I agree. This looks like some kind of new functionality that isn't related to anything we've yet seen. Whether it's "coming" or "abandoned" is up for debate, but I don't think it has anything to do with existing tech either way.

Yes, the third build has always been associated with having your Alpha slot unlocked (by definition, of course, Incarnate content). If you no longer have access to Incarnate content, you no longer have access to a third build (at least that's the way it SHOULD be -- can't say I've tested it myself).

Currently the Titan Network (where the Mids' download is hosted) is down after some issues this past week. I would think it will be back at some point soon. Once it is, you go to the Titan Network home page, then select the "Planners" link, and there is Mids'.

You can use Leagues for anything you like -- costume contests, SG events, community events, RPing, etc. But if you're asking if there's actual game mission content that requires/utilizes Leagues other than iTrails -- at the current time, no, not as such.

Now whether the weekly updates they've been making have the desired effect...well, YMMV.I think one of the reasons for that is so players don't get overwhelmed with options and don't get frustrated having to wait forever to save up points or spend a huge amount of cash all at once to get what they want.
