    It's my understanding that the 'locked teams' is supposed to prevent people being added from the queue, thereby allowing people to build private leagues, but the locked teams is a bit buggy. For example, sometimes there will be someone alone on a team, and the game will lock the team without that player doing anything. And then the player can't unlock the team, and the league leader can't move them ,since their team is locked.

    New launcher

    It's not an automatic thing, but it's simple. Download the NCSoft Launcher, and follow instructions. I believe there are guides in the guide forum for making modifications (like a desktop shortcut that will launch the game and close the launcher, to use less memory), and to set up the launcher to work with the Test and Beta servers as well.

    25% at worst. Critter base tohit is 50%, player base tohit against critters is 75%. I don't know, but it's also possible that the power is using player-attacking-player base tohit, which is 50%, meaning it would just benefit from the player's tohit/accuracy bonuses, not from the fact that it's a player.

    So what? Enemies already had a collection of autohit powers, so the enemy being able to hit you through defenses isn't new. And I don't see what's wrong with a specific attack getting stronger the better the target's tohit is.

    The only reason I would consider the attack 'broken' is that when your Lore pet uses it, it can reduce xp/inf gain (since it's the target doing the damage, not your pet). But the same could be said of Confuse powers, and nobody calls them broken. Like I said before, it's an odd design choice, but I see nothing wrong with it.

    Against an even-con enemy, Particle Burst has a certain level of power. Against enemies lower level than you, it has the same level of power. Against enemies higher level than you, it still has the same level of power. Because the strength of Particle Burst is based on you, not on the critter firing it.

    The suggestion affects recipes, not enhancements. Basically, if you wanted to get a lv33 IO, you'd have to craft it when you're lv30. Still, not the greatest of ideas, but doesn't affect existing enhancements.

    That's because it's a power that's given to the target, meaning an enemy using it on you causes you to, effectively, attack yourself. It's an odd design choice, but it's not "broken".

    The Doctor etc. were building a room where the Silence could not possibly listen in on them, and made sure to put the TARDIS inside while building it. The chase & capture was a charade to throw them off (and a period of time for Amy, Rory, and River to gather information about the extent of the Silence's occupation).

    Except it's not a bug; that's exactly how the power works.

    In fact, it's very similar to a chain attack power, except it has a pulsing PBAoE instead of a chaining ST attack.

    "Soft-cap?"

    For a general definition, "soft cap" means "effective cap" -- it is possible to go beyond the soft cap, but going beyond doesn't get you much more than being right at the softcap.

    In the case of defense in CoH (the most common usage of the phrase), it means 45% -- critters have a base 50% chance to hit you, 45% defense will lower them to 5% (multiplied by their accuracy), and the game won't let their hit chance go any lower than that. In some cases, opponents will have a higher tohit, such as certain specific enemies and everything in the Incarnate content. In those cases, 45% isn't sufficient to floor an enemy's chance to hit you, but it's a good starting point.

    Soft cap is a general term, however, and you may end up encountering someone using it to refer to the effects of Enhancement Diversification -- at approximately 95% for Schedule A enhancements (Accuracy, Damage, Endurance, Recharge, etc... the ones with 33% SOs), the effectiveness of further enhancement drops so sharply that it isn't worth your time to add more. The case is the same at about 56% for schedule B (Defense, Resistance, etc... the 20% SOs), ~112% for Interrupt, and ~168% for Knockback.

    Holds can have fractional values; although no powers players have access to has a fractional hold, and I can't be bothered to look through the thousands of NPC powers to check for a fractional hold, it is certainly possible. However, players do have access to a fractional sleep: Mesmerize at mag 3.5. (Enough to sleep a boss.)
