There is a bug that allows Hami-Os to be used for higher levels of enhancement. An Enzyme has Defense Debuff and EndRdx, but the way the game handles these enhancements, that Enzyme will also provide Defense buffing, and at a higher level than Defense buff enhancements. Some people are slotting Enzymes in Defense shields for this reason.

You are overslotting End Red in TT:Maneuvers, TT:Assault, and Mask Presense; you are saving .04 End for that extra slot, you could use it better else where.
I would suggest TT:Leadership instead of Leadership (Pool Power) Assault.
I find Placate useful for an extra crit, so maybe Placate in place of TT:Vengeance. You can also use Placate a lot more often than you can use TT:Vengeance, both situationally and just in terms of recharge.
I would really slot Follow Up as an attack, you in no way needed the extra 2.5% Def from slotting Gaussian's.
Also, you have a lot of Acc and To Hit, so you don't need to slot as much accuracy, so I didn't utilize the Acc/Dam in Crushing Impact.
Anyway, take a look at what I quickly mangled your build into.

Stalkers have lower HP than scrappers, so they are more susceptible to burst damage than a scrapper. With that proviso, Stalkers can scrap pretty damn well IMO.

4 pts is good enough for most PvE. You will rarely get knocked around.

I believe its mont demibold, look here for more. BTW, I don't know if TweakCoH works with CoH anymore for the purpose of changing the graphics settings (i.e. change a setting and CoH might not load anymore, it edits the registry entries for CoH), but it should still be good just to change the in-game font.

Mad, I did Ghost Widow Patron Arc solo with my stalker, Energy/Ninjitsu. Didn't have any problems, but my build was soft capped already when I tackled it.

You can fund yourself with just a little bit of work, with your merits and the drops you get doing the content. Really. Don't be put off by the "buy it now" price tags you're scaring yourself with, you do not need to pay those prices. (Except for the PvP IOs, so don't bother with them. For now) You can do it, just give it a try, it will be fun!

Join some global channels! Head down to the server section and introduce yourself on what ever server(s) you decide to play on. Ask which are that servers global channels and join them, it makes for a nice sense of community, its a good place for questions while you're in game, and its good for finding teams. Have fun and enjoy the game.

You have uTorrent, BitTorrent, Pando, LimeWire, Java Update, Google Update, AIM and MSN Messenger. These all take bandwidth, you might try turning them all off when you're trying to run CoH.

KoIS, you save the file, then you run it after you download it. Its called netinfotool_allOS_USEU.exe and all you do is double click on it and respond to its prompts. It will create a log file of its results.

KoIS, has support asked you to run the Network Tool yet? You might want to run it and see if your connection passes. -
One cause of the "flashing screen" that I've noticed is scrolling through a 2d window. Scrolling through a store screen quickly causes a flash the first time, once everything has been "seen" once the flashes stop (with that window). It seems that any 2d window with pictures in them causes my screen to flash as I scroll through it quickly, if I do it slowly the flashes do not occur.
Running Vista 64 with a NVIDIA GeForce 9800 GTX/9800 GTX+, drivers are the 191.07. -
And if you hit send just as the globals hiccup, you lose the e-mail with all attachments. Make sure you petition it, hopefully they'll give you your inf back.

It sounds like this problem. The UI buttons seem to freeze until you restart. Its not just you.

Getting to 20 is so easy nowadays, I wish they had set it to level 30 so it at least would feel like an accomplishment.
