That's not what the HO exploit is. The exploit is slotting for example a -ToHit HO in a +ToHit power. Since -ToHit is schedule A (33.33%) and +ToHit is schedule B (20%), this can drastically improve the performance of the power over what's intended.

Slotting +Rech into a power which doesn't normally accept recharge isn't the problem, here.

Tarantulas are cyborgs, it's the Arachnobots that are completely robotic. Tarantulas require an integration process which many subjects do not survive, though the mortality rate isn't so dire in the case of Fortunatas that volunteer for the program (perhaps some combination of their power, their willingness to have the procedure performed, and the altered suit for Tarantula Mistresses helps). But it's certainly not so simple as lying inside the suit and using your limbs to operate the spider digits; Arachnos often recycles severely crippled soldiers into the Tarantula program to make them useful again.
