I strongly suspect you are correct. If I'm not mistaken, this is roughly why the Dark Miasma target-based heal triggers on a dead enemy, but the Kinetics doesn't.

some funky questions on ninja slotting: will -Res or exotic damage procs be more useful in general? Not sure if they can take -res come to think of it.
On the Oni, would those Acc/Mez and Dam/Mez hammi-os be as useful as they are on the litch? I know he holds often, but does he do any other mez? -

Good point! To expand on what Zeh just said, Cap au Diablo and the Rikti Warzone are the best places to find teams. The level limit to enter the warzone was lifted a while back and you can get in there at any level now. With the new super-sidekick mechanics it is a great place for fast experience.
And the stories there are plenty fun. Just watchout for Gaussian's Arc if you've never done it before. Vanguard traitors are brutal! -
If you are going to exemplar alot, then frankenslotting is a great way to go. Small bonuses never get reduced so using triples and quads you can keep your level 50 bonuses all the way down to level 21. Still screwed on Posi though.

Just a quick tip also that will help:
Any dual IO at level 25 gives a higher bonus than a +3 SO and never expires. Any Triple IO at level 20 or higher does even more than the 25 dual. Buy the Acc/Dam and Dam/Rech Pulverizing fisticuffs and other junk sets as soon as you can get them above 20/25. If one drops and you have a spot for it, don't sell it, craft it and use it!
While your buddy is in the middle of a mission and he levels and suddenly his accuracies all expire and he's whiffing his way through the last half of the run, your doing fine.
while he's at the store restocking his SOs, you're still gaining exp.
While he's running to the correct store that sells SOs for his origin and he stopped by the wrong one by mistake, you're still gaining exp.
As I'm fond of saying, if you're willing to slot a 53 SO when you're level 50, then dropping in a level 20 triple or 25 dual is a bigger bonus, often less money, and you never have to replace it while levelling. So waiting until 50 to do it is very silly.
And I second the vote for claws/WP. Though fire/shield is going quite well for me right now as my current levelling brute. -

Meanwhile, lots of people pull IOs out of builds during a respec and post them cheap. Or just have them in their base storage and are clearing out. Or don't know the value. So it gets posted affordably and someone lucks out on a dirt-cheap crafted IO. Try to be that person. -
That's a very solid budget build. Because brutes have such high hit points I might try to pull one slot from somewhere and drop it into health to add the Numina's Heal, picking up extra effect in health and 12% regen as a set bonus on top. But that's not really a big deal.

I don't know of any ofhand. I'm working on one, but right now it still is not fun. I use it when I need to but I would certainly not recommend it yet. There are a bunch of low-level arcs out there. My recommendation, especially for tanks, is to be srue you have bosses turned ON until level 15.
At very low levels bosses have barely more hp than lieutenants but a lot more exp. At all levels a +2 boss is the most exp per point of damage caused. So if you can take them, do it. -

You forgot to mention Purple Sets. Purple IO sets are very rare IOs that follow their own rules. The Set Bonuses of Purple Sets never shut off due to exemplaring more than three levels lower than the level of the IOs (which are level 50).
And to make things even more confusing, while the set bonuses of Purples never turn off the enhancement value of the set is subject to being reduced by exemplaring, just like any other. So if you have a 98% damage bonus at level 50 and you exemplar down to 24, it would only be a 32% bonus. Even for a purple set. -

Moonfire, as mentioned, will get you very close to both badges, maybe even get you Silver Bullet. There are two missions by Hansen (Lars I think) that are all vamps.
Following that formula will not only get you the badge, but award merits and unlock Hess. Much more efficient than hunting greys. -

A SET BONUS and a GLOBAL function as long as you are within 3 levels or above the level of the IO even if the power is grayed out. A PROC only functions while the power it is in is active. SET BONUSES you need two or more in the same power. GLOBAL BONUSES you only need the one.
If you have two pieces of the Numina's Convalescense set in the Epic power Physical Perfection you get a SET BONUS of 12% regeneration. Let's say the two pieces are both level 30. If you drop to level 30 the physical perfection power is lost because you took it at level 44 (we assume since that is the earliest it is possible), but you still get the 12% SET BONUS because you are the same level as the two IOs. If you drop to level 26 you lose the 12% because you are more than 3 levels below the level of the IO.
Let's say that they are level 50 and that you took physical perfection at level 44. If you drop to level 46, you still have Physical Perfection, but you lose the 12% SET BONUS because you are 3 levels below the level of the IO.
So far so good. Now, let's pretend that one of them is the numina's convalescense +Regen/+Recovery PROC. This gives you a bonus regeneration and recovery as long as the power is turned on. Even if the the IO is level 50 and you drop to 40, but still have the power active, this Unique PROC will still function. Though you'd lose the SET BONUS as described above. With a PROC all that matters is if the power is active. the level of the IO is irrelevant.
What if, instead of Numina's you had the Luck of the Gambler 7.5% recharge IO slotted into a level 44 power? This is a GLOBAL IO bonus. It looks just like Numina's. However it functions just like a SET BONUS. Let's say you put a level 30 Luck of the Gambler it into Maneuvers which you chose as your level 14 power. If you drop down to level 20 you still have maneuvers available and the Luck of the Gamber IO is in it. However you lose the GLOBAL recharge bonus because you are more than 3 levels below the IO.
This is why some high-level procs are more expensive than the low level ones, but a low level luck of the gambler is more expensive than a high level one. The stealth procs are a perfect example. Go ahead and stick a level 50 stealth proc into sprint. You can still use it at level 1. But don't put that level 50 Luck of the Gambler into your Stalker's Hide and expect to get the bonus when you flashback to the tutorial or run a level 1 AE mission.
It all gets very messy. Hell, I bet I made at least one mistake in there. -
On my DM/DA/Ghost Widow I am able to do +1/x4 or even +1x6 against some specific enemies (Rikti, Devouring Earth since they're only rocks at level 50, etc). But I have the most fun at either +0/x2 or +2/x1. Taking out a big group doesn't FEEL like a stalker. I prefer to sneak in, gank the boss and sneak out on my stalker. If I want to slaughter a horde of enemies, I have a brute and a dominator.

