It's most likely not going to happen. The power sets and origin you picked at creation are one of the few things you can't change. That doesn't mean in the future we won't be able to (after all, name changes can be bought, server swaps can be done, and now even the gender of the character can be altered later on), but it's very very unlikely they'll allow us to change what Power Sets we have access too. Origin, maybe, but Power Sets I can almost certainly set down as a "not going to happen".
We have dual builds, plenty of ways to change the outcome of a respec, and lots and lots of character slots. I see no need for such a thing, and I certainly hope it never happens anyway.

The devs have confirmed that this will never happen. Different sets require completely different sets of skills to use, especially on Defenders and Controllers, and there's too much potential for disaster.

Although for a couple of characters, I wish I could choose an origin for my secondary that is different form my primary's origin.
Origins...MAYBE...since they have such a little impact on the actual game outside of which enhancements you can use...but that alone would make changing origins a big pain and expensive because all the sudden your SOs would be come invalid and you would have to buy new ones if you use those, which is what the game difficulty is balanced for...which would lead to the logic of 'why would you ever change your origin' since it has such a little impact except to cost you money getting all new enhancements.
Changing powersets would defeat the purpose of having multiple characters and the altitis that is rampant in this game. Why would anyone make a new character if they all they ever had to do to get new powersets and powers on a high level character is to do a respec? Then all the sudden no lowbies are running around in the lower levels of the game. People would have much less of reason to run the game again with a new character if they had a way to just switch the powersets like that. And as so many people complain about the lack of end game content, people would get bored much more quickly and the game would die much sooner.

More importantly, one of the devs recently posted that he doubts the change will ever come. Pretty much for the reasons you mention.

I know the devs said it...thats the big reason not to expect it. Was just trying to give a better reasoning for the OP other than "I don't think so" or "Because the devs said so"

You quite clearly point out why it is bad idea to allow this.
Obviously, making another character is the way to "change" your characters power sets and/or origin.
I have basically the same character on many servers - that is to say its has the same "name". That character has been made as a Spines/Regen Scrapper (2), a plant/thorn dom (2), a Spines/? stalker (1), and a Plant/storm controller (2, maybe 3) and with different origins to match their various origin stories - which are all basically the same story but with "twists".
Remember, the point of the game is to enjoy the experience playing through the levels. It's a journey game. It isn't really the kind of game that you "win" in the classical sense. You "win" in CoX by enjoying the act of playing it.
I think Memphis_Bill has a nice cut and paste list of reasons why. Sure he, or whoever if it's not MB, will be along to post it.

Do you think we'll ever be able to do that? I have a level 50 that I regret making an electric secondary, and wish I can change it to Dark, and for character story I should have chosen magic. It was my first character and really don't want to restart another. I know I can just start a new one, but I wuold rather have the option to do this, maybe a one time thing? It can be a big TF, and it's not unheard of. Fantastic four got their powers through a cosmic accident, Wolverine's bones were altered, juggernaut got a hold of a pretty jewel.... yadah yadah yadah.
