that stuff since you can't do it through the market page.

Good advice, but it doesn't exactly work in all instances, but it will in many. If you buy a bundle of costume pieces, it doesn't give you an individual run down so you can't check it in this way. If you're trying to buy a specific individual piece, though, it should work perfectly as you describe (but it is still kinda a hassle).
Ah ok, thats a good way to check, even if it's only 90%. There's another game I play, with it's store, where in the costume change it'll show you everything and have a lock next to what you haven't bought yet.

Only bought the Beam Weapon powerset and the Barbarian costume set because they are both new and don't overlap with any previous Boosters or Packs.
Easier to remember for now.

EDIT - And that's not a fail-safe or anything either...just a roundabout way of checking on it, like I said. For one of my toons, it shows the Vanguard costume change emote as locked and I know I previously purchased that with Vanguard merits for that toon.

It is currently listed as a known issue.
It appears to only happen if you bought the boosters packs or obtained them other than through the store.
It should get worked out before or shortly after Freedom goes public.
You can buy the Vanguard pieces because doing so in the PMarket unlocks them for all characters across your account, like the Vanguard Loyalty Pack did a few months ago, regardless of whether or not one or more of your characters has already unlocked it via Vanguard Merits.

Is there a way to find out what things on the market I already have? I'd played the game for years and years, on and off sense the release. I've bought city of villians, I played when city of rogues came out. I've bought almost all of the packs that were sold in the NCsoft store with the costume packs and the emotes and the costume change actions. I'm seeing all of those things I remember having in the market but it doesn't show that I have them. Masterminds? Do I need to buy if I want to make another mastermind (I already have a few over a couple of servers)? I'd name off some of the costume packs and costume changes I've bought in the past but I don't remember what the were. I'd hate to waste points on buying stuff I should already have. Do I have to buy the rogues pack to do the alignment system or the alternete world pack to go to Pretoria even though I bought rogues when it came out? Same with the duel pistols power set? What ones do I get for free for being a VIP? I know I get the story arc, but it shows up as purchasable even as a VIP! Do I need to buy the option that lets me change my characters build again even though I could do it before when the game wasn't free?
And why isn't one of the things they added a token to change our power sets!?