Yup, I know the strategy, I just don't have the reflexes to pull it off. =)
It's why I'll never make another character that uses regen. Sure it's a great set (both for stalkers and scrappers). But when mine dies, she almost always has at least two clickies available, plus eye of the magus, plus a bunch of insps.
I have the reflexes of a bowl of jello: I wobble a bit in tune with the activity around me, but I'm really not in control of the situation.
So I prefer to just not deal with those bastards unless I have a team to do it for me. =) -
If you're avoiding sets for the cost, you're doing it for the wrong reason. Look into the cheaper sets instead.
Kinetic Combat is 30 to 100 million per slot. Smashing Haymaker recipes sell for 350k. They give less bonus, but they will be better than generics and they will make a huge difference. Yes being softcapped is the goal, but 20% to Smashing/Lethal is a cheap, and very potent first step.
Reactive Armor and Titanium are dirt cheap for resistance sets. Red Fortune and Serendipity instead of Luck of the Gambler in Weave and/or Maneuvers. Crushing Impact and Smashing Haymaker instead of Touch of Death or Kinetic Combat. Use the cheap ones, get solid bonuses.
Regardless of what level you are, anything higher than 24 dual or 20 triple will give you more bonus than a +3 SO or level 25 generic. So if you're willing to use a level 53 SO at level 50 or a level 25 generic IO, you would get a higher bonus from a level 20 triple IO. Not using it at level 30 just because it isn't level 50 is a bizarre behavior I've never understood.
My recommendation is to frankenslot as you level using the cheapest duals and triples you can find on the market at any level higher than 24 for a dual or 20 for a triple. Once you hit 47, start your second build but keep playing with your primary. Create the second one specifically for solo farming. Slot this baby with only level 50 IOs as you are able to afford them. Keep playing using your perfectly functional primary build, but put the best stuff into your secondary build.
Eventually you'll have it mostly full with the good stuff but all the while you'll have a fun experience with the main.
I'll let someone else get you the build. My SS/WP was so gods aweful it is one of the very few characters I have ever deleted. But in terms of how to get there and get it built on your budget, I think my advice is pretty solid.

You would have a much better time pairing claws with willpower. Regen will cause lots of redraw.
Pair regen with something that doesn't need to draw a weapon. -
Kind of an idiot's question, but rather than how much do they go for, I'm curious on the logistics of the trade itself. Since the inf cap is 2b, mechanically how is the trade performed?
Who takes the bigger risk of getting scammed the IO holder or the inf holder? What I mean is, if Person A has the IO, and Person B has 4b inf. B can give A 2 Bil in return for nothing. Then the other 2 bil in return for the IO. This means B is at risk of A walking away with the first 2 bil. Or 2 bil in trade for the IO, then the other 2 bil for nothing. This puts A at risk B will walk away getting the IO at half price. Or you could add in other multi-hundred inf IOs as collateral.
So, mechanically, how does a "more than 2b inf" trade happen? -

Below level 15 you absolutely want bosses on. Especially at very low levels like 1-5. A level 1 boss only has about 12 more HP than a level 1 lieut, but double the exp. It's not until the 20s that bosses start doubling and more the HP of lieuts and getting really nasty hard-hitting powers. Until then, they are squishy bags of exp and inf just waiting to be crushed.
As you get higher, you might want to turn bosses on/off for specific missions. For instance, I find that the paragon protectors with those tier 9s are so spectacularly annoying (not hard, just annoying) that I turn off bosses for crey missions. And many people have no issue with COT once bosses are turned off since the ruin/agony/death mages are the worst offenders. -
Well, I understand it is concentrated, but does anyone have an idea of how detailed their data mining tools are? Other than Arcanaville maybe. I mean, can they look at how much was concentrated in the top 1% of accounts, or just total per side and average per active account?
I also have no idea how they would look on suddenly having the same amount of inf redside as blueside. I would love to be a fly on the wall during those conversations though =)

Never managed to unlock slot machine in time. Tarixus and Crimson I've done quite a bit. They are good. Veluna Lunata I know I did once, but I don't remember it. I'm working on the unlock for my new brute =)

If this exploit has upped the amount of inf on redside, I wonder how the Devs look at it. As I understand things, don't they consider the lack of total inf redside compared to blue to be "bad"?
