    Oops my bad, it was Issue 6 that chopped the Debt Cap in half.

    The additional 20% reduction was done here.

    There were two changes to the debt cap. The first was in half way back when in Issue 5 and then it was reduced another 20% back in Issue 11.5 along with the XP curve smoothing.

    Sort of like telling someone to install HiJackThis and run it.

    Also I've been using the free version of ZoneAlarm since seemingly forever (had it on my Win98se system way back when) and it never had any of those other features that the paid version currently have. Oh and their chart is wrong, it does have Game Mode. Right click on the ZA icon in the tool tray to find it.

    I also enjoy the bowling sounds you can hear outside of some of the bowling alleys (the one in Steel for example). There is something comforting, at least for me, about the sound of bowling alleys.
  15. You can always take a look at the GPU binning at Tom's Hardware. There they rank the GTX 260M significantly higher than the 8600M GS.

    There was also a patch players informally called Issue 11.5 which introduced a number of QoL changes and was the first major patch since NCSoft bought the game and staff from Cryptic.

    Also a minor nitpick from Fulmen's excellent post. A two aspect IO is 5/8ths of a single aspect in each not 2/3rds. A three aspect IO is 1/2 in each and a four aspect IO is 7/16ths in each.

    It is not beta it is RC - as in release candidate, it is going gold later this month which pretty much is exactly the same as the RC build.

    Beta is the new Alpha.
    Release Candidate is the new Beta.

    The purpose of releasing a RC to the public is to generate complaints, find configurations that aren't working and find software that's breaking. Microsoft then uses these complaints to find problems that they may not have previously found through internal and 3rd party developer and manufacturer testing.

    What most people were able to download legitimately from Microsoft is now a very old RC. There has been numerous changes to Win 7 since then, the vast majority of these have not been made available to the general public but are only available to 3rd party software developers enrolled in Microsoft's Win 7 development program.

    The current build, made last week (the 10th I think) and still isn't the RTM (Release To Manufacturing) version, was 7600.

  20. Another way is to check the "Safe Mode" box on the 2nd page of the updater which will start the game in 800x600 with all the options on minimum.

  24. Do a search in News, Events, & Announcement Discussion. Set the date range to newer than 1 year and use the following keywords 'in Subject'.

    Then use the back link from the discussion to bring up the Issue. It's indirect but it's the best I could come up with, the actual issues of City Scoop aren't consistent with naming it's first page to search the actual Announcement area for them. Most of the time the first page is in the subject as "First Page", sometimes "Page 1" and sometimes nothing at all. Combine that with search's limit of 200 matches, it makes it difficult to get all of the Issues listed in search.
