I'm actually shocked there wasn't a pack like with TW. Very disappointed with the selection thus far, so much so that coupled with the damage of the set I'm regretting purchasing it.

Invuln - Invuln is the original survivability set, it gets defense bonuses, it has strong resists to the most common damage types, and gets a heal that boosts your Max HP.
Super Reflexes - SR is a great set and gets overlooked sometimes, it has resists built in as your HP drops your resists get stronger. It has the highest Defense Debuff Resists in the game. It is easily built on the cheap to softcap, and if you want to put some money into it, you can even softcap to incarnate content. It also has some built in recharge, which means you attack even faster. It does benefit from a heal, and it likes some endurance recovery because it doesn't have a tool to help with that.

I think I'm going SR for the cheapness and recharge, but I never had a /Fire toon so that sounds tempting although I hate spending time on a costume just fo rit to be obscured (So no more /Dark toons for me) -
I don't PvP because IMO the reward rate plus cool down aren't worth the time

I tried playing redside when CoV was first launched. I found traveling thorugh the zones to be too much of a chore for a low level toon so I stayed away and only now cross over so I can get my PPP.
Lack of content is why I don't go Gold side not Red...
With that said my opinion is they should make only co-op TFs from here on out as it is not out of the realm of possibility that a hero may need to go on a quest with a bunch of villains and vice versa, and all three areas should soon be linked via a new system in I23. -
My advice is to run a WST and get your notice for the level shift. Some of the trials can be a hassle if you have non shifted players that try to play as if they are shifted (ie they don't listen to the leader and do their own thing)

I would say Corruptor. Depending on what combo they are self sufficient soloers as well as coveted on teams. The best secondary for beginners IMO is Dark. It gives good debuffs, you don't have to worry about taking time out to buff others, and it has a pet. It also has a great heal that fires off even if the enemy targeted dies (which is the reason it puts it above Kins heals).
For the primary I'd say they are all good to pair with Dark, I would suggest a new player choose one that fits thematically for them as they will probably have more fun for a longer period of time this way.
IMO you really can't go wrong with that AT unless you don't like ranged damage. If you're a melee player at heart I'd say scrapper/brute. Which one I can't say. Personally I torn between the two. One one hand I love the extra survivability of Brutes but don't like the base damage, on the other I love the damage and tasty criticals of scrappers but they aren't as durable as Brutes. -
If they must recycle I'd much rather it be recycling of the Co-Op TFs: Tin Mage, Apex, ITF, LGTF. Heck since Incarnates came out they could have even created another one or two Co-Op TFs. They could have even strung together 5-6 DA missions into a quick Co-Op TF.

Making sure that the ATs that can deal damage quickly and/or draw the aggro while taking less damage have plenty of endurance and health certainly can help a team plow through content more quickly. Too many people underestimate the benefits of a good controller who buffs the team in addition to throwing out controls and/or damage.
I guess what I'm trying to say is while its buffs are nice; I wouldn't dedicate more than one or two slots to it max. There are other powers in that combo that can use the slots IMO, I know play styles vary as well as overall builds, but this has been my experience thus far with the combo. -

It means we have primaries and secondaries and a well rounded team based controller uses both. And that means buffing your teammates. A well buffed team is a better team. If the content is so easy that you feel the buffs aren't needed, you probably need to up your difficulty.
From my standpoint with everything else a Dark/Dark Controller does, if the buffs from SA make or break the team... well then something else is wrong. -

For the most part I have decided to keep it. I'll slot everything else first and only once I am happy with all my other slotting will I toss whatevers left at SA.
But as far as SA goes... forget your teammates. Between locking down/Mezzing foes, -To Hit from most of your attacks and defense from CoD and Fade you're doing more than enough. Base it's slotting on your needs and what's convenient for you. -
Just for quick comparisons, I used to have it two slotted with level 50 Heal IOs. On average I got about 27HP/Sec, I now have it two slotted with 2 Rech IOs and get about 21HP/Sec healing.
I have also found I have no endurance issues with no End Rec IOs slotted. I do however have Miracle and Numina uniques as well as one Performance Shifter +End so the few times I am low on endurance the base Recovery is good enough to refill my bar, I think I get around 4/Sec. -

For the most part slotting depends on play style, Soul Absorption is one of those powers I rarely use on my Dark/Dark.
It's rarely needed but good to have so I have it slotted with two recharges but I am thinking of removing one slot and putting a level 55 Recharge in it.
If I were to slot it I wouldn't slot it with Heal though, IMO the +Regen isn't worth it unless you have other +Regen to stack with it. You'd do better health wise with TG and Fluffie's heal. -

The Dark/Dark combo Controller combo has fast become my favorite
My slotting is similar to much of what you have except I use a lot of purples since I've been hoarding them for awhile. I wanted to push as much recharge as I could so i could have Haunt perma and Shadow Field up as soon as possible. I was aiming for 200% but only got to 196%.
I chose the Incarnate abilities based on theme but for the most part they are the same:
Alpha: Intuition Radial
Interface: Spectral Core
Destiny: Ageless Core
Judgement: Void Core
In regards to Haunt it should also be noted that they will fail if the target is Phased such as Carnie Illusionists etc.
And with both pets their AI still seems a bit wonky to me but not as bad as before. They also sometimes don't follow too well, but that could just be me.

The only power I skipped was Black Hole. Dark/Dark has so much control that BH just doesn't fit into the Dark/Dark combo IMO -
I know they "try" with Freedom Fridays, but it's really a monumental waste of time...

The best thing you can do is pay the toon and see what holes it has and use Alpha to plug them or augment your strengths.
It's easy to say as a EM/EL Brute you shouldn't need "X" or you should have "Y", but the truth is there are hundreds of thousands if not millions of possible builds.
So my advice would be to play the toon out and see what he needs. You might want extra damage, you might want more recharge or even accuracy, heck maybe even more resistance better suits your build/play style.
