Whatever, HEATs/VEATs, you all know what I meant.
As for the various EATs -- NO, they may NOT "cross over" to the customarily opposite side. Of course if you have unlocked HEAT/VEAT access, you may start one in the tutorial, but you cannot take a VEAT to Atlas, nor a HEAT to Mercy. You are "locked" into following the traditional alignment starting path (until level 20, if you have access to the alignment system) with those toons.
(All this is subject to change during the ongoing Beta effort, I'm sure.) -
Also, don't forget that once you unlock your Alpha slot (at 50, obviously), your toon has access to THREE total builds...

The tutorial IS Galaxy City (i.e., GC is no longer a "normal" zone), and yes, you will be able to start ANY non-EAT (no Khelds or SoAs/Widows) in it. During the tutorial you decide via your in-game actions whether to be a villain or hero, regardless of the AT you chose, and then you will be ushered to the appropriate starting zone for your alignment (Atlas Park or Mercy).
Praetoria is unchanged. -
Neat project, Organica, I'm following it with quite a bit of interest.
Thought I'd mention for anyone who isn't aware, that you don't have to succeed on a Safeguard or Mayhem mission in order to have a contact offered to you afterward -- you just have to complete it (success OR fail, either one works). -

Between my 2 accounts I have 40 level 50 toons, and my best friend has 50+ over 2 accounts.

So was your question really more along the lines of "will anyone ever have 48 level 50s on the same server?" (The answer is, of course, "yes", since there are people that currently have 36 or nearly so on one server, I'm sure.) -

In fact, a Praetorian can even be level pacted with a non-Praetorian as long as you can meet up in the same zone to create the pact (like in Pocket D, for instance).

Yeah, that's where I am, too. When I first saw them the other day, it was somewhat jarring and I immediately had a negative recation. Now that I'm getting used to it, however, it isn't seeming so bad after all. (I will, however, say that I'm not a big fan of anything that has a "console-gamey" feel to it, and to me that's the way these icons come off.)

Yes...and 400 is not "a bunch" (nor do you get them all at once, since the monthly stipend is only doled out monthly).
