13. That's why I put them first. Say what you will, SOE doesn't kill off their own properties easily. SWG was LucasArts decision. The only MMO they've killed off recently is EQOA and that's because the game was on an absolute platform and couldn't be converted to F2P.

You guys are without a doubt the best in the business! I can't tell you how sad I am for you. You don't deserve this. I want you to know that your efforts are more than appreciated, they are cherished.
City of Heroes has been a lifeline for me during some really rough times over the last 8 years. It's a place to play, unwind, argue with Math Smarties, and have fun. This game is the best of its kind. Good luck, and please post on your blogs, linkedIn pages and elsewhere where you wind up. If you're on the game, I'll know it's quality! -

OP, it is usually futile to suggest something this far-reaching with such specificity. The devs may add a new AT some day, but it is highly unlikely it would be anything near what you've posted. A defense/ranged damage AT is unlikely outside of the epics.

Just wanted to add my disagreement with the OP's suggestions. Most have almost no chance of coming to pass so it's not like it is something to get upset about though.

Especially considering that you can't store them in your base... so, in addition to all the other junk that I don't want (I wish I could set all the insps to auto-delete, but I do realize that some people like those) in my mailbox, I also have several pieces of SBO sets just hanging out hoping I'll have some use for them today because I can't bring myself to destroy something I paid for just to get a different piece or two of that set. -

Blizzard: huge AoE -20% to hit for up to 20 seconds, -30% recharge for up to 20 seconds, -50% speed for up to 20 seconds (Fly is -60%), good KD patch, Avoid (and it makes dead things), longish recharge (170 seconds?)
There it is. I think the combination of hard and soft controls Ice has is better mitigation than the combination of hard and soft controls Psi has. Due to the longer durations, can Ice stack more or equivialent -recharge?
Let's just use a basic chain of the T1-T3 Blasts:
Ice Bolt, Ice Blast, BiB = 60% -recharge
Psi Dart, Mental Blast, TK Blast 60% -recharge
This is simplified, but as I stretch out the chain we come to the same issue. Psi Dart and Mental Blast does in two powers what Ice does in three. Which makes it easier to stack an EQUIVALENT amount of -recharge.

In Issue 24, Psi has more control and stronger debuffs. I'm not making that up, you can see it in real numbers. Psychic Wail is going to be extreme mitigation all by itself, not to mention the other options.
In Issue 24, Dark has more control, a different debuff that has a more immediate effect on retaliatory damage, and a heal.
Whatever one 'feels' about the issue, those two sets will have better ST damage and better or equivalent mitigation. -

) Regen were to have something added to it, I would add a big +ABSORB shield to the initial click of Instant Healing. But I would remove it's enhanceable regen portion as compensation.
So Instant Healing would go from:
600% Regen (non-enhanceable); 200% Regen (enhanceable); Recharge 650 sec
to
600% Regen (enhanceable); 50% Absorb (enhanceable); Recharge 600 sec
Which would be a slight nerf in its health over time in exchange for making Instant Healing a good tool to deal with burst. -

With Regen, I am never without one of my four cooldowns (Recon, Dull Pain, IH, MoG). Of the four only Instant Healing doesn't IMMEDIATELY change the circumstances. Regen is reactive unlike many of the sets, but that's a boon at times. It means that you're almost never at the mercy of the RNG. No defense set can say that (Energy Aura gets the closest). -

Ice Storm can add more (-10%) recharge debuff in the same AoE, same vector and distance to the same amount of foes as Blizzard (that is, around a corner, out of LoS at range).
Blizzard can also debuff ToHit by 20% so you can slot it for something like -30% ToHit if you like.
And again, the nuke is ranged. You can technically nuke 2 things at once by Blizzard a spawn + Burn out and Blizzard another. For a PBAoE nuke, you have to move near another spawn to do that. Oh, and it's cold damage. What resists cold? -

I love my regen scrapper but I agree that IO's especially +Health and +Recharge are what really make it shine. Just slotted with SO's it is pretty anemic. In fact I think recharge is so important for them that they should have something to provide decent recharge-debuff resistance so that would be my main request. -
Since the IH nerf they've buffed: Dull Pain, Resilience, MoG, and Revive. Regeneration is significantly sturdier than people give it credit for.

Although I have yet to dabble in the world of SoA, going through the forums has definitely sparked my interest! I'm leaning towards making a Fortunata and had a couple of quick questions:
How does a Fortunata do when it comes to AV soloing? I've typically played melee characters and AV soloing has always been a joy of mine. I would like to do the same with a fort if possible.
